About this file
This is a Statement of Need (SoN) for a procurement request by the 367 Cyberspace Operations Squadron (COS) for lactation suites. The 367 COS seeks to acquire three self-contained, freestanding lactation pods with associated shipping, handling, and premium installation services to address compliance failures and privacy/security deficiencies in the current lactation space. The requirement stems from a 67 CW/SE Lactation Pod Assessment dated 12 May 2026, which identified critical violations of the Providing Urgent Maternal Protections for Nursing Mothers (PUMP) Act, including gaps in walls, see-through ceiling material, and a compromised locking mechanism with a shared key code.
The specified items are Slide Lactation Dark units (quantity 3) with associated shipping and handling (quantity 3) and premium installation services (quantity 3). Minimum salient characteristics require fully enclosed, freestanding lactation pods with solid, non-transparent walls and roof; an interior door that locks from inside; secure, keyless smartphone application-based access with remote availability checking; interior amenities including an integrated bench/seat, flat work surface for a breast pump, and electrical outlets; integrated ventilation; UL Certification for electrical safety; and a sliding door design to accommodate high-traffic or space-constrained installation areas. The procurement must deliver a complete turnkey solution including shipping, delivery, and full on-site installation. The requesting official is Nathan P. Reavis, CIV, DAF, 367 COS / Capabilities & Requirements.

Statement of Need (SoN) 367 Cyberspace Operations Squadron (COS)
Purchase Request:
Procurement Request for Lactation Suites
1. PURPOSE: The primary objective is to acquire a self-contained, secure, and private lactation suite for nursing mothers as a comprehensive solution fully compliant with the Providing Urgent Maternal Protections for Nursing Mothers (PUMP) Act to ensure a safe, sanitary, and private environment.
This capability is critical for meeting federal accommodation requirements and supporting the health and well-being of nursing mothers in the workplace.
2. CURRENT CHALLENGE: Per a 67 CW/SE Lactation Pod Assessment, dated 12May26, the current lactation space of the 367 COS presented significant user privacy and security risks.
Specifically highlighted were privacy and security concerns due to (1) gaps in the walls, (2) see-through material in the ceiling and (3) a locking mechanism with a shared key code known by non-essential personnel. These deficiencies directly violate the PUMP Act and create an inappropriate environment for nursing mothers, exposing the organization to compliance failures.
3. ITEMS REQUESTED:
Item# Description Quantity 1 Slide Lactation, Dark 3 2 Slide Lactation – Shipping & handling 3 3 Slide Lactation – Premium Install 3
4. SALIENT CHARACTERISTICS: The required system and its components must meet or equal the following minimum specifications:
a. Freestanding, fully enclosed lactation pod:
i. Self-contained and freestanding, requiring no new construction or permanent facility modifications.
ii. Solid, non-transparent walls and solid roof, ensuring complete privacy and preventing any visual intrusion, correcting the deficiencies of the current mesh-ceiling unit.
iii. Securely door that locks from the interior to guarantee user privacy and safety.
b. Secure Access and User Management:
i. Must provide a secure, keyless access solution managed via a smartphone application to prevent unauthorized entry and eliminate the risk of compromised key codes.
ii. The access system must allow users to find and check the availability of the pod remotely.
c. Interior Amenities and Compliance:
i. Must include, at a minimum, a comfortable integrated bench/seat, a flat surface for a breast pump, and access to electrical outlets for powering a pump.
ii. Must include integrated ventilation for user comfort and air quality.
iii. The entire system must be UL Certified for electrical safety.
d. Installation and Design:
i. Turnkey solution that includes shipping, delivery, and full on-site installation.
ii. Must feature a sliding door design to accommodate installation in high-traffic or space-constrained areas.
