OVERGARMENT, TACTICAL ADVANCED THREAT PROTECTIVE ENSEMBLE (TATPE)
This document is approved for use by all Departments and Agencies of the Department of Defense (DoD).
1. SCOPE
1.1 Scope. This specification covers the detail requirements for the Tactical Advanced Threat Protective Ensemble (TATPE) chemical protective overgarment for military personnel. The requirements in this document specify the materials, garment patterns, and construction of the TATPE garment.
1.2 Classification. This specification covers the following sizes:

2.4 Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Unless a specific exemption has been obtained, nothing in this document supersedes applicable laws and regulations.
3. REQUIREMENTS
3.1 First article. The contractor will provide quantity one TATPE of all sizes except Small Short, Small Long, and Extra Extra Large Regular (total of 12) for first article testing and in accordance with 4.2.
3.2 Recycled, recovered, environmentally preferable, or biobased materials. Recycled, recovered, environmentally preferable, or biobased materials should be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs.
3.3 Design. The TATPE design consists of a coverall with attached hood, protective gloves and attached socks. The one (1) piece coverall shall be fabricated primarily with stretch laminate, static laminate, and non-protective static base fabrics. Type I shall use the sock pattern that has a T-shaped toe seam (see Figure 1). Type II shall use the sock pattern that has a Y-shaped toe seam (see Figure 2). For this effort, the Type II sock design shall be used. Stretch laminates shall be used in the hood, front torso, back torso, inner sleeves, crotch, and sock. The static laminate material shall be used in the outer sleeves, legs, at perimeter of mask seal, hood back panel, all pockets and flaps, knee, wrist and ankle tabs, zipper flaps and belt loops. Non-protective static material shall be used as the secondary layer in the zipper flaps, pocket flaps, wrist and ankle tabs. Abrasion resistant material shall be used on the elbows. The garment has tabs at the wrist, knee and ankle, as well as belt loops that accommodate typical military utility belts, to aid in the conformal design of the garment. The design also features protective closures at the rear shoulder area (don/doff), front waist (vertical waste relief) and front thighs (vertical passive heat exchange vent). Pockets are located on both upper sleeves, and on both outside thighs. The outer gloves are not attached and shall be stowed in the right cargo pocket. Pass-throughs are located in the hood at the rear neck (for the exhalation exhaust valve), and the right hip (for the microclimate cooling liquid pass-through). The pass-throughs are fabricated with Low Density Polyethylene (LDPE) reinforcement gasket to provide a smooth surface onto which the exhaust valve and cooling liquid pass-through are fastened and sealed. External pouches on each knee contain removable elastomer foam knee pad inserts and an external semi-rigid abrasion protective knee pad that is sewn to the exterior pouch.

3.3.1 Figure. Figure 1 and Figure 2 are furnished for informational purposes only. To the extent of any inconsistencies between the written document and the figure, the written document shall govern.
3.4 Materials.
3.4.1 TATPE garment material and seam chemical protection. The TATPE garment material and seams shall meet the challenge concentration and duration of chemical warfare agents (CWA) and Toxic Industrial Chemicals (TIC) listed in Table I. The quantity of permeation shall be in accordance with Table I, when tested as specified in 4.6.1.

3.4.2 Leak Integrity.
3.4.2.1 Gas-Tight Integrity. The TATPE ensemble shall undergo a test to verify gas tight integrity in accordance with ASTM F1052-20. All suits produced by the contractor must be tested and pass this test. Ensemble may be repaired but shall follow Table X defect requirements.
3.4.2.2 Pass-Through Gasket Leak Integrity. LDPE gaskets shall be firmly embedded into the fabric substrate to prevent leakage into the garment. Qty. 5 samples of protective static material with LDPE installed in accordance with 3.10.4.1 shall be supplied. Fabric sample size shall be 11" x 11" square (minimum) with the Pass-Through hole centered on the sample. No water leakage shall occur on the inside of the fabric when tested in accordance with 4.6.12.
3.4.3 Protective static material. The TATPE protective static material shall be W.L. Gore WGBZ105600E 3-layer barrier material or equal. The face side of the fabric shall be Freedom Sage Green. The wrong side of the fabric shall be Natural. There is currently only one (1) known source for the TATPE protective static material. The TATPE protective static material shall meet the requirements specified in Table II.
3.4.4 Protective stretch material. The TATPE protective stretch material shall be W.L. Gore EDKH402602EZ three (3)-layer barrier material or equal. The face side of the fabric shall be Heather. The wrong side of the fabric shall be Natural. There is currently only one (1) known source for the TATPE protective stretch material. The TATPE protective stretch material shall meet the requirements specified in Table II.

