Revised May 20, 2024, to accompany Request for Proposals 140P2124R0017.
Kachurak, Kelly R Good day. I am Commander Kelly Kachurak and I prepared this virtual pre-proposal site visit for Caneel Bay Resort Area 2 for request for proposal #140P2124R0017.
Today I will go over the location of Saint John in the US Virgin Islands, transportation and travel to the resort, and describe the maintenance area.

Submit all questions per the instructions and solicitation section L .2.
Location overview, the US Virgin Islands are located in the Caribbean Sea.
The US Virgin Islands is composed of three islands, of which Saint John is one of them.
Page 5 of the PDF is a map showing the location of the US Virgin Islands in relation to Florida. The bottom half of Florida is shown on the top left corner of the image.
You can see the Bahamas, Cuba, Haiti, Dominican Republic and Puerto Rico and then to the east of those islands is the US Virgin Islands, depicted by a red arrow where you can see the label for the British Virgin Islands which neighbor the US Virgin Islands.
Page 6 of the PDF is a map of Saint Thomas and Saint John.
There will be references to St. Thomas, as this is where the primary airport is to access Saint John. St. John is located just to the east of Saint Thomas.
Page 7 of the PDF shows Saint John. On the left, showing the entire island, over in that northeast side, there's a tall peninsula, and that is where Caneel Bay Resort is located. The map on the right shows the perimeter of Caneel Bay Resort and a closer view. Caneel Bay Resort has operated for over 50 years. They've been closed to overnight guests since Hurricanes Irma and Maria in 2017. They do still have some daily operations which include ZoZo’s restaurant that's open for dinner and the concessioner that operates at Honeymoon Beach, that has beach rentals and food service.
Page 9: Transportation and travel. The major airport is Cyril E. King, located on Saint Thomas. For passengers that want to come to Saint John from the airport, you take a taxi to the ferry.
There are two ferries, one at Charlotte Amalie, one at Red Hook, that both connect over to Cruz Bay on Saint John. The ferry runs approximately every hour.
Rental cars and equipment would take the barge from Red Hook over to Enighed Pond on Saint John.
The barge runs approximately every 90 to 120 minutes and they recommend arriving 45 minutes before the ferry, the vehicle or car barge takes about 45 minutes to make the crossing, whereas the passenger ferry takes 15 to 20 minutes.
Please note that on Saint John and Saint Thomas, we drive on the left hand side of the road.
Caneel Bay Resort is located off of North Shore Rd, which is approximately 15 minutes from the ferry barges. Item shipped to and from the US Virgin Islands are inspected by Customs.
Past contracts have had materials and other equipment delayed in customs for a few days, up to one to two weeks.
When you leave the US Virgin Islands, you will pass through customs.
There are major hardware stores located on Saint Thomas.
There are also two smaller hardware stores on Saint John.
There's paradise lumber on centerline road and Saint John hardware near Cruz Bay.
The map on Page 10 was taken from Google satellite images and shows the ferry and barge locations.
The orange rectangle on the top left side shows the location of the Cruz Bay Ferry dock in town, and then in the southern portion of the map you see a yellow star that shows where the car and equipment barge comes into Enighed Pond on Saint John.
Page 11 shows the driving route to Caneel Bay Resort from Cruz Bay; according to Google maps, takes about 8 minutes.
You should know that the Virgin Islands have a mountainous terrain, so the roads do have lots of switchbacks and slope changes and occasionally will have a donkey hanging out in the middle of the road that can impede traffic.
Page 12 shows the basic entry points and locations of work shown on another Google satellite image.
The Caneel Bay Resort is located off North Shore Rd, one of three main roads used to traverse the islands.
The primary entrance is the red star on the bottom right corner, and there's a guard station there that you pass through. About 1/2 mile in from the guard station we have the yellow triangle and that denotes the staging area.
The orange star to the left of the main entrance area is the maintenance area access point for the resort and the maintenance area that we'll discuss later for soil removal inside that area.
