About this file

This is a Special Provisions document for the New Hope Road Bridge Replacement Project (Contract No. 4664), a federal-aid highway construction project administered by Sacramento County Department of Transportation in collaboration with the California Department of Transportation (Caltrans) and the Federal Highway Administration (FHWA). The project involves the complete replacement of an existing bridge over Grizzly Slough on New Hope Road in southern Sacramento County with a new 222.5-foot cast-in-place reinforced concrete bridge approximately 38 feet wide, accommodating two 11-foot travel lanes with 6-foot paved shoulders for future Class II bikeways. The scope of work includes bridge demolition, removal of 69 riparian trees, installation of four new piers with 30-inch diameter columns driven to depths up to 70 feet, placement of approximately 990 cubic yards of rock slope protection, roadway approach work covering approximately 400 feet, hydroseeding with native seed mix, and installation of bridge railings and traffic striping. Bids opened on February 19, 2026, with the contract completion time set at 120 working days, and no roadway excavation or soil disturbance may commence prior to the counting of working days. The project requires compliance with 2024 Sacramento County Standard Construction Specifications and 2024 California Department of Transportation Standard Specifications.

The contract is funded through federal-aid highway sources administered by FHWA, requiring strict compliance with Davis-Bacon prevailing wage requirements, buy America provisions, and numerous environmental permits including Section 404 Clean Water Act authorization, Section 401 Water Quality Certification, California Department of Fish and Wildlife Streambed Alteration Agreement (SAC-59111-R2), and compliance with the South Sacramento Habitat Conservation Plan. The contractor must obtain performance bonds, maintain general liability insurance with limits of $5,000,000 per occurrence, automobile liability insurance of $2,000,000, and pollution liability insurance of $2,000,000. Liquidated damages are assessed at $6,700 per calendar day for failure to meet completion deadlines. The contractor is responsible for furnishing a field office for the engineer with specific dimensions and equipment requirements, providing a designated biologist for environmental monitoring, implementing comprehensive stormwater pollution prevention measures, conducting lead paint abatement and compliance activities, and managing tribal cultural resource monitoring in accordance with a detailed Tribal Cultural Monitoring and Treatment Plan developed with Wilton Rancheria. In-water work is restricted to the period between June 1 and October 1 to protect fish species including delta smelt and Central Valley steelhead, and the contractor must implement extensive environmental controls, erosion and sediment management, and habitat mitigation measures as specified in the permits and mitigation monitoring and reporting program.

During the performance of this Agreement, the contractor, for itself, its assignees and successors in interest (hereinafter collectively referred to as CONTRACTOR) agrees as follows:

1. Compliance with Regulations: CONTRACTOR shall comply with the regulations relative to nondiscrimination in federally assisted programs of the Department of Transportation, Title 49, Code of Federal Regulations, Part 21, as they may be amended from time to time, (hereinafter referred to as the REGULATIONS), which are herein incorporated by reference and made a part of this agreement.
