About this file

This is a Statement of Work for septic collection services at the Tonto National Forest South Zone. The contractor shall provide all labor, equipment, supplies, services, permits, and licenses necessary to collect, load, haul, and dispose of septic refuse from vault toilets across three ranger districts: Cave Creek, Globe Basin, and Mesa. Services include removing waste down to 4-5 inches from vault bottoms (or until suction becomes impractical on sloped bottoms), cleaning and disinfecting vaults, removing debris such as cans, bottles, rocks, tools, and miscellaneous trash, and transporting waste to approved disposal sites outside Forest Service land in accordance with applicable laws and regulations. Work shall be performed during business hours between sunrise and sunset on weekdays (Monday-Thursday), excluding federal holidays, with service delivery required within 14 calendar days of government request. The contractor must maintain a heavy-duty vacuum truck with watertight, enclosed truck beds to prevent leakage, designate a contract manager with full authority over daily operations, and submit status reports within 24 hours of completing each pumping service.

The contract encompasses 75 recreation sites across the three districts with vault toilet capacities ranging from 1,000 gallons (single vaults) to 2,000 gallons (double vaults), with service frequencies varying from rarely (0-1 times annually) to often (2-3 times annually) depending on location. The contractor must comply with all federal, state, and local environmental laws and regulations, avoid use of products containing Extremely Hazardous Substances, Ozone Depleting Substances, or Persistent Bio-accumulative and Toxic chemicals, and cover all associated travel costs. The government will not furnish equipment or materials. The contract is a Total Small Business Set-Aside with a contract ceiling of $450,000 and a guaranteed minimum of $500, with a base period and up to four additional one-year option periods. All changes must be authorized solely by the Contracting Officer, and the contractor is responsible for any damages to vault toilets resulting from non-compliance with performance standards.

Project Tonto NF South Zone Toilet Pumping

1.0 Scope of Work

The intent of this contract is to provide septic collection services for the South Zone of the Tonto National Forest, including the Cave Creek Ranger District, Globe Basin Ranger District, & Mesa Ranger District. The contractor shall provide any and all labor, equipment, supplies, services, permits, and licenses necessary to collect, load, haul and dump septic refuse from recreation sites. The contractor shall remove all debris, wash down, cleanup, disinfect, and dispose of all waste products removed from the vaults/holding tanks. Debris may include, but is not limited to: cans, bottles, rocks, sticks/logs, animal parts, clothing, plastic bags, metal products, toilet paper rolls/dispensers, tools, diapers, sanitary napkins, and other miscellaneous trash. If the bottom of the vault is flat, waste shall be removed down to within 4-5 inches from the bottom. If the bottom of the vault is sloped, waste shall be removed until the suction hose begins to suck too much air to make further pumping practical. Any spilled waste must be cleaned by the contractor prior to leaving the work area. The contractor shall inspect for any damage and notify the Contracting Officer Representative (COR) immediately of suspected damage.

Work will be performed on District 1 (Cave Creek), District 2 (Globe), and District 3 (Mesa) of the Tonto National Forest during the base period, including up to 4 additional one-year Option Periods.

This statement of work consists of completing the tasks/subtasks in Section 3 to the deliverable requirements of Section 5.

1.1 Vault Access

The contractor shall utilize the outside vault access opening, not the toilet riser, unless there is not an outside vault access opening or if the outside vault access opening is less than 20 inches diameter (or 20 inches square). If the toilet riser must be utilized for pumping, the contractor shall protect the riser from damage. The contractor must ensure the toilet paper and dispenser are not contaminated with waste. The contractor shall notify the COR or technical POC if the toilet paper is contaminated. If the interior of the vault toilet is contaminated, the contractor shall thoroughly disinfect the contaminated area prior to leaving. The vault cover must fit with an airtight seal so that the venting process of the vault toilet is not interfered with; the contractor shall notify the COR or technical POC of any vaults that do not have an airtight seal.

1.2 Waste/Debris Material Transport and Disposal

The contractor shall transport and dispose of all waste materials to an approved site in accordance with all applicable laws, ordinances, and regulations. All debris shall be removed from the vault in a leak-proof container/bag so not to contaminate the surrounding ground and area. All waste/debris shall be disposed of outside of Forest Service land in accordance with all applicable laws, ordinances, and regulations.

1.3 Work Area

The contractor shall, at all times, keep work areas free from accumulations of waste material, rubbish, tools, scaffolding, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. The contractor shall remove and properly dispose of all job-related waste material.

2.0 Background

The designated locations are within recreation sites across the South Zone of the Tonto National Forest.

The Contractor shall provide septic removal services to any vault toilet with each vault toilet tank holding up to 1000 gallons of septic refuse. Appendix 1 details the vault toilets for each location. Vault toilet pumping involves using a heavy-duty vacuum truck to suction accumulated human waste from an underground holding tank, then transporting the sewage to a licensed treatment facility. After the waste is removed, the vault is typically "precharged" with water and deodorizing chemicals (see prohibited substances/chemicals) to prevent odors and maintain a baseline liquid level.

2.1 Contract Administration

The CO is the only person authorized to approve changes. This authority remains solely with the CO. In the event that the contractor affects any changes at the direction of any person other than the CO, the changes will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase incurred as a result thereof.
