1.2 GENERAL REQUIREMENTS
A. The Contracting Officer, Office of the United States Property and Fiscal Officer, will supply all required Government Forms and other “Front End” Documents relating to Instructions to Bidders, Bid Forms, Bonding Requirements, Contract Forms, General and Supplementary Conditions to the Contract, and so on, and as such the aforementioned materials are not included as part of this specification.

PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section, and all other Sections in this Project Manual.
1.2 JURISDICTIONS
A. The Project Work Site, 182nd Airwing, Ipava, Illinois Drop Zone, an Illinois Air National Guard (IL ANG) Post, is a U.S. military installation and as such, all aspects of the Work on the site shall be subject to the requirements herein.
B. The Contractor (Contractor) shall coordinate all activities for compliance with these requirements through the Contracting Officer’s Representative (COR). Contractor shall notify COR at least forty-eight (48) hours before authorization, coordination, or notification is required from the appropriate organization at the 182nd Airwing, unless otherwise noted.
1.3 DESIGN AND CONSTRUCTION STANDARDS
A. Design and construction shall comply with:
1. ICC International Building Code, 2018.
2. ICC International Fire Code, 2018.
3. UFC 1-200-01 “General Building Requirements” and references to core UFCs.
These requirements apply to all “Related Documents” paragraphs of this Project Manual.
4. UFC 3-201-01 – “Civil Engineering”.
5. UFC 3-250-09FA “Aggregate Surfaced Roads and Airfields Areas”.
6. “Illinois Standard Specifications for Road and Bridge Construction, Adopted
April 1, 2016”.
1.4 SAFETY
A. Post and Safety Regulations:
1. These requirements are in addition to those that are contained in FAR Clause 52.236-13, “Accident Prevention.”
2. The Contractor shall comply with all applicable provisions of the Corps of Engineers Manual, EM 385-1-1, entitled “General Safety Requirements,” and IL ANG regulations and directives pertaining to security, safety, fire, traffic, and personnel clearances insofar as they pertain to the Contractor’s activities at the 182nd Airwing.

3. The Contractor shall be responsible for providing, placing, and removing all barricades and safety devices during his construction activities.
4. In addition, the Contractor shall:
a. Yield to all emergency vehicles including security police, fire department, ambulance, and ambulance buses when their red lights and/or sirens are operating.
b. Coordinate movement of heavy/ oversized equipment such as cranes, extended flatbed trailers and large earth moving vehicles with the COR.
c. Provide personnel to direct traffic when Contractor-operated vehicles block one (1) or both lanes of a two (2) lane road.
5. If a mishap involves injury or death to Contractor personnel and/or damage to Government property as a result of Contractor operation, the Contractor shall notify the Contracting Officer (KO) and COR. The COR will contact the Safety Office on normal workdays. Any safety-related problems encountered during the contract period should be reported to the COR who will advise the Safety Office.
In case of life-threatening emergency, dial 911 to reach the Police, Fire Department, or ambulance. Emergency treatment for serious or life-threatening injuries is available in the City of Peoria.
6. The Contractor shall ensure compliance with contract, OSHA, Federal, State and Local provisions.
B. Site Security:
1. The Contractor lay-down area, if outside the existing security fence, shall be enclosed by a 6 ft (1.8 m) chain link fence with brown, UV resistant construction windscreen and gates. The fence shall be installed with self-supporting bases to prevent damage to the adjacent pavement surfaces. Upon completion and acceptance of the Work, the construction fence shall be removed. Coordinate lay-down area location with IL ANG.
2. Contractor shall provide a temporary safety fence with gates and warning signs at the construction site prior to the start of work to protect members of the public from construction activities. The safety fence will enclose all areas under construction. The safety fence shall be bright orange in color when protecting excavated areas, high density polyethylene grid or approved equal, a minimum of 42 in. (1.1 m) high, supported and tightly secured to steel posts located on minimum 10 ft (3 m) centers, constructed at the COR approved location. The safety fence shall be maintained by the Contractor during the life of the contract and, upon completion and acceptance of the Work, shall remain the property of the Contractor and shall be removed from the work site.
3. Provide and maintain additional temporary security fences as necessary to protect the Work and Contractor-furnished products not yet installed.
C. Barricades and Lights:

