About this file

This is Amendment 0001 to Solicitation 36C25726R0042, issued by the Department of Veterans Affairs Network Contracting Office in San Antonio, Texas. The amendment extends the deadline for receipt of offers to February 23, 2026 at 10:00 AM CST and provides three key attachments: RFI responses, a site visit sign-in sheet, and self-performed work calculations required under VAAR 852.219-75 (Limitations on Subcontracting). The solicitation concerns repair and replacement of HVAC dampers at a San Antonio VA facility (Project 671-22-133). Offerors must calculate their total proposed price, cost of materials, total labor costs excluding materials, amounts projected to be paid to non-VetCert SDVOSBs, and percentages of self-performed versus subcontracted work, with a requirement that no more than 85% of government payment be directed to firms that are not VIP-listed SDVOSBs for general construction work.

The RFI responses clarify critical project parameters: no asbestos abatement is required unless suspected areas are identified; ICRA precautions apply only at Level I if Infection Control determines applicability; no proprietary subcontractors are mandated; work occurs during regular hours (7:00 AM–4:30 PM CST); this is a design-bid-build project with no design services required from the contractor; fire suppression systems remain in place with no modifications; the contractor must survey electrical availability and provide power to damper actuators where service exists; and a single qualified, OSHA-certified individual may serve as both Project Superintendent and Site Safety and Health Officer. Seven days' advance notice is required for any on-site fire watch during demolition.

RFI’s 36C25726R0042 - 671-26-133 - San Antonio VA - Repair & Replace HVAC Dampers

1. Are we to dispose/abate of any asbestos, lead, mold or other hazardous material as part of this project? If so, provide appropriate hazardous material site survey report.

RESPONSE: No. If there is any area suspected to be ACM let the COR know and we can get it tested.

1. What will the ICRA level be for this project?

RESPONSE: This project is contained in the interstitial space between floors and the pipe space beneath the hospital. As such, ICRA should not apply. This said, if the determination is made by Infection Control that it does apply (eg – perhaps the VA allows the GC to lift ceiling tiles to make observation into the Interstitial space), the project should be at the level of lowest risk, or Level I according to the VHA ICRA Form (Category A and Low Risk in the Matrix). At this level, precautions are:

Required Infection Prevention and Control Measures, by Level of Precautions:

1. Perform work activity in a manner that does not create dust.

2. Immediately replace any ceiling tile, close access panels, etc., upon completion of work.

3. Any materials and equipment being brought into the facility must be free of contaminants and loose material.

Minimum Infection Prevention and Control Measures Required Upon Completion of the Activity:

Cleaning:

1. Clean work areas including all environmental surfaces, high horizontal surfaces and flooring materials.

2. Check all supply and return air registers for dust accumulation on upper surfaces as well as air diffuser surfaces.

HVAC Systems:

1. Remove isolation of HVAC system in areas where work is being performed. Verify that HVAC systems are clean and operational.

2. Verify the HVAC systems to meet original airflow and air exchange design specifications.

Water systems:

1. Until the potable water system is activated and in use, flushing shall continue at least twice per week in accordance with VHA Directive 1061.

The final arbitrator on this item would be the VA’s Infection Control Team. You may want to touch base with them to confirm this is the case.

1. Are there any required/proprietary subcontractors the general contractor is to hire associated with this project?

RESPONSE: NO

1. Will all work associated with this project able to be performed during regular working hours?

RESPONSE: 7:00am-04:30pm CST

1. It is our understanding that the Solicitation is a negotiated Bid (RFP) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?

RESPONSE: There is no design work. This is a damper actuator replacement and damper maintenance work, which includes connecting the missing power connection to the actuators as described in the project documents. The complete documentation is available on the VA website.

1. Are we required to provide a 24 hour/day on-site fire watch during demolition?

RESPONSE: Need 7 days advance notice

1. Please confirm

1) Fire Suppression to be left in place as-is.

RESPONSE: Yes. The fire suppression system is to remain in place as-is. The damper work does not impact or interface with the fire suppression system. No fire suppression work is included as part of this project.

2) Parts of the fire suppression are to be replaced. If so, please specify what is to be replaced.

REPONSE: No. The fire suppression system is to remain in place as-is. The damper work does not impact or interface with the fire suppression system. No fire suppression work is included as part of this project.

3) The entire fire suppression system is to be removed and replaced throughout the entire construction space.

RESPONSE: No. The fire suppression system is to remain in place as-is. The damper work does not impact or interface with the fire suppression system. No fire suppression work is included as part of this project.

1. Spec Section 260511, 260519, 260633 have been provided but no electrical drawings were released, Could we please have clarification of the electrical SOW.

RESPONSE: GC shall be responsible for surveying the existing electrical power availability at each mechanical room, the new HVAC/Air Handler Control system, or the nearby electrical room, and for providing electricity to the Damper Actuators.

Per Drawing Notes 30–35, no new electrical work (wire or conduit) is included unless specifically noted on the schedules. Electrical work is limited to reconnecting power and controls to existing or replacement actuators where electrical service already exists.

Actuators without existing electrical service are not included. When “No” is shown in the Repair/Replace column, the work is either not required or outside the project scope. Some dampers will remain manual unless otherwise noted.

No separate electrical drawings will be issued.

1. Please confirm if a single qualified individual may serve in a dual role as both Project Superintendent and Site Safety and Health Officer (SSHO).

RESPONSE: Yes, The project superintendent can be the site Safety and Health Officer. However, that individual must be OSHA certified.