3.4.5 Non-protective static material. The TATPE non-protective static material shall be W.L. Gore WGBZ105H, 4.5 ounces, NOMEX IIIA 453 or equal. The color of the fabric shall be Freedom Sage Green.
3.4.6 Abrasion resistant material. The TATPE abrasion resistant material shall be HDM SuperDot, Flame Resistant (FR), 80/40-300 or equal. The color of the fabric shall be Black or Alpha Green.
3.4.7 Low density polyethylene (LDPE). The TATPE LDPE material used to reinforce the exhaust valve and cooling liquid pass-through areas on the TATPE suit shall be comprised of 6 mil sheet material, transparent color, conforming to ASTM D4397.
3.4.8 Exhaust valve and cooling system liquid pass-through. The exhaust valve and external fitting (cooling system liquid pass-through) components shall meet the mounting strength requirements specified in Table III when tested as specified in Table XI.

3.5 TATPE seams. All versions of TATPE seams shall meet the physical requirements specified in Table IV when tested as specified in Table XI.

3.6 Color. The color and visual appearance of overgarment protective stretch material shall be Heather. The overgarment protective static material shall be Freedom Sage Green. The non-protective static material shall be Freedom Sage Green. The abrasion resistant material shall be Alpha Green or Black.
3.6.1 Visual shade matching. The color and appearance of the overgarment materials shall match the swatches of material submitted for first article testing, and those material swatches shall represent the standard for the respective color. A 36 x 36-inch sample of each new lot of overgarment material shall be submitted with the material acceptance test samples for color confirmation.
3.7 W. L. Gore & Associates, Inc. certification. The contractor and/or its subcontractor, as the manufacturer of the TATPE, must be a certified W. L. Gore & Associates manufacturer and must maintain current certification of such throughout the life of the respective contract.
3.8 NFPA certification. The manufacturer shall provide test data and documentation for each new lot of material (overgarment body material only) to certify that the material meets requirements for Class 3 materials in accordance with NFPA 1994.
3.9 Components. TATPE components shall be in accordance with Table V.

3.9.1 Labels. Each TATPE overgarment shall have a label permanently attached to the interior of the garment’s front left shoulder so that it is readily visible when viewed through the entry zipper. The color of the labels shall be white with a 10 minimum type size and meet the requirements of Type VI, MIL-DTL-32075. The label shall contain the following information:

3.10 Construction (patterns, stitches, seams and stitching).
3.10.1 Patterns. The Government shall furnish a complete set of patterns or a master pattern with size, grade rules, placement marks, and notches to maintain uniformity and consistency in manufacturing. The Government patterns shall be used to create the contractor’s working patterns. Minor pattern modifications are permitted to accommodate manufacturing procedures; however, the design requirements and finished measurements must be maintained. Pattern guidelines shall not be modified. Adhesive patterns are prohibited. Any pattern changes that impact the appearance, serviceability, or dimensional requirements prior to incorporation into production shall be submitted for the Government for approval. Pattern parts shall be as listed in Table VI.

3.10.2 Cutting and marking. All parts for the garment shall be cut from one (1) lot of protective stretch material and one (1) lot of protective static material. The following marking methods shall be prohibited:
a. Metal fastening devices
b. Sew-on type markings
c. Adhesive type tickets which discolor the fabric or leave traces of paper or adhesive upon removal of tickets
Drill holes may be used to mark the lay only in areas where the drill marks will be buried within a seam and covered by seam tape.
3.10.3 Stitches, seams and stitching. Stitches, seams and stitching shall be in accordance with ASTM D6193. Each row of stitching shall be straight and parallel to the seam edge. The straightness of the stitching in any row shall be maintained within a tolerance of 1/16-inch. The ends of the stitching shall be backstitched by overlapping on itself by a minimum of 1/2-inch. Thread breaks, skips, and run-offs shall be overstitched not less than 1 inch.

