The contract covers a base year plus four option years, with the program office being NAL's Indexing & Informatics Branch (DPD).

The contractor shall provide three primary categories of services: (1) ongoing technical support including migration from the Sandbox environment to NAL-managed cloud servers, maintenance of existing configurations, troubleshooting, evaluation of open-source updates, user access administration, and guidance on vocabulary management best practices, with a requirement to respond to support requests within two business days; (2) refresher or targeted training sessions as needed on new features, workflows, administrative options, and onboarding for new staff or community editors, deliverable within six months of request and annually as requested, with all training delivered virtually; and (3) optional development services of up to five days per year to improve curation workflows, support USDA indexing automation, enhance input/output options (SKOS, ttl, nt, XML, JSON-LD), and develop visualizations or quality-control pipelines, available only when specifically requested by the Government. The base technical support allocation is 40 hours per year. NAL will provide indirect access to the operational VocBench instance, ontology files, documentation, and necessary USDA systems. All deliverables must meet accepted industry standards for ontology management and Semantic Web technologies, and work products are acceptable when they meet functional requirements, are delivered within agreed timelines, and operate effectively within the NAL workflow and technical environment.
