SECTION 011000 – SUMMARY

PART 1 - GENERAL

1.1 SUMMARY

A. Section Includes:

1.2 PROJECT INFORMATION

A. Project Identification: Bureau of Land Management – Imperial DAM Water Tank Replacement

B. Project Location: Imperial Dam Recreation Area, located in Winterhaven, CA, Imperial County

1.3 WORK COVERED BY CONTRACT DOCUMENTS

A. The Work consists of the following:

1. The contractor is responsible to obtain all required permits and certifications required by the State of California, the California State Water Resources Control Board (SWRCB) and any other federal, state, or local jurisdictions to complete this project. All documentation preparation and fees are the responsibility of the contractor.

2. The Contractor shall engage a licensed Professional Engineer registered in the State of California to complete the permitting process, certifying construction, and ensuring compliance with all applicable regulations of the California State Water Resources Control Board (SWRCB) and other state and local agencies. The Engineer shall be responsible for:

a. Preparing draft permit documentation and submitting approved documentation and all required permit applications, including but not limited to:

• Water Supply Permit in accordance with SWRCB requirements.

• Construction General Permit for stormwater management.

• Any applicable environmental impact assessments under the California Environmental Quality Act (CEQA).

• Any other local, county, or state permits necessary for project execution.

b. Coordinating with the appropriate regulatory agencies to address permitting requirements and respond to any requests for additional information.

c. Ensuring that all submittals, technical reports, and compliance documentation meet state and local regulatory standards.

d. Providing technical expertise for compliance with California Drinking Water Regulations, including necessary water quality testing, system design review, and operational compliance.

e. Assisting the Contractor in ensuring that all construction activities remain compliant with permitting conditions throughout the project.

Failure to secure the required permits or comply with state regulatory requirements due to inadequate coordination with a licensed Professional Engineer shall be the sole responsibility of the Contractor, and any associated costs or delays shall not be grounds for claims against the Government.

3. Construct an 85,000-gallon steel potable water tank. The tank's dimensions must accommodate a 1-foot freeboard when filled to its maximum capacity. Alternative dimensions may be considered to enhance cost-effectiveness and construction efficiency, subject to government approval.

4. The existing 85,000-gallon water tank, with approximate dimensions of 30 feet in diameter and 17 feet in height (cylindrical shape), will need to be demolished, removed, and properly disposed of.

B. The project will be executed under a single prime contract.

1.4 USE OF PREMISES

A. The contractor will have limited access to the premises for construction activities, as defined by the contract limits shown on the drawings.

B. The contractor shall schedule, and sequence operations required to complete the work, including coordination with other trades as necessary to meet the contractor's requirements. The work should be scheduled in a manner that prevents delays in overall construction and allows for the proper installation of all components.

C. The contractor shall limit the use of premises to the areas within the contract limits as indicated.

No disturbance to areas beyond the designated work zones is permitted.

D. The contractor shall conduct operations in a manner that minimizes inconvenience to the public.

Site closures will only be allowed with prior specific approval from the government.

1.5 WORK RESTRICTIONS

A. On-Site Work Hours: Work shall be generally performed during normal business working hours of 6 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.

B. Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the Government. Submit requests at least 48 hours in advance of the work to the Contracting Officer for approval.

C. No signs or advertisements (except those specified) shall be displayed on the construction site or within the premises unless approved by the Contracting Officer.

D. Existing Utilities

1. Existing Utilities: Notify Contracting Officer and utility companies of proposed locations and times for excavation.

2. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.

3. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.

E. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:

1. Notify Contracting Officer not less than two days in advance of proposed utility interruptions.

2. Do not proceed with utility interruptions without Government’s written permission.

1.6 SPECIFICATION FORMATS AND CONVENTIONS

A. Specification Format: The Specifications are organized into Divisions and Sections using the CSI/CSC's "MasterFormat" numbering system.

1. Division 01 – General Requirements: Sections in Division 01 govern the execution of the Work of all Sections in the Specifications.

B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.

These conventions are as follows:

1. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate.

Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.

2. Imperative mood and streamlined language are generally used in the Specifications.

Requirements expressed in the imperative mood are to be performed by Contractor.

Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.

a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

C. Terminology: All references to “Owner” shall be replaced with the term “Government” or “Contracting Officer” (when referring to the person acting for the Government). All references to “Architect” shall be replaced with the term “Contracting Officer”.

SECTION 012500 - SUBSTITUTION PROCEDURES

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.

1.2 SUMMARY

A. Section includes administrative and procedural requirements for substitutions.

B. Related Requirements:

1. Section 016000 "Product Requirements" for requirements for submitting comparable product submittals for products by listed manufacturers.

1.3 DEFINITIONS

A. Substitutions: Changes in products, materials, equipment, and methods of construction from those required by the Contract Documents.

1. Substitutions for Cause: Changes proposed by Contractor that are required due to changed Project conditions, such as unavailability of product, regulatory changes, or unavailability of required warranty terms.

2. Substitutions for Convenience: Changes proposed by Contractor or Owner that are not required to meet other Project requirements but may offer advantage to Contractor or Government.

1.4 ACTION SUBMITTALS

A. Substitution Requests: Submit documentation identifying product or fabrication or installation method to be replaced. Include Specification Section number and title and Drawing numbers and titles.

1. Substitution Request Form: Use form provided in Project Specifications.

2. Documentation: Show compliance with requirements for substitutions and the following, as applicable:

a. Statement indicating why specified product or fabrication, or installation method cannot be provided, if applicable.

b. Coordination of information, including a list of changes or revisions needed to other parts of the Work and to construction performed by Owner and separate contractors that will be necessary to accommodate proposed substitution.

c. Detailed comparison of significant qualities of proposed substitutions with those of the Work specified. Include annotated copy of applicable Specification Section.

Significant qualities may include attributes, such as performance, weight, size, durability, visual effect, sustainable design characteristics, warranties, and specific features and requirements indicated. Indicate deviations, if any, from the Work specified.

d. Product Data, including drawings and descriptions of products and fabrication and installation procedures.

e. Samples, where applicable or requested.

f. Certificates and qualification data, where applicable or requested.

g. List of similar installations for completed projects, with project names and addresses as well as names and addresses of architects and owners.

h. Material test reports from a qualified testing agency, indicating and interpreting test results for compliance with requirements indicated.

i. Detailed comparison of Contractor's construction schedule using proposed substitutions with products specified for the Work, including effect on the overall Contract Time. If specified product or method of construction cannot be provided within the Contract Time, include letter from manufacturer, on manufacturer's letterhead, stating date of receipt of purchase order, lack of availability, or delays in delivery.

j. Cost information, including a proposal of change, if any, in the Contract Sum.

k. Contractor's certification that proposed substitution complies with requirements in the Contract Documents, except as indicated in substitution request, is compatible with related materials and is appropriate for applications indicated.

l. Contractor's waiver of rights to additional payment or time that may subsequently become necessary because of failure of proposed substitution to produce indicated results.

3. Government's Action: If necessary, Government will request necessary information or documentation for evaluation within 7 days of receipt of a request for substitution.

Government will notify Contractor of acceptance or rejection of proposed substitution within 15 days of receipt of request, or 7 days of receipt of additional information or documentation, whichever is later.

a. Forms of Acceptance: Change Order, Construction Change Directive, or Architect's Supplemental Instructions for minor changes in the Work.

b. Use product specified if Architect does not issue a decision on use of a proposed substitution within time allocated.

1.5 QUALITY ASSURANCE

A. Compatibility of Substitutions: Investigate and document compatibility of proposed substitution with related products and materials. Engage a qualified testing agency to perform compatibility tests recommended by manufacturers.

1.6 PROCEDURES

A. Coordination: Revise or adjust affected work as necessary to integrate work of the approved substitutions.

1.7 SUBSTITUTIONS

A. Substitutions for Cause: Submit requests for substitution immediately on discovery of need for change, but not later than 15 days prior to time required for preparation and review of related submittals.