3.10.4.1 Installation of LDPE onto fabric
a. Clicker cut 2 1/4-inch LDPE disks.
b. Mark the fabric for the location of the LDPE ring in accordance with Pattern
TATPE_SUIT-18-RIGHT-FRONT-PANT.
c. Punch pommel pin hole in the TATPE protective fabric Pattern piece and in the center of the LDPE disks.
d. Set the temperature and pressure of the heat press to 400°F and 60 psi.
e. Place release paper onto riser and pommel pin.
f. Place fabric onto riser so that the LDPE disk is applied to the inner fabric surface first. LDPE will be applied to the outer fabric surface after the LDPE disk is installed on the inner surface.
g. Apply 12 mil thick LDPE disk onto the fabric surface.
h. Place release paper onto LDPE disk.
i. Place the 2 1/2-inch aluminum pressure disk onto the release paper, centered on the LDPE ring via the pommel pin.
j. Press for 5 minutes and 30 seconds at 400°F.
k. Press with cool aluminum block to cool the fabric assembly.
l. Remove the laminated assembly from the heat press.
m. Install 12 mil thick LDPE disk onto the fabric outer surface by repeating steps e through l.
n. Move the laminated fabric assembly to the cutting area.
o. Mark the LPT hole in the center of the LDPE ring of the laminated fabric assembly.
Mark the LPT hole pattern in accordance with Pattern TATPE - SUIT-20-MICRO-
CLIMATE-COOLING-PATCH.
p. Place the cutting mat under the laminated assembly. Carefully align the 3/4-inch punch with the center hole marking. Using the mallet, strike the 3/4-inch punch to create a 3/4-inch center hole. Several moderate blows are preferable to heavy strikes to preserve the cutting quality of the punch tool. Remove and discard the fabric slug from the punch head.
q. Carefully align the No. 2 (1/8-inch) Belt Punch with one of the smaller marked holes. Using the Mallet, strike the 1/8-inch Punch to create a 1/8-inch hole. Repeat for the remaining five holes. Remove and discard the fabric slugs from the punch head.
r. Move the punched laminated fabric assembly to the heat press area.
s. Set the temperature and pressure of the heat press to 400°F and 60 psi.
t. Place release paper, followed by the fabric, onto riser and pommel.
u. Place release paper onto laminated fabric assembly.
v. Place the 2 1/2-inch aluminum pressure disk onto the release paper, centered on the LDPE ring via the pommel pin.
w. Press for 20 seconds at 400°F.
x. Press with cool aluminum block.
y. Remove assembly from press.
z. Turn the fabric assembly over and press the fabric assembly again by repeating steps t. thru y.
3.10.4.2 Liquid pass-through installation
a. Locate the LPT Inner Half and identify the four (4) threaded studs and two (2) alignment pins.
b. From inside the suit, align the LPT Inner Half threaded studs and alignment pins with the holes in the LPT Patch. Ensure that the four (4) threaded studs and the two (2) alignment pins fully protrude through the small holes. Use fingertips to lightly press the external LDPE ring flat and ensure that it is seated against the base of the threaded studs and alignment pins. The LPT internal tubing should be routed in an upward direction. The LPT external tubing should be routed in an upward and rearward direction.
c. Align the protruding threaded studs and alignment pins with the holes in the LPT Outer Half. The LPT external tubing should be routed in an upward and rearward direction.
d. Locate the four (4) Barrel Nut Fasteners. Place one Fastener onto each threaded stud. Using the Torque Driver and 7/64-inch hex bit, tighten each Fastener to 12 in-lbs, using a cross-pattern.
e. When microclimate cooling is not used, the LPT may be stowed using the elastic keeper located above the leg pocket on the protective garment.
f. Alternatively, the LPT may be removed from the protective garment and replaced with the LPT-Plug. Replacing the LPT is accomplished by removing the Barrel Nut Fasteners, separating the Outer and Inner LPT Halves from each other and the protective garment, and installing the Outer and Inner LPT-Plug Halves onto the protective garment by generally following steps a through d above. Note that the LPT-Plug does not have alignment pins.
3.10.5 Exhaust Valve installation

d. Set the temperature and pressure of the heat press to 400°F and 60 psi.
e. Place release paper onto riser and pommel pin.
f. Place fabric onto riser so that the LDPE disk is applied to the inner fabric surface first. LDPE will be applied to the outer fabric surface after the LDPE disk is installed on the inner surface.

