About this file

This is a specifications attachment document for an informal competitive solicitation issued by the California Department of Rehabilitation (DOR) for vending machines to be installed at the Westley SRRA Southbound location. The procurement requires four types of vending machines: one hot drink coffee vending machine, one ice cream vending machine, three snack vending machines, and three drink vending machines. The specification document details exact brand and model requirements for each machine type, including the USI Evoke Hot Coffee Vending Machine, Fastcorp ice cream DIVI FC01-2, AMS Snack Sensit 3 Outsider High Security, and Vendo Live Display Model 721CDL001. Suppliers must deliver all equipment within 35 calendar days after receipt of order, with machines fully installed and operational upon delivery. The solicitation permits equivalent substitute items if bidders clearly describe how offerings differ from referenced brands, subject to state approval of equivalency.

All vending machines must comply with applicable federal, state, and local regulations including ADA accessibility standards, Underwriters Laboratories safety standards, California energy efficiency regulations, EPA/DOE Energy Star standards, and ANSI/NSF food and beverage standards. Machines must feature 110/120 VAC electrical service with GFCI protection, front-access loading, removable coin and bill boxes, snap-in currency acceptors, MEI bill validators and coin mechanisms, hardened security components, and plexiglass security overlays. Suppliers must provide 90 days of free labor and parts from installation date, including setup, programming, training, and warranty repairs, and must honor all manufacturer warranties with on-site service where applicable. Suppliers are responsible for coordinating with the visually impaired operator to confirm machine configuration and delivery requirements, including any necessary security clearance, and must identify all proposed subcontractors who must comply with manufacturer recommendations and state procurement requirements.