1. Conditions: Government will consider Contractor's request for substitution when the following conditions are satisfied. If the following conditions are not satisfied, Architect will return requests without action, except to record noncompliance with these requirements:

a. Requested substitution is consistent with the Contract Documents and will produce indicated results.

b. Substitution request is fully documented and properly submitted.

c. Requested substitution will not adversely affect Contractor's construction schedule.

d. Requested substitution has received necessary approvals of authorities having jurisdiction.

e. Requested substitution is compatible with other portions of the Work.

f. Requested substitution has been coordinated with other portions of the Work.

g. Requested substitution provides specified warranty.

h. If requested substitution involves more than one contractor, requested substitution has been coordinated with other portions of the Work, is uniform and consistent, is compatible with other products, and is acceptable to all contractors involved.

B. Substitutions for Convenience: May be considered on a limited basis.

C. Substitutions for Convenience: Not Allowed

PART 2 - PRODUCTS (Not Used)

SECTION 012600 - CONTRACT MODIFICATION PROCEDURES

1.1 SUMMARY

A. Section includes administrative and procedural requirements for handling and processing Contract modifications.

1.2 MINOR MODIFICATIONS IN THE WORK

A. Government will issue supplemental instructions authorizing minor modifications in the Work, not involving adjustment to the Contract Sum or the Contract Time

1.3 PROPOSAL REQUESTS

A. Government-Initiated Proposal Requests: Government will issue a detailed description of proposed modifications in the Work that may require adjustment to the Contract Sum or the Contract Time. If necessary, the description will include supplemental or revised Drawings and Specifications.

1. Proposal Requests issued by Government are for information only. Do not consider them instructions either to stop work in progress or to execute the proposed modification.

2. Within time specified in the Proposal Request and after receipt of the Proposal Request, submit a quotation estimating cost adjustments to the Contract Sum and the Contract Time necessary to execute the modification.

a. Include a list of quantities of products required or eliminated and unit costs, with total amount of purchases and credits to be made. If requested, furnish survey data to substantiate quantities.

b. Indicate applicable taxes, delivery charges, equipment rental, and amounts of trade discounts.

c. Include costs of labor and supervision directly attributable to the modification.

d. Include an updated Contractor's Construction Schedule that indicates the effect of the modification, including, but not limited to, modifications in activity duration, start and finish times, and activity relationship. Use available total float before requesting an extension of the Contract Time.

B. Contractor-Initiated Proposal Requests: If latent or unforeseen conditions require modifications to the Contract, Contractor may propose modifications by submitting a request for a modification to Government.

1. Include a statement outlining reasons for the modification and the effect of the modification on the Work. Provide a complete description of the proposed modification.

Indicate the effect of the proposed modification on the Contract Sum and the Contract Time.

2. Include a list of quantities of products required or eliminated and unit costs, with total amount of purchases and credits to be made. If requested, furnish survey data to substantiate quantities.

3. Indicate applicable taxes, delivery charges, equipment rental, and amounts of trade discounts.

4. Include costs of labor and supervision directly attributable to the modification.

5. Include an updated Contractor's Construction Schedule that indicates the effect of the modification, including, but not limited to, modifications in activity duration, start and finish times, and activity relationship. Use available total float before requesting an extension of the Contract Time.

6. Comply with requirements in Division 01 Section "Product Requirements" if the proposed modification requires substitution of one product or system for product or system specified.

C. Proposal Request Form: Use forms provided by Government.

1.4 MODIFICATION PROCEDURES

A. On Government's approval of a Proposal Request, the Government will issue a Modification for signatures of Government Representative and Contractor.

SECTION 013100 – PROJECT MANAGEMENT AND COORDINATION

1.1 SUMMARY

A. Section includes administrative provisions for coordinating construction operations on Project including, but not limited to, the following:

1. Definitions.

2. Informational submittals.

3. Coordination procedures.

4. Coordination drawings.

5. Project meetings.

6. Requests for Interpretation (RFIs).

7. Digital project management procedures.

8. Environmental coordination.

9. Permits.

B. See Division 01 Section "Execution Requirements" for procedures for coordinating general installation and field-engineering services, including establishment of benchmarks and control points.