Several moderate blows are preferable to heavy strikes to preserve the cutting quality of the Punch tool. Remove and discard the LDPE/fabric slug from the Punch head.
r. Move the punched laminated fabric assembly to the heat press area.
s. Set the temperature and pressure of the heat press to 400°F and 60 psi.
t. Place release paper, followed by the fabric, onto riser and pommel.
u. Place release paper onto laminated fabric assembly.
v. Place the 2 1/2-inch aluminum pressure disk onto the release paper, centered on the LDPE ring via the pommel pin.
w. Press for 20 seconds at 400°F.
x. Press with cool aluminum block.
y. Remove assembly from press.
z. Turn the fabric assembly over and press the fabric assembly again by repeating steps t. thru y.
3.10.5.2 Exhaust valve installation.
a. Install the seal that is included with the exhaust valve into the 1 1/4-inch hole in the LDPE/fabric assembly. Note: The seal must be installed so that the rubber seal straddles the hole in the fabric resulting in the gasket resting on both the inside and outside surface of the LDPE/fabric assembly.
b. Locate the exhaust valve body, retaining collar nuts, and washer ring. Install the exhaust valve body through the exhaust valve gasket from the outside, ensuring that the valve body lug is oriented at the 12 o’clock position relative to the as worn position and the valve cover outlet points directly down to the ground as worn. Place the washer ring onto the threaded shaft then fasten the retaining collar nut onto the thread hand tight.
c. Ensure that the Exhaust Valve Body is correctly oriented so that the valve body lug is properly oriented. Using the torque driver and 3-Prong tool, torque the retaining collar nut to 4 N-m.
d. Install the second retaining collar nut hand tight. Using the torque driver and 3-Prong tool, torque the second retaining collar nut to 4 N-m.

3.11.2 How to measure.
1. Hood. Along the center back seam to the top of the facial ring (measure along the seam with ripples- want to account for stretch in seam/sealing).

3.12 Toxicity. The finished TATPE materials shall not present a health hazard and shall show compatibility with prolonged, direct skin contact when tested as specified in 4.6.4. Chemicals recognized by the Environmental Protection Agency (EPA) as human carcinogens shall not be used.
3.13 Workmanship. The finished TATPE ensemble shall be uniform in quality and shall conform to the quality of product established by this specification. The occurrence of defects, as specified in 4.4 shall not exceed the criteria specified in the contract or purchase order.
4. VERIFICATION
4.1 Classification of inspections. The inspection requirements specified herein are classified as follows:
a. First article inspection (see 4.2)
b. Conformance inspection (see 4.3)
4.2 First article inspection. The first article, submitted in accordance with 3.1, shall be inspected for compliance with design, configuration, workmanship, and finished dimensions listed in 3.9. The presence of excessive defects, as defined by contract, or failure to pass any test shall be cause for rejection of the first article. The contractor will provide quantity one (1) TATPE of each size except Small Short, Small Long, and Extra Extra Large Regular for a total of 12 garments (see 1.2.2).
4.2.1 Protective Material Requirements Verification. For the relevant properties of the Stretch material (Material Stretch, Recovery, Growth, Flame Resistance), performance data will be provided by the material vendor. Material vendor will also provide performance data for the Flame Resistance properties of the Static material.
4.3 Conformance inspection. Lot Acceptance Testing (LAT) shall be conducted on lots of completed overgarments submitted for acceptance. Sampling for production lot testing is indicated below. Each lot of overgarments shall contain items manufactured from the same lot of material as indicated by the Production Lot Surveillance Marking No. Sampled items shall be examined for defects as listed in Table X and subjected to the tests as specified in the LAT column of Table XI. Failure of any LAT test shall fail the entire lot. Manufacturer must perform a root cause and corrective action investigation and submit documentation of that investigation prior to submitting new samples for re-testing. Failure of any LAT retest shall reject the lot and no further submission will be accepted for that production lot. Conformance inspection shall include the examination of 4.4 and the tests of 4.5 through 4.6 as applicable. Sampling for LAT inspection shall be performed in accordance with the following table, ASQ/ANSI Z1.4, and with acceptance quality limits as specified in the contract or purchase order, except where otherwise indicated in 6.2.

4.3.1 Inspection conditions. Unless otherwise specified in this specification or applicable procurements documents (see 6.2), all inspections shall be performed in accordance with this specification and all the requirements of referenced documents.
4.4 Visual examination. The finished TATPE overgarments shall be examined for the defects listed in Table X.
4.4.1 Individual critical defect examination. The manufacturer shall conduct 100% inspection of the overgarments for critical defects in accordance with Table X. Presence of any critical defect or more than 2 major defects shall be cause for rejection of the lot.
Defect classifications are defined as follows:
Critical: Will cause lethal exposure; significant degradation to personnel or mission; significant manufacturing defect as defined by the quality standards and will cause rejection of garment or lot.
Major: Potential for lethal exposure; degradation to personnel or mission; manufacturing defect as defined by the quality standards and may cause rejection of garment or lot.
Minor: Low probability of exposure; may impact personnel or mission; defect that exhibits manufacturing flaw as defined by quality standards, but will not result in rejection.
