About this file
Summary: Customer Sole Source and Brand Name Justification
This is a Sole Source and Brand Name Justification document for a federal acquisition of lactation facilities. The U.S. Air Force (67th Composite Wing/Sustainment Element) seeks to procure one Mamava lactation suite pod from Mamava, Inc., located at 180 Battery Street, Suite 300, Burlington, VT 05401, at an estimated cost of $26,700.00. The requirement is for a freestanding, self-contained lactation pod designed to provide secure, private, and sanitary space for nursing mothers to express milk in compliance with the Providing Urgent Maternal Protections for Nursing Mothers (PUMP) Act and DAFI 36-3013. The pod is a turnkey solution with integrated seating, shelf, lighting, ventilation, and power.
The justification limits this acquisition to the Mamava brand based on four essential characteristics identified through a 67 CW/SE Lactation Pod Assessment dated May 12, 2026: (1) superior privacy and security construction with solid walls and non-transparent roofing to prevent visual intrusion; (2) integrated smart-access technology via proprietary mobile app (U.S. Patent 11,829,970 B2) for secure keyless access; (3) turnkey, freestanding, fully enclosed, UL-certified prefabricated design requiring no facility-wide construction; and (4) guaranteed PUMP Act compliance features including comfortable chair, flat pump surface, electrical outlets, and secure lockable door. Market research indicates Mamava is the only manufacturer providing this integrated technology combination. The requiring activity commits to continuous marketplace monitoring and will transition to competitive procurement if comparable products with equivalent smart-access security, mobile application integration, and full PUMP Act compliance emerge. The document is signed by Nathan P. Reavis, CIV, DAF, 367 COS/Capabilities & Requirements, dated July 20, 2026.

CUSTOMER SOLE SOURCE AND BRAND NAME JUSTIFICATION
1. Contractor Name/Address: Mamava, Inc.
180 Battery Street, Suite 300 Burlington, VT 05401
2. Estimated Dollar Value of Proposed Requirement: $26,700.00
3. Justification:
a. Non-Technical Description: This requirement is for the acquisition of a freestanding, self-contained Mamava lactation suite (pod). The unit is specifically designed to provide a secure, private, and sanitary space for nursing mothers to express milk, in full compliance with the Providing Urgent Maternal Protections for Nursing Mothers (PUMP) Act and DAFI 36-3013, Accommodations For Lactating Service Members and Civilians. The pod is a turnkey solution including integrated seating, a shelf, lighting, ventilation, and power.
b. This justification specifies the brand name ‘Mamava’ because its features are essential to the government’s requirement for a secure, private, and compliant lactation space, as identified in the 67 CW/SE Lactation Pod Assessment, dated 12May26. The current solution has significant privacy and security deficiencies, and only the Mamava brand product possesses the specific combination of characteristics to remedy those issues. The essential characteristics are:
i. Superior Privacy and Security Construction: The assessment found the current pod was "not fully private" with wall gaps and a "see-through mesh" ceiling. To remedy this, a lactation pod must have solid walls and a solid, non-transparent roof to prevent any visual intrusion. The Mamava brand pod is constructed in this manner, which is essential for ensuring privacy.
ii. Integrated Smart-Access Technology: The lock on the current pod is compromised. The requirement must provide secure, keyless access ensuring only authorized users can enter. The Mamava brand is essential as it is the only product that includes a proprietary, patented smart-access system via a mobile app (U.S. Patent 11,829,970 B2). This integrated technology, which allows users to find, verify availability, and securely unlock the suite, is a critical feature that cannot be replicated by other brands.
iii. Turnkey, Freestanding, and Fully Enclosed Design: To meet PUMP Act standards without facility-wide construction, the product must be a complete, UL-certified, prefabricated unit that is fully enclosed and shielded from view upon installation. The Mamava brand product meets this turnkey requirement, which is critical for immediate compliance.
iv. Guaranteed PUMP Act Compliance Features: The product must include, at a minimum, a comfortable chair, a flat surface for a pump, electrical outlets, and a secure, lockable door. The Mamava brand pod includes all these features as a standard, integrated part of its design.
c. Justification Facts: The acquisition must be limited to the Mamava brand lactation suite due to its combination of essential characteristics required to correct the specific privacy and security failures identified in the 67 CW/SE inspection. The combination of a solid wall, fully enclosed design and a proprietary, integrated smart-access mobile application are minimum requirements. Market research indicates the Mamava brand is the only one providing this level of integrated technology and proven design to guarantee the privacy and security of our nursing personnel.
d. The requiring activity will conduct market research prior to any future acquisitions to determine if other brands have developed products with comparable technology and turnkey solutions.
Should a competitive market emerge that meets all essential characteristics, including a networked smart-access app and a fully enclosed, secure design, the activity will transition to a competitive procurement strategy.
e. To preclude the necessity for future brand-name-only acquisitions, the requiring activity will continuously monitor the commercial marketplace. This market research will actively seek to identify if other manufacturers have developed comparable, fully enclosed, turnkey lactation suites that feature equivalent smart-access security, mobile application integration, and full compliance with PUMP Act privacy mandates. Should future market surveys reveal that competition exists for a product meeting these strict security and privacy characteristics, subsequent acquisitions will be completed to the maximum extent practicable.
