About this file
This is a Title VI Assurances attachment document establishing non-discrimination compliance requirements for a federally-funded infrastructure project issued by Sacramento County, California. The document outlines the contractor's obligations to comply with multiple federal non-discrimination statutes and regulations administered by the U.S. Department of Transportation's Federal Highway Administration. The New Hope Road Bridge at Grizzly Slough Replacement Project requires a qualified California General Engineering Contractor to demolish an existing 90-year-old bridge and construct a new 222.5-foot cast-in-place reinforced concrete bridge measuring approximately 38 feet wide with two 11-foot travel lanes and 6-foot paved shoulders. Pre-bid questions must be submitted by February 5, 2026, at 5:00 p.m., with responses due by February 12, 2026, and electronic bids are due February 19, 2026, at 2:00 p.m. The contract completion time is 120 working days, with in-water work restricted to June 1 through October 1.
The contractor must comply with comprehensive non-discrimination provisions covering race, color, national origin, age, sex, and disability, as mandated by Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, the Americans with Disabilities Act, and Executive Order 13166 regarding limited English proficiency accommodations. The project requires Davis-Bacon wage compliance, registration with the California Department of Industrial Relations, bid security of 10 percent of the bid amount, and Payment and Performance Bonds for 100 percent of the contract price. Contractors must maintain substantial insurance coverage including $5,000,000 general liability, $2,000,000 automobile liability, and $2,000,000 pollution liability insurance. The estimated construction cost is $5,399,400, with liquidated damages set at $6,700 per calendar day for failure to meet completion deadlines. The contractor must include all Title VI assurance provisions in subcontracts and procurements and permit access to books, records, and facilities for compliance verification.
