About this file

Summary

This is a specification document for a federal construction project to repair HVAC dampers at the VA Medical Center in San Antonio, Texas (Project 671-22-133). The work involves the complete preparation of the site, demolition and removal of existing HVAC damper actuators, and furnishing labor and materials to repair or replace dampers and actuators identified in an attached Master Spreadsheet. The scope includes four primary work categories: (1) replacement of non-operable DDC controller electric actuators with new Belimo actuators and linkages compatible with existing power; (2) conversion of pneumatic control systems to electric control with removal of pneumatic components; (3) repair or replacement of non-operable electric actuators; and (4) miscellaneous work including installation of new duct access doors, replacement of louver screens, ductwork cleaning, and repair of belt and fan guards as indicated. The contractor must provide photographic documentation of all repairs, verify proper damper and actuator operation, and maintain existing electrical connections while ensuring HVAC control compatibility for an upcoming hospital global controls project.

The specifications establish comprehensive requirements for contractor qualifications, safety compliance, quality control, waste management, and infection control procedures appropriate for active VA medical facility operations. Key administrative requirements include submission of a Critical Path Method construction schedule, Contractor Quality Control Plan, and detailed submittals for shop drawings and product data within specified timeframes. The contractor must designate a Site Safety and Health Officer, maintain a qualified Competent Person on-site, and implement OSHA 10-hour training for all workers plus specialized certifications as required. During construction, the medical center must maintain 24/7 operations with minimal service interruption, requiring phased work execution coordinated with VA facilities management. The contractor is responsible for all debris removal, environmental protection, construction waste diversion of at least 50 percent from landfills, and adherence to infection control protocols including HEPA filtration in dust-control areas. Final deliverables include as-built drawings, operation and maintenance manuals, warranty management documentation, and warranty tags for all replaced equipment, with warranty coverage extending from project acceptance through the product warranty period.