1.2 DEFINITIONS

A. Request for Interpretation (RFI): Request from Contractor seeking interpretation or clarification of the Contract Documents.

1.3 INFORMATIONAL SUBMITTALS

A. Subcontract List: Prepare a written summary identifying individuals or firms proposed for each portion of the Work, including those who are to furnish products or equipment fabricated to a special design. Include the following information in tabular form:

1. Name, address, telephone number, and email address of entity performing subcontract or supplying products.

2. Number and title of related Specification Section(s) covered by subcontract.

1.4 COORDINATION PROCEDURES

A. Coordinate construction operations included in different Sections of the Specifications to ensure efficient and orderly installation of each part of the Work. Coordinate construction operations, included in different Sections that depend on each other for proper installation, connection, and operation.

1. Schedule construction operations in sequence required to obtain the best results where installation of one part of the Work depends on installation of other components, before or after its own installation.

2. Make adequate provisions to accommodate items scheduled for later installation.

3. Where availability of space is limited, coordinate installation of different components to ensure maximum performance and accessibility for required maintenance, service, and repair of all components, including mechanical and electrical.

B. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of attendees at meetings.

C. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities and activities of other contractors to avoid conflicts and to ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:

1. Preparation of Contractor's Construction Schedule.

2. Preparation of the Schedule of Values.

3. Installation and removal of temporary facilities and controls.

4. Delivery and processing of submittals.

5. Progress meetings.

6. Preinstallation conferences.

7. Project closeout activities.

8. Startup and adjustment of systems.

9. Commissioning activities.

1.5 COORDINATION DRAWINGS

A. Coordination Drawings: Prepare Coordination Drawings if limited space availability necessitates maximum utilization of space for efficient installation of different components or if coordination is required for installation of products and materials fabricated by separate entities.

1. Content: Project-specific information, drawn accurately to scale. Do not base Coordination Drawings on reproductions of the Contract Documents or standard printed data. Include the following information, as applicable:

a. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, and electrical systems.

b. Indicate dimensions shown on the Contract Drawings and make specific note of dimensions that appear to be in conflict with submitted equipment and minimum clearance requirements. Provide alternate sketches to Government for resolution of such conflicts. Minor dimension changes and difficult installations will not be considered changes to the Contract.

c. Indicate space requirements for routine maintenance and for anticipated replacement of components during the life of the installation.

d. Show location and size of access doors required for access to concealed dampers, valves, and other controls.

1.6 PROJECT MEETINGS

A. General: Schedule and conduct meetings and conferences at Project site, unless otherwise indicated.

1. Attendees: Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify Government of scheduled meeting dates and times.

2. Agenda: Prepare the meeting agenda. Distribute the agenda to all invited attendees.

3. Minutes: Record significant discussions and agreements achieved. Distribute the meeting minutes to everyone concerned, including Government, within three days of the meeting.

B. Preconstruction Conference: Schedule a preconstruction conference before starting construction, at a time convenient to the Government, but no later than 15 days after execution of the Agreement. Hold the conference at Project site or another convenient location. Conduct the meeting to review responsibilities and personnel assignments, review required work, project drawings, specifications, construction schedules, payroll, payments, and administrative provisions of the Contract. Be prepared to summarize and explain procedures planned for the project and present specified preconstruction submittals.

1. Attendees: Authorized representatives of Government, and their consultants; Contractor and its superintendent; major subcontractors; suppliers; and other concerned parties shall attend the conference. All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work. The mechanical and electrical subcontractors attendance will be required.

2. Agenda: Discuss items of significance that could affect progress, including the following:

c. Critical work sequencing and long-lead items.

d. Designation of key personnel and their duties.

3. Minutes: Record and distribute meeting minutes.

C. Preinstallation Conferences: Conduct a preinstallation conference at Project site before each construction activity that requires coordination with other construction.

1. Attendees: Installer and representatives of manufacturers and fabricators involved in or affected by the installation and its coordination or integration with other materials and installations that have preceded or will follow, shall attend the meeting. Advise Government of scheduled meeting dates.

