About this file

Summary

This is a Statement of Work issued by the US Department of Agriculture (USDA) for the repair, rebuild, and replacement of medium to low pressure steam control reducing valves at the Dairy Forage Research Center in Madison, Wisconsin. The facility, a 3-story research building established in 1978-1979, operates two reducing valves (1/3 and 2/3) that reduce steam pressure to 10 PSI for hot water and heating systems. One valve recently malfunctioned by failing to close completely, allowing pressure to reach 20 PSI and triggering the system's safety relief valve. Given the valves' age of 30+ years, the USDA seeks a qualified contractor to inspect, rebuild, and/or replace these valves as necessary.

The contractor must demonstrate full expertise in medium to low pressure reducing steam valves, including installation, troubleshooting, and repair procedures. Work must be performed sequentially on one valve at a time to maintain uninterrupted steam service to the facility. Required tasks include removing and replacing faulty valves, installing rebuilt or new units, and testing for proper operation. All work must comply with applicable laws and regulations. The contractor shall schedule visits in advance by contacting the Building Maintenance Mechanic at (608) 287-6843 and must provide a detailed service report upon completion. The government will provide facility access at 1925 Linden Drive, Madison, WI 53706, and the service provider will be escorted while on-site with limited parking available. No travel is required, key personnel designation is not applicable, and data rights and Section 508 accessibility standards do not apply.

Project

The Director of the USDA ARS -Dairy Forage Research Center seeks a qualified vendor to overhaul and rebuild the

Medium to Low Pressure Steam Control Valves 1/3 and 2/3 valves for the Dairy Forage Research Center located at

1925 Linden Drive, Madison, WI 53706.

General Information

1.0 Scope of Work

The Dairy Forage Research Center seeks a qualified Contractor to conduct repairs on the Medium to Low Pressure Steam

Control Valves 1/3rd and 2/3 rd valves. These reducing valves reduce steam pressure to 10psi. for use by the hot water and heating systems for the DFRC Building. On at least one occasion the valve pressure approached 20 PSI causing the system relief valve to activate. It is believed that these valves are original to the facility requests. Construction was completed towards the end of 1978/79. The facility requests that contractors verify to look at and rebuild or replace the existing reduced valves.

2.0 Background

The USDA Dairy Forage Research Center is a 3-story research facility that studies forage and other aspects of the dairy

Industry. The 2/3rd reducing valve on at least one occasion failed to close all the way and allowed the steam pressure to climb to 20 PSIG causing the safety relief valve to activate causing a loud hammer noise and shocking the system. Our facility workers were able to isolate the 2/3 rd valve and run the system running off the 1/3 rd valve. The facility worked later opened the valve and the system has been working properly. This failure brings to the forefront that these valves are

30 + years old and need to be inspected, rebuilt and or replaced as necessary.