1. Provide as necessary to prevent unauthorized entry to construction areas and affected roads, streets, and alleyways, inside and outside of fenced area, and as required to ensure public safety and the safety of Contractor’s employees, other employer’s employees, and others who may be affected by the Work.
2. Provide to protect existing facilities and adjacent properties from potential damage.
3. Locate to enable access by facility operators and Government property.
4. Protect streets, roads, highways, and other public thoroughfares that are closed to traffic by effective barricades with acceptable warning signs.
5. Locate barricades at the nearest intersecting public thoroughfare on each side of the blocked section.
D. Safety Briefing:
1. Primary Contractors will brief subcontractors on safety and fire prevention regulations, emphasizing the requirement to obtain a welding permit, when welding, cutting and brazing operations are required.
2. Maintain documentation that all subcontractors have been briefed.
1.5 FIRE PREVENTION STANDARDS
A. The following is information pertaining to fire prevention standards at FMS 21. These standards apply to all new construction and reconstruction, demolition, rehabilitation, alteration and modification.
B. Serious fires can occur due to accumulation of combustible materials or debris and the presence of ignition sources. Basic safeguards against construction fire hazards must be provided for during project planning. These standards outline measures which, with some preplanning, will prevent fires or, at least minimize damage if a fire does occur.
C. Responsibilities:
1. The Contractor will provide the COR with the name(s) of responsible individuals, who, in case of a fire after normal work hours, can be notified of an incident.
2. The Contractor shall be responsible for assuring proper availability, operation and location of fire protection equipment, general supervision of safeguards and location of salamanders or portable heating equipment, and establishment and maintenance of safe cutting and welding operations.
3. To report a fire, dial 911.
D. Water Supply:
1. There is not public water supply at the site. The Contractor will ensure an adequate water supply for fire protection is available whenever combustible materials accumulate.
E. Access for Firefighters:

1. Access for use of firefighting vehicles will be provided to the immediate job site at the start of construction and maintained until all construction is complete.
Vehicle parking control measures will be established that will allow firefighters access to the construction site.
2. Scaffolding, materials, or equipment will not block fire escape routes during performance of projects in occupied buildings.
3. In buildings over 30 ft (9 m) in height, at least one stairway will be provided in usable condition at all times. This stairway will be extended upward as each floor is installed. For buildings less than 30 ft (9 m) in height, safe methods for ascending/ descending will be provided in accordance with standard industry practice.
F. Any fire hazard or condition that is not specifically covered by these specifications that is recognized by anyone will be immediately brought to the attention of supervisors or anyone having authority to stop the operation.
G. For any further fire prevention guidance or specifics, contact the COR.
1.6 STANDARD WORKDAY/WEEK
A. Work shall normally be accomplished Monday through Friday, between the hours of 7:00 a.m. and 4:30 p.m. local time, excluding national holidays and non-work days resulting from holidays occurring on weekends.
B. When the Contractor desires to work at other than the aforementioned times, he shall submit a written request to the Contracting Officer via the COR for approval, and written approval thereof shall be required prior to proceeding with work:
1. The request shall be submitted at least three (3) work days prior to the proposed performance of work.
2. The request shall indicate the day/days, time/amount of work, and reason why permission should be granted to perform work during nonstandard hours.
3. Approval for work to be performed during nonstandard time will be given only in cases of extreme necessity.
1.7 CONSTRUCTION PERMIT
A. The Contractor shall obtain, through the COR and/or local utility owners, a “digging permit” or other documented approval prior to digging or excavating. Contractor is responsible to hire a private utility locator. Existing utilities cannot be located through JULIE. The purpose of the permit is to locate, prior to excavation, all known underground utilities. If other subsurface utility locate processes exist at the post, these processes must be approved by the COR prior to digging.
B. The Contractor shall initiate the request for a digging permit a minimum of five working days prior to performing any excavation or ground penetration. The Contractor shall provide equipment to locate and perform the location of utilities where not under the jurisdiction of local utility owners.