2. Agenda: Review progress of other construction activities and preparations for the particular activity under consideration, including requirements for the following:

a. Contract Documents.

b. Options.

c. Related RFIs.

d. Related Modifications.

e. Purchases.

f. Deliveries.

g. Submittals.

h. Review of mockups.

i. Possible conflicts.

j. Compatibility problems.

k. Time schedules.

l. Weather limitations.

m. Manufacturer's written recommendations.

n. Warranty requirements.

o. Compatibility of materials.

p. Acceptability of substrates.

q. Temporary facilities and controls.

3. Record significant conference discussions, agreements, and disagreements, including required corrective measures and actions.

4. Reporting: Distribute minutes of the meeting to each party present and to parties who should have been present.

5. Do not proceed with installation if the conference cannot be successfully concluded.

Initiate whatever actions are necessary to resolve impediments to performance of the Work and reconvene the conference at earliest feasible date.

D. Progress Meetings: Conduct progress meetings at weekly intervals. Hold the meetings at the project site. Coordinate dates of meetings with preparation of payment requests. Additional progress meetings may be requested by either the Government or Contractor.

1. Attendees: In addition to representatives of Government, each contractor, subcontractor, supplier, and other entity concerned with current progress or involved in planning, coordination, or performance of future activities shall be represented at these meetings.

All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work.

2. Agenda: Review and correct or approve minutes of previous progress meeting. Review other items of significance that could affect progress. Include topics for discussion as appropriate to status of Project.

a. Contractor's Construction Schedule: Review progress since the last meeting.

Determine whether each activity is on time, ahead of schedule, or behind schedule, in relation to Contractor's Construction Schedule. Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the Contract Time.

1) Review schedule for next period.

b. Review present and future needs of each entity present, including the following:

1) Interface requirements.

2) Sequence of operations.

3) Status of submittals.

4) Deliveries.

5) Off-site fabrication.

6) Access.

7) Site utilization.

8) Temporary facilities and controls.

9) Work hours.

10) Hazards and risks.

11) Progress cleaning.

12) Quality and work standards.

13) Status of correction of deficient items.

14) Field observations.

15) RFIs.

16) Status of proposal requests.

17) Pending changes.

c. Minutes: Record the meeting minutes.

d. Reporting: Distribute minutes of the meeting to each party present and to parties who should have been present.

e. Schedule Updating: Revise Contractor's Construction Schedule after each progress meeting where revisions to the schedule have been made or recognized. Issue revised schedule concurrently with the report of each meeting.

1.7 REQUESTS FOR INFORMATION (RFIs)

A. Procedure: Immediately on discovery of the need for information of the Contract Documents, and if not possible to request interpretation at Project meeting, prepare and submit an RFI in the form specified.

1. RFIs shall originate with Contractor. RFIs submitted by entities other than Contractor will be returned with no response.

2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in Contractor's work or work of subcontractors.

B. Content of the RFI: Include a detailed, legible description of item needing interpretation and the following:

1. Project name.

2. Date.

3. Name of Contractor.

4. Name of Government Representative

5. RFI number, numbered sequentially.

6. Specification Section number and title and related paragraphs, as appropriate.

7. Drawing number and detail references, as appropriate.

8. Field dimensions and conditions, as appropriate.

9. Contractor's suggested solution(s). If Contractor's solution(s) impact the Contract Time or the Contract Sum, Contractor shall state impact in the RFI.

10. Contractor's signature.

11. Requested date for response.

12. Attachments: Include drawings, descriptions, measurements, photos, Product Data, Shop

Drawings, and other information necessary to fully describe items needing interpretation.

Include dimensions, thicknesses, structural grid references, and details of affected materials, assemblies, and attachments on attached sketches.

C. RFIs: Provided by Government

1. Identify each page of attachments with the RFI number and sequential page number.

D. Government's Action: Government will review each RFI, determine action required, and return

it. Allow 21calendar days for Government's response for each RFI. RFIs received after 1:00 p.m. will be considered as received the following working day.

