FOREWORD

The Embassy of the United States in Rome needs to award a contract for the Compound Wall Fall Protection.

GENERAL

• The contractor shall supply all the installation materials and equipment, skilled and unskilled labor, technical supervision, as well as logistic and administrative support. The contractor shall also supply all accessory services such as: transportation, leasing, equipment and tools, disposal of debris, cleaning the work area and anything else necessary to complete the project in compliance with the present specifications

• The COR may schedule some of the operations to be performed after-hours or during the weekend. These activities shall be performed at no extra cost for the Embassy.

• Maximum attention is required for the safety of personnel at work on the site. The workers shall operate in compliance with standard codes. In view of the fact that the work site consists of crucial technical installations, temporary safety protection measures towards third parties and workers shall be installed with care and attention, especially for the hours when site is closed.

• The Contractor shall be responsible for submitting, for approval by the COR, samples of materials and supplies to be used.

• It shall be Contractor's responsibility to verify all the quantities and dimensions.

DEFINITIONS

A glossary of terms and relative equivalents used in the drawing up of the tender documents are indicated hereunder:

Client, Administration, Project Supervisor, COR, CO: all these denominations identify the technical administrative staff, predisposed to handle the contract on behalf of the embassy of the United States of America.

Contracting Company, Contractor: all these denominations identify the subject that undertakes to carry out the work described in the contract.

Contract, Purchase Order (P.O.), Work Order: these terms identify the contract document with which the project is awarded. The Client at his indisputable judgment shall make the formal selection of the different types of documents.

PARKING

No parking is allowed inside Embassy grounds. The Contractor's vehicles shall be allowed to enter only for loading and unloading materials.

Loading and unloading operations shall be carried out using only one vehicle at a time.

Consequently, during the accomplishment of the project the Contractor shall ensure that its vehicles are parked at its own expense outside the Government property.

SAFETY STANDARDS

The Contractor shall comply with all the applicable health and safety obligations provided by Legislative Decree No. 81/2008 (Consolidated Law on Occupational Health and Safety). The main objective is to eliminate or, where not possible, to reduce to the minimum any exposure of workers to risks arising from work-related activities. To this end, the Contractor is required, when applicable, to submit the Risk Assessment Document (Documento di Valutazione dei Rischi – DVR) or the Operational Safety Plan (Piano Operativo di Sicurezza – POS), to provide adequate and documented training to workers, to supply appropriate individual and collective protective equipment (PPE and CPE), and to fully comply with all the other obligations set forth under Legislative Decree 81/2008.

Submission of the Operational Safety Plan (POS)

Within 10 calendar days after receiving the Notice to Proceed, the awarded Contractor must submit a detailed Operational Safety Plan (POS). The POS must clearly identify the following key professional figures:

Site Technical Director (Direttore Tecnico di Cantiere):

The individual responsible for managing the construction site on behalf of the Contractor. This role may be fulfilled by either an internal employee or an external professional formally appointed by the company. This figure is not to be confused with the Construction Supervisor (Direttore dei Lavori), who is appointed by the Client and is responsible for verifying that the works are carried out in compliance with thedesign and technical specifications.

Supervisor (Preposto):

An individual who, by the nature of their duties, supervises the work of others (e.g., site manager, workshop head, department chief). The Supervisor must be adequately trained to fulfill the responsibilities assigned under Art. 19, paragraph 1, letter g) and in accordance with the objectives of Art. 37 of Legislative Decree 81/2008. The Supervisor shall ensure, continuously and effectively, that:

1. Workers comply with safety instructions and the provisions of the safety plan;

2. Personal protective equipment (PPE) is used as required;

3. Any deficiencies in procedures, tools, PPE, or persistent non-compliance are promptly reported to the employer or manager.

The contractor has to send the list of personnel who will work on site. The workers have to be regularly registered and if there is a subcontractor this has to present the documents requested too.

All workers have to understand and speak Italian.

DESCRIPTION OF WORK

AERIAL VIEWS

1. Scope of work

The Contractor shall provide all labor, materials, equipment, and services necessary for the removal of existing vegetation, installation of a new French drain system, construction of independent foundation blocks, fabrication and installation of a new iron safety railing, and the laying of new porphyry stone paving above the Elephant stairs. All works shall be executed in accordance with the highest standards of workmanship and in full compliance with applicable national and international codes and regulations.

2. Site Preparation and Demolition

• Secure the work area with temporary safety barriers for the entire duration of the project.

• Remove all existing vegetation, including shrubs and root systems, from the designated area. Ensure complete extraction of roots to prevent regrowth and to protect the integrity of the retaining wall and technical rooms below.

• Excavate the soil as per approved drawings to accommodate the new French drain and the foundation blocks for the railing. All removal and excavation activities must be carried out with continuous archeological assistance by a qualified professional.

