Questions and Answers
1. I still do not see any plan pages for this project in the solicitation attachments from
SAM.gov. In the Solicitation PDF, I see on page 5 “Section C: Specifications -
Drawings” where it then says on page 8 that the specs and drawings are attached in section J. In section J (page 30), there are still no plans. Do any plans exist? Please advise.
A: Drawings have not been prepared for this project. The reference to drawings in the solicitation and specifications was an error and can be disregarded.
2. The freeboard is specified to be 1'. I'm guessing that is what the current tank has and most likely does not meet typical requirements for a water storage tank built to
California's seismic standards. I would suggest rephrasing the description to be a
"useable volume of 85,000 gallons" and that way you don't need to worry about freeboard.
A: The tank shall be engineered in compliance with the California Building Code
(CBC), American Water Works Association (AWWA) standards, and applicable seismic design criteria. The final required freeboard shall be determined based on seismic sloshing calculations in accordance with AWWA D100/D103 and the CBC, or as determined by a licensed Professional Engineer.
In accordance with the project specifications (Section 011000), the Contractor shall engage a Professional Engineer licensed in the State of California to complete the permitting process, certify construction, and ensure full compliance with applicable regulations of the California State Water Resources Control Board (SWRCB) and other governing agencies.
Alternative tank dimensions may be proposed to improve cost-effectiveness or construction efficiency, provided they meet all structural, seismic, and regulatory requirements and are approved by the Government and permitting authorities.
3. Factory powder coating is referred to in 331610, but there is an entire section on coatings, 099713, that are not powder coatings but are relevant to field coatings. Bolted tanks will be powder coated at the factory. Please advise.
A: Section 331610 applies to factory-applied powder coatings on bolted tank panels.
Section 099713 governs field-applied coatings for repairs or supplemental work.
Coordination between both sections is required to ensure full coverage and long-term protection.
4. Has a Geotech report been prepared? I see a reference to Geotechnical data in document 003132 but can't find much else. Please advise.
A: A geotechnical investigation report has not been prepared for this project. The
Contractor shall engage a Professional Engineer licensed in the State of California to complete the permitting process, certify construction, and ensure compliance with all applicable regulations. This includes preparing a geotechnical investigation report as required by permitting authorities, addressing seismic considerations and all necessary foundation design parameters. The Contractor is responsible for obtaining and utilizing this data as part of the foundation design submittal and overall permitting process.
5. I think your estimate top end of $500k might be too low given that removal and disposal of the existing tank is included. The removal and disposal did not mention any foundation nor documentation of the disposal. I'm assuming there is a foundation given the width to height ration is not greater than a general rule of thumb of 2:1, but
I usually worked in high seismic zones. Please advise.
A: The Government considers the estimated project magnitude reasonable based on the intended scope. The existing tank foundation is to be demolished and removed as part of the contract. The contractor will be required to provide a foundation submittal that conforms to the design criteria of the selected tank manufacturer and meets the requirements of all permitting authorities in the State of California.
6. There are references to a well pump section and booster pump pressure system, but the general description in Section 011000 Summary, 1.3. para 3 & 4, do not indicate any pumps, etc. and the referenced well pump and booster pump sections are not included in the Table of Contents. Please advise.
A: The new water tank shall be equipped with a float switch control system to regulate water level. The existing system includes a pump located in the adjacent water well within the Imperial Dam Long Term Visitor Area, which supplies water to the tank. The Contractor shall reconnect all electrical and telemetry components as necessary to restore full system functionality.
7. The description of the tank is essentially volume, and I assume that bolted tanks are acceptable as there is a spec for bolted tanks. It might be good to clarify that in the summary. Please advise.
A: A bolted, cylindrical steel tank is acceptable, provided it meets all design requirements. Alternative configurations or dimensions may be considered, subject to permitting authorities and Government approval.
8. Are there specific bid bond forms required for the Imperial Dam Potable Water Tank
Replacement Solicitation No. 140L625B0006?
A: Yes. Please see the requirements listed in Section L-8.