C. The Contractor shall clearly mark the location of the excavation or ground penetration with white, water soluble, spray paint, or white utility marking flags. The Contractor shall insure the markings are maintained until the area is cleared by all responsible owners, agencies or offices for each utility.
D. The Contractor shall also show the identified area on a site plan. The site plan shall clearly delineate the proposed work area, nearest building, the nearest cross street to the location of digging. The Contractor shall provide this site plan to the COR when requesting the digging permit. In the event that a representative for the designated utility does not respond to the locating request, the Contractor shall immediately notify the Contracting Officer and COR.
E. After identified utilities have been cleared through each affected owner, agency or office and the COR, the Contractor will receive a copy of the digging permit. The Contractor must have the digging permit on the job site during the excavation process.
F. The Contractor shall exercise every precaution during excavation to prevent damage to the existing utilities. The Contractor shall immediately notify COR if any utilities are damaged during the location or excavation process.
1.8 CONFINED SPACE PERMIT
A. The Contractor shall obtain from the COR, a Confined Space Permit prior to entry into any existing post confined space.
B. A confined space shall be as defined in OSHA.
C. The Contractor shall initiate the request a minimum of five working days prior to entry into any existing post confined space.
1.9 PERMIT REQUIREMENTS
A. All existing on-site utilities are private and do not require a permit.
1.10 TWENTY-FOUR (24) HOUR POINT OF CONTACT
A. The Contractor shall provide the Contracting Officer and COR with a twenty-four (24) hour number or numbers where his authorized representative can be contacted at any time day or night. Also provide call forwarding capability for leaving a message. This number should be provided at the preconstruction conference, but not later than ten (10) days after the Notice to Proceed is issued.
1.11 UTILITIES AND SERVICES
A. There are currently no utilities at the site. The contractor shall provide all temporary services required for work, pay for all connections and restore to original condition at end of project.

B. In addition to requirements contained in FAR Clause 52.236-14, “Availability and Use of Utility Services,” temporary utility connections shall be at the Contractor’s expense and be subject to the approval of the Contracting Officer and the COR. The Contractor shall provide telephone, internet and other communication services required for the work.
C. If portable sanitary facilities are utilized, said facilities are subject to the approval of the Contracting Officer, through the COR, as to the location, cleanliness, and maintenance.
All temporary sewer/ sanitation facilities shall be self-contained units with both urinals and stool capabilities. The units shall be sufficiently ventilated to control odors and fumes and should be emptied and cleaned at least every week or more often if required by the Contracting Officer. The doors should be self-closing. The exterior color of the unit shall be any color the Contractor desires. Base facilities will not be utilized. The facility will be located behind the construction fence or out of the public view.
1.12 UTILITY SERVICE INTERRUPTIONS
A. Utility service interruptions shall not be permitted unless approved by the Contracting Officer and COR.
1.13 DUST CONTROL
A. The Contractor shall maintain all excavations, embankments, stockpiles, access roads, and all other work areas free from excess dust to such reasonable degree as to avoid causing a hazard or nuisance to post personnel, the general public or surrounding facilities.
B. Approved temporary methods consisting of sprinkling, chemical treatment, light bituminous treatment or similar methods may be permitted to control dust upon approval by the COR.
C. Dust control shall be performed as the work proceeds and whenever a dust nuisance or hazard occurs.
1.14 PATCHING AND REPAIRING
A. After the work has been completed, any Contractor-caused damages to 182nd Airlift Wing owned structures, facilities, streets, curbs, walks, lawns, parking aprons, etc., shall be properly patched, repaired, or replaced to the complete satisfaction of the Contracting Officer, through the COR.
B. Any holes, cuts, breakage’s, and damages made in finished surfaces of the area in which work has been accomplished, shall be properly repaired and the disfigured areas then painted over or otherwise repaired and resurfaced in kind to match the existing finishes to the complete satisfaction of the Contracting Officer, through the COR.