1. The following RFIs will be returned without action:

a. Requests for approval of submittals.

b. Requests for approval of substitutions.

c. Requests for approval of Contractor’s means and methods.

d. Requests for coordination information already indicated in the Contract

Documents.

e. Requests for adjustments in the Contract Time or the Contract Sum.

f. Requests for interpretation of Government's actions on submittals.

g. Incomplete RFIs or RFIs with numerous errors.

2. Government's action may include a request for additional information, in which case Government's time for response will start again.

E. On receipt of Government's action, update the RFI log and immediately distribute the RFI response to affected parties. Review response and notify Government within 7 days if Contractor disagrees with response.

F. RFI Log: Prepare, maintain, and submit a tabular log of RFIs organized by the RFI number.

Submit log weekly. Include the following:

1. Project name.

2. Name and address of Contractor.

3. Name and address of Government’s Representative.

4. RFI number including RFIs that were dropped and not submitted.

5. RFI description.

6. Date the RFI was submitted.

7. Date Government's response was received.

8. Identification of related bilateral or unilateral modifications, extensions, and changes in scope, as appropriate.

1.8 DIGITAL PROJECT MANAGEMENT PROCEDURES

A. Use of Architect's Digital Data Files: Digital data files of Architect's BIM model CAD drawings will be provided by Architect for Contractor's use during construction.

1. Digital data files may be used by Contractor in preparing coordination drawings, Shop Drawings, and Project record Drawings.

2. Architect makes no representations as to the accuracy or completeness of digital data files as they relate to Contract Drawings.

3. Digital Drawing Software Program: Contract Drawings are available in Autodesk Revit or AutoCAD 2018.

4. At completion of Project, provide digital archive in format that is readable by common desktop software applications in format acceptable to Government. Provide data in locked format to prevent further changes.

B. PDF Document Preparation: Where PDFs are required to be submitted to Architect, prepare as follows:

1. Assemble complete submittal package into a single indexed file incorporating submittal requirements of a single Specification Section and transmittal form with links enabling navigation to each item.

2. Name file with submittal number or other unique identifier, including revision identifier.

3. Certifications: Where digitally submitted certificates and certifications are required, provide a digital signature with digital certificate on where indicated.

1.9 ENVIRONMENTAL COORDINATION

A. Contractor’s Environmental Manager: Designate an on-site party responsible for overseeing the Contractor’s conformance to environmental goals for the project and implementing procedures for environmental protection.

1. Qualifications: Minimum 3 years Construction experience on projects of similar size and scope; with environmental procedures similar to those of this project; must be familiar with environmental regulations applicable to construction operations.

2. Responsibilities: Responsibilities shall include:

a. Ensure compliance with applicable Federal, State, and local environmental regulations, including maintaining required documentation.

b. Implement the Waste Management Plan(WMP).

c. Present an overview of environmental issues and summarize site specific procedures relating to management plans at the Preconstruction conference.

d. Provide training for Contractor personnel in accordance with their position requirements.

e. Monitor and document environmental procedures.

B. Perform project quality control in accordance with specified requirements including:

1. Quality Requirements.

2. Regulatory Requirements.

3. Construction Waste Management.

4. Compliance with environmental regulations: As specified in Regulatory Requirements.

Submit Contractor 40 CFR employee training records upon request of Government.

C. Provide documentation for environmental procedures as specified herein and in accordance with approved Waste Management Plan, IAQ Management Plan, and Storm Water Pollution Prevention Plan.

1.10 PERMITS

A. General:

1. Permits and Responsibilities: The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the work.

2. For the purpose of this contract the Contractor will not be considered an agent of the Government. Therefore, the Contractor will comply with the appropriate Federal, State and local laws.

B. Coordination with Agency(ies) with Jurisdiction Issuing Permits

1. Contact the Agency(ies) with Jurisdiction as needed and sufficiently in advance to avoid delaying the work: Coordinate meetings, reporting requirements, inspections, or any other requirements.

SECTION 013200 – CONSTRUCTION PROGRESS DOCUMENTATION

1.1 SUMMARY

A. Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:

1. Contractor's Construction Schedule.

2. Submittals Schedule.

3. Daily construction reports.

4. Field condition reports.

B. See Division 01 Section "Photographic Documentation" for submitting construction photographs.

A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources.

