About this file
This is a Statement of Work (SOW) for the overhaul of solenoid valve components (NSN 4810-01-102-2473, P/N 3213850-3-1) used on MH-60T aircraft for the United States Coast Guard (USCG) Aviation Logistics Center in Elizabeth City, North Carolina. The contractor must perform Test, Teardown and Evaluation (TT&E) upon receipt to determine component condition, with three potential outcomes: No Faults Found (NFF), serviceable condition requiring return to Ready for Issue (RFI), or Beyond Economical Repair (BER). Pricing is structured as firm-fixed prices (FFP) with amounts to be determined at contract award for both the TT&E/NFF/BER/Scrap Fee and the full overhaul service. For components found serviceable or NFF, only the evaluation fee applies; for BER components, a failure data report must accompany the return.
The SOW establishes comprehensive requirements for overhaul procedures, including adherence to Original Equipment Manufacturer (OEM) functional performance specifications, Depot Maintenance Work Requirement 1-4810-216, and applicable OEM Component Maintenance Manuals and service bulletins. The contractor must maintain ISO 9001-2000 quality certification, provide Government Property Records by the 15th of each month, participate in quarterly audits by ALC, and furnish documentation including DD Form 1574 Serviceable Condition Code Tags, FAA Form 8130-3 Airworthiness Approval Tags, Certificates of Airworthiness, and Certificates of Conformance. Serial number tracking is mandatory using the USCG's Asset Computerized Maintenance System, with Component Repair Records required within five business days of completion. Environmental cleaning standards and hazardous material compliance are specified. Delivery schedules are to be determined at award, with expedited Aircraft on Ground (AOG) response required within 24 hours when notified, using fastest traceable shipping methods at government expense.