1.15 DISPOSITION OF REMOVED GOVERNMENT PROPERTY
A. All materials and equipment to be removed by the Contractor and not reinstalled under this contract, including debris generated by this project, shall be removed at regular intervals from the site and disposed of off-post by the Contractor.
B. Off-post disposal of materials shall be in conformance with applicable Federal, state, and local pollution regulations at the Contractor’s expense.
C. Refer also to Section 01 35 43 Environmental Protection and associated waste disposal forms and reporting requirements therein.
1.16 ACCOMPLISHMENT OF WORK
A. Access for delivery of materials and equipment, as well as removal of demolished equipment shall be coordinated with the COR who will, in turn, coordinate with post security. Construction personnel entry and locations of construction delivery, debris removal, construction storage and trailers, construction parking and personnel entries will be provided by the COR at the preconstruction meeting.
B. Post communications personnel shall be allowed to work periodically within the project area during the construction period installing and/or repairing operational communication lines.
C. Smoking will not be permitted within any area of any building. Smoking may be permitted in designated areas identified by the COR as specific to the post.
1.17 RECYCLING
A. In support of national environmental efforts, the Contractor is encouraged to recycle general administrative refuse associated with this project. This refuse includes cardboard, 1 gallon mark 1 and 2 plastic bottles, type 1 and 2 plastic soda bottles, aluminum and steel soda cans, and mixed paper. Also reference Section 01 35 43 “Environmental Protection”.
1.18 SITE ACCESS AND SECURITY
A. IL ANG Security has jurisdiction over all activities on or relevant to the 182nd Airwing.
The Contractor, Subcontractors, Suppliers, and any other persons and organizations performing or furnishing any of the Work shall fully comply with any and all lawful orders of ILANG Security Staff.
B. All Contractor material deliveries shall only be via the designated construction gate. All Contractor personnel access to the site shall only be via the designated construction gate. Entrance to the Site may be restricted and require a background check subject to the requirements of IL ANG. Site access/deliveries will be coordinated further during the preconstruction meeting.

C. The following is information pertaining to law enforcement and security policies in effect at the 182nd Airwing. Questions or comments that concern the security must be directed to the COR. Driver’s licenses may be verified with local law enforcement.
Individuals who have invalid licenses or have warrants for arrest will be detained for local law enforcement agencies:
1. Speed Limits: Speeding is not tolerated on IL ANG property. Speed should never exceed 10 mph unless noted or posted otherwise.
2. Reserved/Prohibited Parking Areas:
a. Reserved parking is marked by signs listing the person or category for which the space is reserved or stating which type of decal is required to park in the space.
b. Prohibited parking is marked by sign or yellow paint on the curb.
c. Parking on the grass or seeded areas is strictly prohibited unless it is required for contract completion.
3. Crosswalks: Motorists are required to yield to anyone in or about to enter a crosswalk.
4. Joggers/Cyclists: Motorists are cautioned to look out for high numbers of people engaged in exercise, especially during the middle of the day.
5. All provisions of the Illinois Vehicle Code are enforceable for all drivers on 182nd Airlift Wing. Actions taken as result of traffic citations:
a. Notification to employer with required actions.
b. Loss of post driving privileges.
c. Fines.
d. Barment from the base.
6. Weapons: No firearms, plastic explosives, fireworks, or any object which fires a projectile or explosive can be brought on base (except approved construction equipment). Offenses of this nature will be referred to the local Sheriff’s Office, the U.S. Magistrates Court, or the Bureau of Alcohol, Tobacco and Firearms.
7. Controlled/Restricted Areas: Areas posted as Controlled or Restricted Areas are clearly marked with signs and constitute legal “No Trespassing” zones. Entry into these areas is strictly prohibited unless specific written authority is granted.
Persons inadvertently entering a Controlled/ Restricted area may be apprehended by security personnel and treated as hostile until proper identity can be confirmed.
Personnel should cooperate with security personnel in these types of situations since security personnel will continue to elevate force with resistance received.
8. Required Coordination: If required to block off a street or portion of a street, before doing so, and with as much advance notice as possible, Contractor shall coordinate with the COR.
9. Base Entry: Where applicable, check with guard, identify Company, and reason to be on Base. Current vehicle registration, valid driver's license and vehicle insurance are mandatory when on IL ANG property.

