About this file

This document is Attachment 3 (Terms and Conditions) for a USCG solicitation 70Z03826QJ0000112 for the overhaul of aircraft components on an indefinite-delivery/indefinite-quantity (IDIQ) requirements contract.

The solicitation establishes a one-year base period with four optional one-year extensions, with all performance contingent on fund availability through September 30, 2026. Award will be made to the lowest priced, technically acceptable offeror based on evaluation of technical acceptability, past performance, and price. Technical acceptability is determined by the offeror's ability to overhaul components listed in Attachment 1 by the Original Equipment Manufacturer (OEM), an OEM-authorized facility, or an alternate facility approved by the Aviation Logistics Center (ALC) Medium Range Recovery Engineering. Quotations must be submitted on the specified Excel spreadsheet along with supporting documentation, with prices held firm for 120 calendar days. Delivery is F.O.B. Destination to the USCG Aviation Logistics Center in Elizabeth City, North Carolina. All deliverables require a Certificate of Conformance (COC) per FAR 52.246-15 with full traceability; packaging must be suitable for land, air, or sea shipment and cannot include popcorn, shredded paper, Styrofoam, or peanut packaging. Quality assurance requirements mandate immediate notification of supply changes, counterfeit parts, defects, or non-airworthy conditions; the contractor must maintain detailed quality control and counterfeit/suspect parts processes and allow government facility access. All invoices must include a completed DD-250 when required, be submitted to the ALC Fiscal Branch, and payments will be made electronically. The contract incorporates extensive FAR and HSAR clauses addressing security prohibitions (covered telecommunications equipment, FASCSA orders, Sudan restrictions, Iran sanctions), small business utilization, labor standards, whistleblower protections, and safeguarding of contractor information systems.

Submission Requirements

Quotation shall be submitted on the excel spreadsheet titled: “Attachment 1 – Schedule –

70Z03826QJ0000112”, as well as all information and documentation listed under Technical Acceptability below. Failure to do so may result in quotations being removed from further consideration for award.

52.212-2 Evaluation—Commercial Products and Commercial Services (Aug 2025)

(a) Evaluation Factors. The provision at FAR 52.212-2 Evaluation of Commercial Items is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the lowest priced, technically acceptable offeror representing the best value to the Government.

Technical Acceptability: Technical Acceptability will be evaluated to determine an overall rating of

“acceptable” or “unacceptable”. Technical Acceptability will be evaluated on the ability of the offeror to overhaul components listed in “Attachment 1 – Schedule – 70Z03826QJ0000112” by the Original

Equipment Manufacturer (OEM), an OEM authorized overhaul facility, or alternate facility evaluated and approved by Aviation Logistics Center (ALC) Medium Range Recovery (MRR) Engineering, providing documentation using the latest revision of the DMWR provided by the Army.

Past Performance: Past Performance evaluation will assess the offeror’s ability to successfully accomplish the proposed effort based on the offeror’s demonstrated Past Performance. The Government may use information available from past contracts/purchase orders with the USCG, delivery information found in the USCG’s Asset Logistics Management Information System (ALMIS), and any information found using sources such as Federal Government sources, Contractor Performance Assessment Reporting System

(CPARS). The Government reserves the right to limit or expand the number of references it decides to contract and to contact references other than those provided by the offeror.

Price: The contractor shall provide pricing as requested. Any quantity price discounts and discounts for prompt payment should be included in this section. The offeror’s quotation will be evaluated using one or more of the techniques defined in FAR 12.204, in order to determine if it is fair and reasonable.

Evaluation Method:

Only the lowest priced offer will be evaluated for Technical Acceptability. Should the lowest priced offer not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced offer until the lowest priced, technically acceptable offer is identified.

(b) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
