1.0 DESCRIPTION OF WORK

The contractor shall provide all personnel, equipment, supplies, tools, materials, and non-personal services necessary to install security camera system as defined in this Statement of

Work (SOW). This stand-alone security camera system shall not touch the Air Force network.

There shall be no classified, or sensitive data used with the stand-alone security camera system.

The new security camera system will replace the current system in all buildings and will use the existing approved wiring that is already in place from the previous system. There shall be no unmarked cables at any places in the system. Marking codes used on cables shall correspond to the codes shown on system drawings. In addition, upon completion, vendor shall provide training and instructions of proper use of system, backup, and camera usage.

Project Locations:

The work shall be located at JBSA Lackland Bldg. 10800, 10802, 10806, and 10504 as defined in this SOW.

2.0 DESCRIPTION OF WORK:

2.1 The work required includes the design, delivery and full installation of the security monitoring system. The contractor shall provide, install and configure all necessary equipment for a security monitoring system.

2.2 All cameras shall be of sufficient quality to be able to see in low/no light. The outside cameras shall be protected in an all-weather, wind, rain, and hail protective shell.

2.3 The four 55-inch LED monitors and two workstations shall be located in BLDG 10800 Rm

189 mounted on the north wall. The four monitors shall be installed in the existing location of the existing monitors. The monitors shall be 51” above the floor.

2.4 The system shall include two Network Video Recorders in BLDG 10802, and placed in the existing network racks on the east wall of the office. The room is located on the right as you walk in the entrance to the building. The NVR’s shall have the capability of recording

24/7/365 days a year, and shall store video feeds for no less than 30 days with a capability to store to an external hard drive or DVD/CD.

2.5 The system shall include two Network Video Recorders in BLDG 10806, and placed in the existing network racks on the east wall of the office. The room is located on the right as you walk in the entrance to the building. The NVR’s shall have the capability of recording

2.6 The contractor shall use the existing network rack on the floor to maintain the two desktop computers located in BLDG 10800 Rm, 189. The contractor shall use the one existing network rack, network switch, and uninterruptible power (UPS) supply located on the on the east wall in BLDG 10800.

2.7 The contractor shall use the existing connection lines for the camera inputs in BLDG 10802 and 10806. The contractor shall ensure the connections for the cameras convert from Bayonet

Neill–Concelman (BNC) to Power over Ethernet (PoE) to the network switches.

2.8 The contractor shall use the network rack and existing connection between BLDG 10800 to

10802 and 10806.

2.9 Building 10504 will have a stand-alone security monitoring system. There shall be no classified, or sensitive data used with the stand-alone security monitoring system. The work shall be located at JBSA Lackland Bldg. 10504 as defined in this SOW.

2.10 The system shall include a NVR recorder located in Rm 125, with the capability of recording 24/7/365 days a year, and shall store video feeds for no less than 30 days with a capability to store to an external hard drive or DVD/CD. The LED monitors shall be located in the Admin Office, Rm 105 mounted against the west wall where the previous monitors were located. The cameras shall have a clear view at night, and zoom in options. The audio video control system requires display/playback capabilities. The system shall consist of the following;

4. General Information for Building 10504

The work required includes the design, delivery and full installation of the security monitoring system. The contractor shall provide, install and configure all necessary equipment for a security monitoring system. The layout provided by the Government provides a tentative conceptual design but can be altered pending circumstances.

All cameras shall be of sufficient quality to be able to see in low/no light. The outside cameras shall be protected in an all-weather, wind, rain, and hail protective shell. The system shall include an NVR recorder located in Rm 125, with the capability of recording 24/7/365 days a year, and shall store video feeds for no less than 30 days with a capability to store to an external hard drive or DVD/CD.

The LED monitors shall be located in the Admin Office, Rm 105 mounted against the west wall where the previous monitors were located. The cameras shall have a clear view at night, and zoom in options.

The contractor shall provide and install all necessary conduit, cabling, boxes, conversion, equipment, and programming labor required for a complete and fully operational system.

Cabling shall be installed neatly, out of view when possible, and not produce any avoidable safety hazards. Any and all installation not limited to the cameras shall be mounted securely.

The audio video control system requires display/playback capabilities. In addition, upon completion, vendor shall provide training and instructions of proper use of system, backup, and camera usage. The contractor shall remove the previous cameras. The cameras shall be turned into the squadron. The system shall consist of the following; however, it is not limited to the following based on the contractor proposed design.

6. GENERAL INFORMATION

7. WORK HOURS AND SPECIAL CONDITIONS

Work hours shall begin at 7:30 p.m. through 4:30 p.m., Monday through Friday, exclusive of

Federal holidays. At the option of the Government and with approval of the Contracting Officer, work may be permitted on Federal holidays, weekends, or after 4:30 p.m. at no additional cost to the Government.

8. BASE FIRE REGULATIONS

The contractor shall comply with all JBSA-Lackland AFB Post Fire Regulations. Contractor shall have all permits needed to perform job.

9. SITE MAINTENANCE AND CLEANUP

Site Maintenance: The contractor shall maintain work areas in a neat, clean, and safe condition.

The contractor shall be responsible for providing, installing, and the removal of any temporary signage, barriers, barricade tape, etc. which may be required to control pedestrian in the work area. The contractor shall collect all trash, debris, refuse, garbage, etc., which is. The aforementioned materials shall be removed from the site by appropriate means daily. Contractor

Security Camera System shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and exit doors in the event of an emergency or fire. Storage of materials shall be coordinated with the customer. The contractor shall be responsible for freight, unpacking, delivery and inside installation.

10. ENERGY CONSERVATION

The contractor shall use good judgment in the conservation of Government utilities. The contractor shall adhere to and enforce prevailing energy conservation practices.

11. CONTRACT MANAGEMENT

No changes in or deviation from the scope of service shall be affected without a modification executed by the Contracting Officer authorizing such changes.

12. RECORDS MANAGEMENT

"The Contractor shall manage all data created for Government use or legally controlled by the

Government, in support of the functional activity or required by AF publication, IAW with the

AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual

(AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements)".

13. INSPECTION AND ACCEPTANCE

Mr. Don Walborn, 37 TRSS/671-2164 will conduct the final inspection with the Contractor and the Contracting Office to determine whether the project can be accepted or corrections required prior to acceptance.