D. Contractor shall ensure all pilferable items are secured when not in use.

PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section, and all other Sections in this Project Manual.
1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Identification: Ipava Drop Zone Repairs, 4600 East Quarter Road Ipava, IL for the 182nd Airwing in Peroria, IL. Architect/Engineer: The Contract Documents were prepared by Prairie Engineer, P.C., 106 Washington Street, Keokuk IA 52632.
Contracting Officer (KO): A KO will be appointed by the Government.
B. Contracting Officer’s Representative (COR): A COR will be appointed.
C. The Work includes general construction and site work as shown on the contract documents. The Work consists of removal and excavation of existing facilities; site grading to improve and re-align an existing drainage channel; placing bedding and riprap channel armoring; adjusting horizontal and vertical geometry of an existing roadway; aggregate surfacing of roadway; site grading and drainage; installation of bridge abutments; and coordination with 182nd Airwing for setting a government supplied bridge. Work includes all other items indicated on plan for a complete project.
D. Project Sign:

A. General: The Illinois Air National Guard site at 4600 East Quarter Road Ipava, Illinois is a secure site. Contractor shall limit their use of the premises as directed by the Contracting Officer.
1.5 SPECIFICATION FORMATS AND CONVENTIONS
A. Specification Format: The Specifications are organized into Divisions and Sections using the 49-division format and CSI/CSC's "Master Format (2004)" numbering system:

B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:

1.3 SCHEDULE OF VALUES
A. Submit Schedule(s) of Values (AIA G703 or equal is suggested) with each request for payment, and with the mid-month Progress Report. Also submit a copy on a CD, in a spreadsheet format compatible with Excel 2010 or lower version.
B. Break down by each Contract Line Item (CLIN) and Division 01 through 49 with appropriate subdivision of each Specification and subcontractors. List Profit, Overhead, Bonds and Insurance Premiums, Mobilization, Demobilization, and Contract Closeout as separate line items of subdivisions of Division 01. List Profit and Overhead rates for subcontractors.
C. An unbalanced schedule will not be acceptable.
D. Summation of the complete schedule(s) of values representing all Work shall equal the Contract Price.

A copy shall be provided with each payment application and at mid-month. Modifications shall be added to the "bottom" of the schedule after all divisions and contain the same

Schedules submitted with payment shall bear an "as of” or "printed on" date.
1.4 APPLICATION FOR PAYMENT

B. Progress payments will be made monthly.
C. Submit invoice in the format shown at the end of this section.

2. Representatives of Government, Contractor, and Subcontractors shall attend meetings, as needed.
B. Preconstruction Conference:
1. Schedule a preconstruction conference before starting construction, at a time convenient to the Government and the Contracting Officer, but no later than fifteen (15) days after execution of the Agreement. Hold conference at the Project Site or another convenient location. Conduct the meeting to review responsibilities and personnel assignments.
2. Contractor shall be prepared to discuss the following subjects, as a minimum:
a. Required schedules.
b. Status of Bonds and insurance.
c. Sequencing of critical path work items.
d. Project changes and clarification procedures.
e. Use of site, access, office and storage areas, security and temporary facilities.
f. Major product delivery and priorities.

