PURCHASE DESCRIPTION

HYDRATION, COOLING SYSTEM, LOAD CARRIAGE KIT

This document is approved for use by all Departments and Agencies of the Department of Defense (DoD).

1. SCOPE

1.1 Scope. This purchase description describes load carriage components that are used to securely attach a hydration and cooling system to two different respirators used with the Tactical Advanced Threat Protective Ensemble (TATPE).

1.2 Classification. The items covered under this document will be of the following two (2) types:

2. APPLICABLE DOCUMENTS

2.1 General. The documents listed in this section are specified in sections 3 and 4 of this specification. This section does not include documents cited in other sections of this specification or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements of documents cited in sections 3 and 4 of this specification, whether or not they are listed.

GL-PD-15-03 – Multi-Purpose Personal Hydration System

2.4 Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS

3.1 First article. When specified (see 6.2), a sample shall be subjected to first article inspection in accordance with 4.2.

3.2 Recycled, recovered, environmentally preferable, or biobased materials. Recycled, recovered, environmentally preferable, or biobased materials should be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs.

3.3 Design.

3.3.1 Type I Respirator Kit. The kit shall be black in color or as specified in contract or procurement document (see 6.2). The kit shall include a Cooling Carrier (Type I), and a Hydration Carrier (Type I). The Type I Cooling Carrier shall be capable of securing the Personal Cooling System and BB2590 battery to the respirator, and it shall be constructed in accordance with drawing 2-6-1347. The Type I Hydration Carrier shall securely contain and fasten a filled Multipurpose Hydration System (MPHS) GL-PD-15-03 to the respirator and it shall be constructed in accordance with drawing 2-6-1350. Minor modifications to design and construction are permitted by contractors to accommodate manufacturing procedures; however, the design and finished dimensions shall be met.

3.3.2 Type II Respirator Kit. The kit shall be black in color or as specified in contract or procurement documents (see 6.2). The kit shall include a Battery Carrier (Type II), a Cooling Carrier (Type II), a Hydration Carrier (Type II). The Battery Carrier shall be constructed in accordance with drawing 2-6-1360 and shall be capable of securing a BB2590 battery to the respirator. The Cooling Carrier shall be constructed in accordance with the drawing 2-6-1354 and shall be capable of securing the Personal Cooling System to the respirator. The Hydration Carrier shall be constructed in accordance with drawing 2-6-1358 and shall securely contain and fasten a filled Multipurpose Hydration System (MPHS) GL-PD-15-03 to the respirator. Minor modifications to design and construction are permitted by contractors to accommodate manufacturing procedures; however, the design and finished dimensions shall be met.

3.3.3 Universal Retainer Kit. The Cable Retainer, Hydration Hose Strap, and Switch Holder components are required for use with both the Type I and Type II respirator kits. The Cable Retainer shall be constructed in accordance with drawing 2-6-1364. The Hydration Hose Strap shall be constructed in accordance with drawing 2-6-1365. The Switch Holder shall be constructed in accordance with drawing 2-6-1366. Minor modifications to design and construction are permitted by contractors to accommodate manufacturing procedures; however, the design and finished dimensions shall be met.

3.4 Materials.

3.4.1 Type I Kit materials.

3.4.1.1 Carrier, Cooling, Type I materials. The materials used to construct the Cooling Carrier shall be as specified on drawing 2-6-1348.

3.4.1.2 Carrier, Hydration, Type I materials. The materials used to construct the Hydration Carrier shall be as specified on drawing 2-6-1353.

3.4.2 Type II Kit materials.

3.4.2.1 Carrier, Battery, Type II materials. The materials used to construct the Battery Carrier shall be as specified on 2-6-1360.

3.4.2.2 Carrier, Cooling, Type II materials. The materials used to construct the Cooling Carrier shall be as specified on drawing 2-6-1356.

3.4.2.3 Carrier, Hydration, Type II materials. The materials used to construct the Hydration Carrier shall be as specified on drawing 2-6-1359.

3.4.3 Universal Retainer Kit materials.

3.4.3.1 Cable Retainer materials. The materials used to construct the Cable Retainer shall be as specified on drawing 2-6-1364.

3.4.3.2 Hydration Hose Strap materials. The materials used to construct the Hydration Hose Strap, shall be as specified on drawing 2-6-1365.

3.4.3.3 Switch Holder materials. The materials used to construct the Switch Holder shall be as specified on drawing 2-6-1366.

3.5 Labels. Each item shall have an identification label as indicated on the drawings and locations as specified in the Table I. The sewn labels shall be of sufficient strength to withstand repeated field use and washing. All items, except for the Cable Retainer, Hydration Hose Strap, and Switch Holder shall have an identification label conforming to Type VI, Class 5 of MIL-DTL-30275 attached at the location specified. The color of the sewn labels shall be camouflage green with dimensions no greater than 1 inch in length and 2.5 inches in width. The color of the adhesive label shall be white with dimensions no greater than 2.5 inch in length and width. All text shall be all black capital letters in Times New Roman with approximately 1/8 inch for letters. The printing shall be legible and shall not show off-setting, smearing or bleeding. Adhesive label shall be applied onto a bag containing Cable Retainers, Hydration Hose Straps, and Switch Holder. The labels shall contain the following information:

3.5.1 Bar code hang tag. Each item of the kit shall have a barcode label/hangtag conforming to Type VIII, Class 17 of MIL-DTL-32075. The bar coding element shall be a 13-digit National Stock Number (NSN). There shall be a 12-digit Universal Product Code (UPC) number assigned for all NSNs by the contracting activity. The initials “UPC” must appear beneath the code. The barcode for NSN and UPC type shall be a medium to high density and shall be located so that it is completely visible on the item when it is folded and/or packaged as specified causing no damage to the items.