1. Critical activities are activities on the critical path. They must start and finish on the planned early start and finish times.

2. Predecessor Activity: An activity that precedes another activity in the network.

3. Successor Activity: An activity that follows another activity in the network.

B. CPM: Critical path method, which is a method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of Project.

C. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.

D. Float: The measure of leeway in starting and completing an activity.

E. Fragnet: A partial or fragmentary network that breaks down activities into smaller activities for greater detail.

F. Major Area: A story of construction, a separate building, or a similar significant construction element.

1.3 SUBMITTALS

A. Submittals Schedule: Submit electronic (pdf) copy of schedule. Arrange the following information in a tabular format:

1. Scheduled date for first submittal.

2. Specification Section number and title.

3. Submittal category (action or informational).

4. Name of subcontractor.

5. Description of the Work covered.

6. Scheduled date for Governments final release or approval.

B. Preliminary Network Diagram: Submit electronic (pdf) copy, large enough to show entire network for entire construction period. Show logic ties for activities.

C. Contractor's Construction Schedule: Submit electronic (pdf) copy of initial schedule, large enough to show entire schedule for entire construction period.

1. Submit an electronic copy of schedule, using software indicated, labeled to comply with requirements for submittals. Include type of schedule (Initial or Updated) and date on label.

D. CPM Reports: Concurrent with CPM schedule, submit electronic (pdf) copy of each of the following computer-generated reports. Format for each activity in reports shall contain activity number, activity description, cost and resource loading, original duration, remaining duration, early start date, early finish date, late start date, late finish date, and total float in calendar days.

1. Activity Report: List of all activities sorted by activity number and then early start date, or actual start date if known.

2. Logic Report: List of preceding and succeeding activities for all activities, sorted in ascending order by activity number and then early start date, or actual start date if known.

3. Total Float Report: List of all activities sorted in ascending order of total float.

E. Daily Construction Reports: Submit electronic (pdf) copy at weekly intervals.

F. Field Condition Reports: Submit electronic (pdf) copy at time of discovery of differing conditions.

1.4 COORDINATION

A. Coordinate preparation and processing of schedules and reports with performance of construction activities and with scheduling and reporting of separate contractors.

B. Coordinate Contractor's Construction Schedule list of subcontracts, Submittals Schedule, progress reports, payment requests, and other required schedules and reports.

1. Secure time commitments for performing critical elements of the Work from parties involved.

2. Coordinate each construction activity in the network with other activities and schedule them in proper sequence.

1.5 SUBMITTALS SCHEDULE

A. Preparation: Submit a schedule of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, resubmittal, ordering, manufacturing, fabrication, and delivery when establishing dates.

1. Coordinate Submittals Schedule with list of subcontracts, the Schedule of Values, and Contractor's Construction Schedule.

2. Submit concurrently with the first complete submittal of Contractor's Construction Schedule.

1.6 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL

A. Time Frame: Extend schedule from date established for the Notice to Proceed to date of Final Completion.

1. Contract completion date shall not be changed by submission of a schedule that shows an early completion date, unless specifically authorized by Modification.

B. Activities: Treat each story or separate area as a separate numbered activity for each principal element of the Work. Comply with the following:

1. Activity Duration: Define activities so no activity is longer than 30 days, unless specifically allowed by Government.

2. Procurement Activities: Include procurement process activities for the following long lead items and major items, requiring a cycle of more than 60 days, as separate activities in schedule. Procurement cycle activities include, but are not limited to, submittals, approvals, purchasing, fabrication, and delivery.

3. Submittal Review Time: Include review and resubmittal times indicated in Division 01 Section "Submittal Procedures" in schedule. Coordinate submittal review times in Contractor's Construction Schedule with Submittals Schedule.

4. Startup and Testing Time: Include required start up and testing time.

5. Substantial Completion: Indicate completion in advance of date established for

Substantial Completion and allow time for Government's administrative procedures necessary for certification of Substantial Completion.

C. Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule and show how the sequence of the Work is affected.

D. Milestones: Include milestones indicated in the Contract Documents in schedule, including, but not limited to, the Notice to Proceed, Substantial Completion, and Final Completion.