C. Progress Meetings:
1. Contractor will schedule regular progress meetings at site, conducted bi-weekly (the Government requires a meeting every two weeks as close to the Progress Report end date as possible; the 15th and end of month) to review Work progress, progress schedule, Shop Drawing and Sample submissions schedule, Application for Payment, contract modifications, and other matters needing discussion and resolution.
2. Attendees will include:
a. Government’s representative(s), as appropriate.
b. ILANG representatives.
c. Contractor, Subcontractors, and Suppliers, as appropriate.
d. COR’s representative(s).
e. Utility representatives and others as appropriate.
3. Agenda: Review and correct or approve minutes of the previous progress meetings. Review other items of significance that could affect progress. Include topics for discussion as appropriate to the status of the Project:
a. Contractor’s Construction Schedule: Review progress since the last meeting. Determine where each activity is in relation to the Contractor’s Construction Schedule, whether on time or ahead of or behind schedule.
Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to insure that current and subsequent activities will be completed within the Contract Time.
b. Review the present and future needs of each entity present, including the following:
1) Interface requirements.
2) Time.
3) Sequences.
4) Status of submittals.
5) Deliveries.
6) Off-site fabrication problems.
7) Access.
8) Site utilization Temporary facilities and services.

c. Reporting: No later than three (3) days after each meeting, distribute minutes to those present. Include a brief summary, in narrative form, of progress since the previous meeting and report:
1) Schedule Updating: revise the Contractor’s Construction Schedule after each progress meeting where revisions to the schedule have been made or recognized. Issue the revised schedule concurrently with the report of each meeting.
D. Meetings: In accordance with Contract Documents and as may be required by Government and COR.
1.7 COORDINATION MEETINGS
A. Conduct project coordination meetings at regular intervals convenient for all parties involved. Project coordination meetings are in addition to specific meetings held for other purposes, such as regular progress meetings and special pre-installation meetings.
B. Request representation at each meeting by every party currently involved in coordination or planning for the construction activities involved.
C. Record meeting results and distribute copies to everyone in attendance and to others affected by decisions or actions resulting from each meeting.
1.8 SEQUENCE OF WORK
A. Construct Work in stages. Coordinate construction schedule and operation with the
COR.
B. Be responsible for bypass facilities and temporary connections required to maintain Government’s operations.
C. Utility service interruptions shall be addressed in accordance with Division 01 Section 010000 “General Requirements.
1.9 ADJACENT FACILITIES AND PROPERTIES
A. Examination:
1. After Effective Date of the Contract and before Work at site is started, Contractor, COR, and ILANG personnel shall make thorough examination of pre-existing
Contract No. W91SMC19P6009 01 31 13-5 COORDINATION conditions including existing buildings, structures, and other improvements in vicinity of Work, as applicable, which might be damaged by construction operations. Periodic reexamination shall be jointly performed to include, but not limited to, cracks in structures, settlement, leakage, and similar conditions.
2. Record observations for signature of COR and Contractor.
B. Documentation:
1. All photography shall be taken with a digital camera:
a. The Contractor shall be required to photographically document all phases of the project including pre-construction, construction, and post-construction site conditions and progress. Project photographs shall be taken on a weekly basis beginning immediately after Notice to Proceed (NTP), in advance of construction activities, and continuing throughout the project until final acceptance has been formerly obtained from the Contracting Officer.
b. Weekly photographs shall be taken utilizing digital technology. A minimum of fifteen (15) color exposures shall be taken weekly, ensuring that every aspect of the site and adjacent properties as well as the interior and exterior of all new or impacted structures is documented. The COR reserves the right to select the locations and/or vantage points from which the photographs will be taken as well as the actual content of the photographs.