The maintenance entrance can be used for equipment deliveries or other items that are oversized.
Page 13: Wildlife and weather. The local wildlife is primarily comprised of deer, donkeys, iguana, mongoose, and Jack Spaniards (Jack Spaniards are a type of wasp, you’ll need to exercise care around them).
We have hurricane season in the US Virgin Islands from June 1st to November 30th every year. During that time period, contractors can expect intense rain events.
Off-season rain events are typically shorter. Due to these opportunities for potentially heavy rainfall, just normal rain events, tropical storms, or hurricanes, hurricane and severe weather plans and corresponding storm water pollution prevention plans are critical to success of this project and controlling pollution and protecting worker safety.
A few other notes on Page 14.
There's no access to water or electric service on the site. The contractor must provide their own.
There is no 911 service on island for medical care.
There is a community health clinic and emergency care center on Saint John which is up Centerline Road.
It's about an 8 minute drive from the ferry dock, which makes it 20 to 25 minutes from Caneel Bay Resort.
There's the Schneider Regional Medical Center, which is more of a developed hospital service and provider for the Virgin Islands (on St. Thomas).
And there's also Saint John Rescue, which is the volunteer organization dedicated to saving lives.
They can sometimes help get injured persons from Saint John's to Saint Thomas, the Schneider Regional Medical Center on Saint Thomas is still a 25 minute drive from the Red Hook ferry location on Saint Thomas.
Pages 15 – 16 show the staging area, which is a currently unused overflow parking lot. While we do not have the exact dimensions, we have another contractor who's used this area that has easily housed 4 to 8 different Conex boxes and vehicles at various times. There is a paved, approximately 1-1/2 width lane that goes down to the staging area, but it easily fits flat beds and such to bring in equipment and materials.
Pages 17-18: Overview of the Area 2 soil removal area based on the results from the engineering evaluation and cost analysis or EE/CA. There's about 6 inches deep of contaminated soil in the identified areas you'll see on Page 20 that need to be removed.
Those are soils that will be replaced with clean fill, compacted and seeded.
There's also a paved drainage channel at the maintenance area where we'll have sediment removal from the channel and drainage basin, all excavated materials, or removed sediment from the basin will be legally disposed of off-site.
Most of these graphics are taken from the work plan and specifications that you should review in detail while preparing your proposal.
So this first map (Page 18) is an overview of the work area.
You can see Area 3, which is the landfill on the left (west) side of the map; Area 3 is not part of solicitation 140P2124R0017.
You see Area 2 at the right, outlined in green and yellow; green outlines the soil removal units and yellow outlines the confirmation sampling units.
There's also a red line that goes through the maintenance area over to Caneel Bay, which shows the path of the drainage channel.
Pages 19-22 describe and show the parts of Area 2 where we are removing contaminated soil around the buildings as shown in the diagrams. Approximately 6 inches deep of soil will be removed and replaced with clean fill.
You can see the green areas where the soil will be removed.
The red line is the drainage channel that will have sediment removed.
The yellow area shows the confirmation sampling locations.
Area 2 has some grassy areas around the buildings and then a little further away from the buildings we have some larger vegetation that has grown up.
On Page 21, you'll see in the picture on the right there is an existing transformer there that has some safety fencing around it.
Sediment removal area is described and shown on Pages 23-25.
The diagram on Page 23 is in the work plan, and shows the path of the paved drainage channel that runs through, we just need to remove that sediment and to make sure any contaminants in it do not reach the Bay.
We have some photos of the sediment removal areas for the channel.
There are sections that are dry that are higher in elevation in the channel on the left.
You can see there's a section that is wet, so we need to have adequate plans for moving the sediment without creating additional siltation or erosion.
There are two additional photos of the drainage channel you see on the left.
The channel is a little bit larger here and then on the right there are some buildings and other utilities that run through pipelines along the channel that we'll need to not impact.
Pages 26 reiterates the contract notes and disclaimers.
