About this file

This is a Technical Specification document issued by the State of California for the procurement of refrigerated semi-trailer vans in three size categories: 28-foot, 32-foot, and 46-foot models. The trailers are intended for transporting perishable foods throughout California. The specification establishes minimum requirements for equipment construction, dimensions, performance capabilities, and compliance with federal and state regulations including Federal Motor Vehicle Safety Standards, California Motor Vehicle Code, and California Code of Regulations. All equipment must be new and in current production from manufacturers with a minimum of two years of experience building similar equipment, delivered as fully functional turn-key products ready for immediate operation. Vendors are required to provide license plates before or after delivery.

The technical requirements specify detailed dimensional standards, with interior lengths matching the model designations and minimum interior heights of 8 feet 5 inches across all models. Payload capacities range from 28,000 pounds for the 28-foot trailer to 55,000 pounds for the 32-foot and 46-foot models, with corresponding Gross Vehicle Weight Ratings of 40,000 pounds and 65,000 pounds respectively. All trailers must be equipped with Thermo King refrigeration units or equivalents capable of maintaining minus 20 degrees Fahrenheit in 100-degree ambient conditions, diesel-operated with minimum 50-gallon fuel tanks, and serviced by authorized centers within 75 miles of the designated facility. Additional mandatory features include aluminum or stainless steel construction with adequate insulation, lockable rear roll-up doors with safety release, side-access doors with minimum 80-inch by 36-inch openings, electro-hydraulic lift gates rated for minimum 6,500-pound capacity, air-ride suspension systems, self-adjusting air brakes with ABS indicators, LED lighting systems, and charging outlets for electric pallet jacks. All components must comply with California Air Resources Board emissions standards and current federal and state environmental requirements.

3.1.3 Construction:

The refrigerated semi-trailer van shall be manufacturer’s standard construction with aluminum duct floor with non-slip surface for traction. Side panels may be aluminum or stainless steel. The van shall be adequately insulated to minimize heat transfer through walls. Corner radius protectors, top front corners of trailer for extra protection from low hanging tree branches. Construction shall be of all new material free of rust and any defects. The finished product shall be free of dents and warpage. The trailer shall be equipped with the following:

3.1.3.1 Manufacturer’s standard landing gear.

3.1.3.2 A lockable rear roll-up door with safety release.

3.1.3.3 Lockable side-access door(s) located on the curb side of the trailer.

Side doors shall provide a minimum 80” x 36” opening. Doors shall swing outward equipped with door stops and door holding devices, retractable steps and grab handles:

• Location for 28-foot, and 32-foot semi-trailers: At approximately 8.5-ft back from the inside nose of the van.

• Location for 46-foot semi-trailer: At approximately 12-ft back from the inside nose of the van and one approximately 24-ft from the inside nose of the van. Side doors shall provide a minimum 80” x 36” opening.

3.1.3.4 22-inch (minimum) Scuff band/wear band: All around interior, recessed into wall, and located from the floor up.

3.1.3.5 E-track: Located along the interior side walls at approximately 30 inches and 50 inches above the floor.

3.1.3.6 All 32 feet trailers shall be equipped with insulated, removable, bulkheads to fit trailers interior width.

3.1.3.7 A minimum of five chain hanger hooks locked underneath the trailer, on the curb side, as close to the center of the trailer as possible.

Four sets of single snow chains to fit trailer’s tires.

3.1.3.8 Charging outlet inside trailer, at rear of trailer to charge electric pallet jack. Pallet jack uses standard three pin style 110 plug. Auxiliary AC power at 120 volts in a trailer so that AC devices can be powered while on the trailer. In this application, the AC power allows a device such as an electric pallet jack to be charged while the truck is driving between stops. It keeps the pallet jack at a high state of charge, so it stays functional during the hours of operation. This trailer-based system receives DC power from the tractor via the dual pole power cord. If mounted on a straight truck, it receives DC power from the tractor batteries. TAPS converts DC power to 120-volt AC power and is managed by a smart inverter that will not turn on until it sees a DC input of 13.2 volts. Once the inverter turns on, it will stay on until the voltage drops below 12.4 volts for 30 seconds, or until the voltage drops below 10.5 volts. Once the inverter turns off, it will not turn back on until the voltage again reaches at least 13.2 volts.

3.1.3.9 Reflective safety tape on both sides and rear of trailer.

3.1.4 Refrigeration System:

3.1.4.1 The trailer van shall be equipped with a Thermo King Refrigeration unit or equivalent. The refrigeration system shall be equipped with a cycle-sentry unit capable of keeping the interior van compartment at a constant minus 20 degrees Fahrenheit with an ambient temperature of 100 degrees Fahrenheit outside. The system shall be diesel operated with a minimum 50-gallon fuel storage tank. Outside temperature indicator light mounted on driver side of trailer.

3.1.4.2 The manufacturer’s authorized refrigeration system service center(s) shall be located within a radius distance of less than 75 miles from the designated CDE facility location.

3.1.4.3 Refrigeration engine shall meet the standards set by the State of California Air Resources Board (CARB), and all current federal and state emissions requirements.

The lift gate shall be electro/hydraulic and shall be the rail/column type with folding capability. The platform shall fold in half and fold up when not in use. Lift gate shall be rated as a minimum of 6,500-lbs. with minimum platform dimensions of 84-inches x 80-inches. The platform shall be equipped with 16-inch-wide minimum ramp. Lift gate shall allow platform to be lowered out of the way for dock loading applications. Trailers will need a single prong and double prong charging plug mounted at the front of the trailer to charge lift gate batteries.

3.1.6 Paint:

The trailers shall be painted the manufacturer’s standard white color. All surfaces to be painted shall be prepared in accordance with the paint manufacturer's recommendations to provide maximum paint adhesion. The finish coat shall be free from runs, drips, sags, etc., and shall be evenly applied to provide a gloss finish.

3.1.7 Axles:

3.1.7.1 All trailers will be equipped with a mechanical, self-contained, and tamper-resistant hub odometer designed to accurately record total distance traveled by a wheel end assembly. It must function independently of the vehicle’s electrical system.
