About this file
This is a Questions and Answers document addressing clarifications for RFQ 1232SA26Q1461, VocBench Support and NALTerms Integration, issued by the Department of Agriculture Agricultural Research Service. The Q&A addresses three primary areas of contractor confusion and provides government clarifications on contract structure and technical specifications.
Regarding pricing structure, the government clarified that Training is a separate optional CLIN that was omitted from the original RFQ and is being added through amendment. An optional CLIN for Professional Services/Development covering up to five days of work has been removed from the requirements. For technical specifications, the government confirmed the sandbox environment currently runs VocBench 3 version 15 with GraphDB-10.6.2, and the migration target is a VM cloud managed environment. The government also clarified that contractor access to the operational VocBench instance will be provided through shared working sessions alongside NAL staff rather than independent contractor accounts. These clarifications were issued as part of an amendment that revised the Statement of Work, modified CLINs, answered questions, and extended the quotation due date.

First the RFQ needs to add optional CLINS for the training
1. Section 4 lists "Technical Support (40 hours per year)." Is CLIN x001 one fixed price covering those 40 hours, the as-needed training in Section 2.2, and the continuing migration support in Section 2.1? Or is training priced separately?
· The SOW has been revised. The expectation is that the contractor will determine the amount of work needed to complete the task Migration from the sandbox to the NAL-managed cloud servers.
· The Training is a separate optional CLIN, that was left off the RFQ and is being added by this amendment.
2. For CLIN x002, "up to five (5) days" of optional development: is a day eight hours? And should the fixed price cover all five days, invoiced only when the Government orders the work?
· This has been removed
3. To size the migration support in Section 2.1: which VocBench 3 release and triplestore (RDF4J or GraphDB) does the Sandbox run today? What's the target NAL-managed cloud environment, and what remains to finish the migration?
· No portion of the migration has been stated yet. The SOW was updated to clarify that this is the next step in the project, and the creation of the NALT in the sandbox was completed under the prior contracts.
· The sandbox is not owned or controlled by the USDA. We believe the latest VocBench 3 version 15, using GraphDB-10.6.2 is being used. The managed cloud is VM cloud
4. Section 5 says NAL "will provide indirect access to the operational VocBench instance." Does that mean working alongside NAL staff in shared sessions, or a contractor account on the instance?
· The contractor will work alongside NAL staff in a shared session
