1.8 Contractor Man-Hour Reporting: The vendor shall report all labor hours attributable to the system integration CLIN of the contract.
Section 2330a of title 10, United States Code (10 USC 2330a), requires the Secretary of Defense to submit to Congress an annual inventory of contracts for services performed during the prior fiscal year for or on behalf of the Department of Defense
(DoD). The contractor manpower reporting requirement allows DoD to obtain information from contractors and DoD activities requiring contracted services from supporting contracting offices. Contractors are required to report manpower data related to the performance of services consistent with existing service contract reporting requirements under the Federal Acquisition Regulation (FAR). It is anticipated this data will be entered into the System for Award Management
(www.sam.gov) to allow industry to report all manpower data into a single Federal-wide portal, removing duplicative requirements; however, contractors should continue reporting using ECMRA in the interim, as the manpower community still uses it.
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Edge
Availability System Integration via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:
http://www.ecmra.mil/
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September
30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mill.