A minimum of four photographs shall be taken from the identical vantage point and same direction each interval to facilitate a time motion sequence, as directed by the COR.
c. Digital photographs shall have a minimum resolution of 1152 864 pixels.
Digital images shall be archived utilizing the MS Office Picture Manager.
d. All project photographs shall be labeled with the following information:
1) Project name.
2) Date and time photo was taken.
3) Photographer’s name.
4) Caption (30 characters max).
5) Description.
6) Location and/or area designation.
7) Schedule activity number as appropriate.
e. Digital images shall be delivered on compact disc(s) which are individually labeled with the project/Government’s name week and year images were produced, and contract number, unless an alternate delivery method is approved by the COR.
f. All photographs shall be delivered to the COR office within five (5) business days of being taken.
2. Submit two (2) copies of photographs or other records documenting examination for COR’s signature. COR will review, sign, and return one (1) record copy of
Contract No. W91SMC19P6009 01 31 13-6 COORDINATION every observation document and photograph to Contractor to be kept on file in Contractor’s field office as site records.
3. These observations and photographs are intended for use as indisputable evidence in ascertaining whether and to what extent damage occurred as a result of Contractor’s operations, and are for protection of adjacent property Governments, Contractor, and Government.
1.10 ILANG FACILITIES
A. Comply with Division 01 Section 01 00 00 “General Requirements.”
B. Operation of Existing Facilities:
1. The existing Building 728 site will be occupied during construction. Schedule and conduct activities to enable adjacent facilities and site improvements to operate continuously.
2. Conduct Work outside regular working hours on prior written consent of COR to meet Project schedule and avoid undesirable conditions.
3. Do not proceed with Work affecting a facility’s operation without obtaining COR’s advance approval of the need for and duration of such Work.
1.11 PHYSICAL CONDITIONS
A. Exercise reasonable care to verify locations of existing subsurface structures and Underground Facilities.
B. Thoroughly check immediate and adjacent areas subject to excavation by visual examination (and by electronic metal and pipe detection equipment, as necessary) for indications of subsurface structures and Underground Facilities.
C. Make exploratory excavations where existing Underground Facilities or structures may potentially conflict with proposed Underground Facilities or structures. Conduct exploratory excavations in presence of COR and sufficiently ahead of construction to avoid possible delays to Contractor’s Work.
1.12 REFERENCE POINTS AND SURVEYS
A. Locations/dimensions and elevations/datums are shown on Drawings with respect to existing conditions. Refer to FAR 52.236-17, “Layout of Work.”
B. Dimensions for lines and elevations for grades of structures, appurtenances, and utilities are indicated on Drawings, together with other pertinent information required for laying out Work. If conditions vary from those indicated, notify COR immediately, who will make minor adjustments required.
C. COR may perform checks to verify accuracy of Contractor’s layout Work and that completed Work complies with Contract Documents.

D. Any existing survey points or other control markers destroyed without proper authorization will be replaced by Government at the Contractor’s expense.
E. Contractor’s Responsibilities:
1. Provide additional survey and layout required.
2. Locate and protect reference points prior to starting site preparation.
3. Notify COR at least three working days in advance of time when grade and line to be provided by others will be needed.
4. Check and establish exact location of existing facilities prior to construction of new facilities and any connections thereto.
5. In event of discrepancy in data or staking provided by COR, request clarification before proceeding with Work.
6. Preserve and leave undisturbed control staking until COR has completed checks it deems necessary.
7. Re-establish reference points resulting from destruction by Contractor’s operations.
8. Retain professional land surveyor registered in state of Project who shall perform or supervise surveying necessary for additional construction staking and layout.
9. Maintain complete accurate log of survey Work as it progresses as a Record
Document.
10. On request of COR, submit documentation.
11. Provide competent employee(s), tools, stakes, and other equipment and materials as COR may require to:
a. Establish control points, lines, and easement boundaries.