• Prepare and fence the construction and laydown areas to prevent unauthorized access. The COR will designate storage and shelter areas for materials and tools.

3. French Drain System

• Excavate a trench of suitable depth and width (80 cm deep and 30 cm wide) as required by hydraulic calculations.

• Line the trench with geotextile fabric, ensuring it fully wraps the gravel and perforated pipe to prevent soil and silt infiltration.

• Place washed gravel (20–40 mm grain size) as drainage material, ensuring a minimum thickness of 7.5 cm around the pipe. Only clean, dust-free gravel shall be used.

• Install a perforated PVC (DN 120), compliant with ASTM/ANSI standards, with a minimum slope of 1% to ensure proper water flow. The pipe must be securely connected to the designated discharge point, with no obstructions along the route.

• Backfill and compact the trench after installation, ensuring the system’s long-term performance.

4. Foundation Works

• Construct independent concrete foundation blocks (plinths) for each railing post, as per drawings, with the following minimum specifications:

o Width: 0.30 m o Length: 0.60 m o Depth: 1.00 m o Minimum distance from the wall: 20 cm

• Use concrete with a minimum strength of Rck 300.

• Install M16 anchors (minimum 800 mm depth) with “umbrella-like” or U-shaped ends as specified.

• On each plinth, install a stainless steel eyebolt certified in accordance with UNI standard EN795 Classe A1

• Upon completion of concrete works, backfill and compact the excavated areas to ensure stability.

5. Iron Railing Fabrication and Installation

• Fabricate the iron railing in the workshop according to approved technical drawings and the following requirements:

o The railing must prevent passage of a 10 cm diameter sphere to ensure safety, especially for children.

o Minimum height: 100 cm from finished floor level.

o The railing must comply with Italian Ministerial Decree DM 236/1989 and withstand a linear load of 100 kg/m.

o Posts: 60x60x8 mm S275 box section, welded to 20x20x8 mm base plates.

o Post spacing: 2.85 m; total horizontal force per post: 2.85 kN; post height: 1.10 m.

o Vertical elements: 20x20 mm, spaced max 10 cm apart.

o Horizontal elements: 60x15 mm, with L-shaped ends and special holes for bolting to posts, allowing for temporary disassembly.

o All welds must be executed to the highest standards and as per drawings.

o All ironwork shall be hot-dip galvanized and powder coated, in grey anthracite color.

• Install the railing at a maximum distance of 25 cm from the wall, anchoring it to the foundation blocks with bolts to allow for future wall maintenance. Ensuring a clear passage of at least 81.5 cm (32 inches) between the railing and curbs for accessibility.

6. Installation of Railing with plain vertical elements

• The railing shall be installed to prevent falls from height towards the existing technical area, which is located at a lower elevation than the walking surface. The structure shall be anchored to the existing curbs. The railing shall be hot-dip galvanized and powder coated in anthracite grey color.

• All installation works must be carried out in accordance with the manufacturer’s instructions and relevant safety regulations

7. Paving Works

• Prepare a fully permeable gravel sub-base (4–8 mm) for the new paving, integrating the French drain system.

• Lay porphyry stone cubes in accordance with the design, ensuring proper alignment, level, and ADA-compliant accessibility between the fountain and the terrace.

• Seal joints with permeable mortar (Mapestone GR-ECO) to ensure durability and stability.

8. Compliance, Documentation, and Quality Assurance

• All materials and workmanship must comply with current Italian and international regulations and standards.

• The Contractor shall provide all necessary documentation, including certificates of conformity for materials, as-built drawings, and warranty certificates (e.g., for skylights).

• All works are subject to inspection and approval by the Contracting Officer’s Representative (COR) or designated site supervisor.

• The Contractor is responsible for verifying all quantities and dimensions and for any discrepancies or deficiencies.

9. Health, Safety, and Environmental Protection

• The Contractor shall develop and submit a project-specific safety plan for approval.

• Maximum attention must be paid to the safety of personnel and third parties, especially given the presence of technical installations in the area.

• Temporary safety measures must be installed and maintained, particularly during non-working hours.

• All activities must be carried out in compliance with applicable health and safety legislation.

• The Contractor is fully responsible for any damage caused by its own actions or those of its employees to persons or property.

10. Logistics and Site Management

• The Contractor shall supply all installation materials, equipment, skilled and unskilled labor, technical supervision, and all accessory services (transportation, leasing, equipment and tools, debris disposal, cleaning, etc.) necessary to complete the project in accordance with these specifications.

• All debris must be removed from the site daily; only a small internal area may be used for temporary storage of materials to be installed.

• The location for storage of new materials will be identified in coordination with the COR.

• All materials listed in the bill of quantities shall be supplied at the Contractor’s expense.

11. Final Deliverables

• Upon completion of the works, the Contractor shall provide professional cleaning of the premises.