3.6 Construction (patterns, stitches, seams and stitching).

3.6.1 Patterns. The items shall be constructed in accordance with the drawings.

3.6.2 Stitches, seams and stitching. All stitching shall be Type 301, 7 - 11 stitches per inch all double needle stitching shall be 3/16” gauge at 7 – 11 stitches per inch and all bartacks shall contain 42 to 48 stitches conforming to ASTM D6193. Unless otherwise specified on the drawings, all the stitching shall be 1/8-inch from the edge or spaced 1/8-apart and bartacks shall be 1-inch by 1/8-inch. The double needle stitching row spacing shall be 3/16-inches. Unless otherwise specified, all stitching shall be backstitched not less than 1/2- inch unless turning under by a hem or held by other stitching. The labels shall be sewn 7 - 9 stitches per inch in the form of a box on the perimeter of the label 1/16 to 1/8-inch from edge, with black thread in accordance with Type I, II, or III, Class A, Size E of A-A-59826.

Stitching tolerances shall be as follows:

1/8-inch or more but less than 1 inch ±1/16-inch

1 inch or more but less than 10 inches ±1/8-inch

10 inches or more but less than 30 inches ±1/4-inch

30 inches or more but less than 60 inches ±3/8-inch

3.7 Workmanship. The finished items shall be uniform in quality and shall conform to the quality of product established by this document. The items shall be free from all defects which would affect its serviceability, appearance and uniformity. The occurrence of defects, as specified in Table III, shall not exceed the criteria specified in the contract or purchase order.

3.8 Finished Dimensions. The finished items shall be uniform in quality and dimensions shall conform to the dimensions on the drawings and Table of Dimensions (see Table II) established by this document. The items shall follow within tolerance of the item which would affect its serviceability.

1/ Measure with measuring tape along the top binding of the pouch, starting at the inner double needle row stitch on the binding tape of the left wall of the pouch to end at stitch line for the top pouch opening.

2/ Measure with measuring tape along the bottom binding of the pouch, starting at the inner double needle row stitch on the binding tape of the left wall of the pouch to end at stitch line for the bottom pouch opening.

4. VERIFICATION

4.1 Classification of inspections. The inspection requirements specified herein are classified as follows:

a. First article inspection (see 4.3.1).

b. Conformance inspection (see 4.3.2).

4.2 Inspection conditions. Unless otherwise specified in this specification or applicable procurement documents (see 6.2), all inspections shall be performed in accordance with this specification and all the requirements of referenced documents.

4.3 Types of inspections.

4.3.1 First article inspection. A first article, submitted in accordance with 3.1.1 shall be examined for design, finished measurements specified in Table II and inspected for the defects specified in Table III.

4.3.2 Conformance inspection (CI). Conformance inspection shall include the examination of design, finished measurements in Table II and inspection for the defects in Table III. Sampling for inspection shall be performed in accordance with ASQ/ANSI Z1.4 and with acceptance quality limits (AQLs) as specified in the contract and/or order, except where otherwise indicated (see 6.2).

4.4 Visual examination. The items shall be visually examined for the defects listed in Table III. The lot shall be expressed in units of finished components. All defects shall be scored in accordance with Table III which are clearly visible when examined at a distance of three (3)-feet, affect serviceability, and appearance of the finished components. Material defects are defined in ASTM D3990. If needed, closer inspection will be performed to verify compliance to specification requirements.

5. PACKAGING

5.1 Packaging. For acquisition purposes, the packaging requirements shall be as specified in the contract or order (see 6.2). When actual packaging of material is to be performed by DoD or in-house contractor personnel, these personnel need to contact the responsible packaging activity to ascertain requisite packaging requirements. Packaging requirements are maintained by the Inventory Control Point’s packaging activities within the Military Department or Defense Agency, or within the military service’s system commands. Packaging data retrieval is available from the managing Military Department’s or Defense Agency’s automated packaging files, CD- ROM products, or by contacting the responsible packaging activity.

6. NOTES

(This section contains information of a general or explanatory nature that may be helpful, but is not mandatory.)

6.1 Intended use. Component kits are intended to be used to securely attach a hydration and cooling system to two (2) different respirators (Type I and Type II) used with the Tactical Advanced Threat Protective Ensemble (TATPE). Type I Respirator is the Avon Protection ST54 CS-PAPR respirator. Type II Respirator is the Special Projects Operations SHIELD 6500 respirator. The Universal Retainer Kit is used with both respirator types.

6.2 Acquisition documents. Acquisition documents should specify the following:

a. Title, number, and date of this specification.

b. Type and class required (see 1.2)

c. The specific issue of individual documents referenced (see 2.2)

d. When first article is required (see 3.1)

e. Color required (see 3.3.1 and 3.3.2)

f. Conformance inspection acceptance quality limits (AQLs) (see 4.3)

g. Inspection conditions (see 4.3.2)

h. Packaging (see 5.1)

6.4 Standard sample. For access to samples and drawings, address the contracting activity issuing the invitation for bids or request for proposal.