E. Contract Modifications: For each proposed contract modification and concurrent with its submission, prepare a time-impact analysis to demonstrate the effect of the proposed change on the overall project schedule.

F. Contractor's Construction Schedule Updating: At monthly intervals, update schedule to reflect actual construction progress and activities. Issue schedule one week before each regularly scheduled progress meeting.

1. Revise schedule immediately after each meeting or other activity where revisions have been recognized or made. Issue updated schedule concurrently with the report of each such meeting.

2. Include a report with updated schedule that indicates every change, including, but not limited to, changes in logic, durations, actual starts and finishes, and activity durations.

3. As the Work progresses, indicate Actual Completion percentage for each activity.

G. Distribution: Distribute copies of approved schedule to Government, separate contractors, testing and inspecting agencies, and other parties identified by Contractor with a need-to-know schedule responsibility.

1. Post copies in Project meeting rooms and temporary field offices.

2. When revisions are made, distribute updated schedules to the same parties and post in the same locations. Delete parties from distribution when they have completed their assigned portion of the Work and are no longer involved in performance of construction activities.

1.7 CONTRACTOR'S CONSTRUCTION SCHEDULE (GANTT CHART)

A. Gantt-Chart Schedule: Submit a comprehensive, fully developed, horizontal Gantt-chart-type, Contractor's Construction Schedule within 30 days of date established for the Notice of Award.

Base schedule on the Preliminary Construction Schedule and whatever updating, and feedback was received since the start of Project.

B. Preparation: Indicate each significant construction activity separately. Identify first workday of each week with a continuous vertical line.

1. For construction activities that require 3 months or longer to complete, indicate an estimated completion percentage in 10 percent increments within time bar.

1.8 REPORTS

A. Daily Construction Reports: Prepare a daily construction report recording the following information concerning events at Project site:

1. List of subcontractors at Project site.

2. Equipment at Project site.

3. Material deliveries.

4. High and low temperatures and general weather conditions.

5. Accidents.

6. Stoppages, delays, shortages, and losses.

7. Meter readings and similar recordings.

8. Orders and requests of authorities having jurisdiction.

9. Services connected and disconnected.

10. Equipment or system tests and startups.

B. Field Condition Reports: Immediately on discovery of a difference between field conditions and the Contract Documents, prepare and submit a detailed report. Submit with a request for interpretation. Include a detailed description of the differing conditions, together with recommendations for changing the Contract Documents.

1.1 SUMMARY

1.2 SUBMITTALS

A. Key Plan: Submit key plan of Project site and building with notation of vantage points marked for location and direction of each photograph. Indicate elevation or story of construction.

Include same label information as corresponding set of photographs.

B. Digital Photographs: Submit image files within 3 calendar days of taking photographs.

1. Submit photos electronically via FTP site or email (email must not exceed 20MB).

Include copy of key plan indicating each photograph's location and direction.

2. Identification: Provide the following information with each image description in file metadata tag:

a. Name of Project.

b. Name and contact information for photographer.

c. Name of Architect and Construction Manager.

d. Name of Contractor.

e. Date photograph was taken.

f. Description of location, vantage point, and direction.

g. Unique sequential identifier keyed to accompanying key plan.

3. Digital Images: Submit a complete set of digital images electronically via FTP site or email (email not to exceed 20MB). Identify electronic media with date photographs were taken. Submit images that have same aspect ratio as the sensor, uncropped.

1.3 FORMATS AND MEDIA

A. Digital Photographs: Provide color images in JPG format, produced by a digital camera with minimum sensor size of twelve (12) megapixels, and at an image resolution of not less than 3200 by 2400 pixels, and with vibration-reduction technology. Use flash in low light levels or backlit conditions.

B. Metadata: Record accurate date and time and GPS location data from camera.

C. File Names: Name media files with date, Project, and sequential numbering suffix.

1.4 CONSTRUCTION PHOTOGRAPHS

A. Take photographs using the maximum range of depth of field, and that are in focus, to clearly show the Work. Photographs with blurry or out-of-focus areas will not be accepted.