• The Contractor shall deliver as-built documentation and all required certificates to the COR of the U.S. Embassy, including a detailed description of all work performed.

MATERIAL EQUIVALENTS

The Contractor shall verify and ensure that all the materials supplied are new and without defects and that their use and/or installation is carried out using the best techniques and fully respecting the instructions supplied by the manufacturers.

Special parts shall be manufactured solely by workshops that are highly qualified in that specific sector.

The makes indicated in this SOW (Scope of Work) are intended as a point of reference and therefore, the words or approved equivalent are implicit.

Different selections implemented by the Contractor shall be approved in advance by Client after submission of samples and technical cards.

SUBMITTALS

Statements: A demolition plan giving the procedures proposed for the accomplishment of salvage, demolition and removal work shall be submitted to the Contracting Officer’s Representative and approved before work is started. The procedures shall provide for careful removal and disposition of materials specified to be salvaged and coordination with other work in progress. The procedures shall include a detailed description of the methods and equipment to be used for each operation, the sequence of operations and in case of demolition of adherence built constructions or in case of

- 13 -partial demolitions they shall also include the calculation of provisional structures which are to bear possible walling and, if the size of the work requires it, also a geotechnical report about the adjoining buildings.

GENERAL REQUIREMENTS

The work includes the demolition and/or the removal of all construction indicated or specified. All materials resulting from demolition work, except as indicated or specified otherwise, shall become the property of the Contractor and shall be removed from the limits of Government property. Trash and debris shall be removed from the station daily, unless otherwise directed, and shall not be allowed to accumulate on the site. Such materials which, in the opinion of the Contracting Officer’s Technical Representative, cannot practically be removed daily shall be neatly stored on the site where directed by the Contracting Officer.

DUST AND DEBRIS CONTROL

Dust resulting from salvage, demolition and removal work shall be controlled to prevent the spread of dust and avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it may result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution.

PROTECTION

• Protection of Existing Work from Damage:

Protect existing work which is to remain in place, to be reused, or to remain on the property of the Government by temporary covers, shoring, bracing and supports. Repair such items which are damaged during performance of the work or replace with new. Do not overload structural elements. Provide new supports or reinforcement for existing construction which is weakened by demolition or removal work.

• Weather Protection

The interior of the building and all materials and equipment shall be protected from the weather at all times. Where removal of existing roofing is necessary to accomplish work, materials and workmen necessary to provide adequate and approved temporary covering of exposed areas shall be kept in readiness at all times. Temporary coverings shall be attended as necessary to insure their effectiveness and prevent displacement.

• Protection of the Trees and Shrubs

Protect trees and shrubs within the project site that might be damaged during demolition, and that are indicated to be left in place. Restore trees scarred or damaged by Contractor equipment or operations to a satisfactory condition or replace them as determined by the Contracting Officer’s Representative.

• Facilities Protect all electrical and mechanical services and utilities. Where removal of existing utilities and pavement is specified or indicated, provide approved barricades, temporary covering of exposed areas and temporary services or connections for electrical and mechanical utilities.

• Protection of Personnel Where pedestrians’ and drivers’ safety is endangered in the area of work removal, barricades for traffic shall be used and advance notice shall be given to the Contracting Officer prior to beginning any such work.

USE OF EXPLOSIVES

Use of explosives will not be permitted.

BURNING

Burning will not be permitted.

RELOCATIONS

Perform the removal and reinstallation of relocated items as indicated with workmen skilled in the trades involved. Repair items to be relocated which are damaged or replace damaged items with new undamaged items as approved by the Contracting Officer’s Representative.

DISPOSITION OF MATERIAL

• Title to Materials Title to all materials and equipment to be removed, except as specified otherwise, is vested in the Contractor upon receipt of notice to proceed. The Government will not be responsible for the condition, loss or damage to such property after notice to proceed.

• Material to be salvaged

Salvaged material shall be stored as directed by the Contracting Officer.

• Reuse of materials and equipment Carefully remove and store materials indicated to be reused or relocated to prevent damage and reinstall as the work progresses.

CLEAN-UP

• Debris and Rubbish Control Debris and rubbish shall be removed each day and transported in a manner that will prevent spillage on streets or adjacent areas. Clean up spillage from streets and adjacent areas.

• Regulations

National, Provincial, and local regulations regarding hauling and disposal shall be complied with.

MAINTENANCE PLAN

At completion of project, the contractor shall submit the preventive maintenance plan of all the equipment installed within the scope of the project, as follows.

List in detail the new equipment installed and submit the list to the COR.

The COR shall review the list and will give the contractor the standard inventory card for each type of equipment. Also, the COR will give the contractor the “Check list” detailing the standard OBO preventive maintenance activity for each type of equipment together with the required schedule, i.e. monthly, semiannual or annual schedule.

The contractor shall fill in the inventory cards for all equipment and shall submit to the COR the entire maintenance plan on paper.
