About this file

This is a technical specifications document issued by the State of California for the procurement of pasta products and egg noodles intended for use by State institutions. The specification establishes requirements for enriched and whole wheat dry pasta products, including small elbows, rotini, spaghetti, tagliarini, fettuccine, and egg noodles. Products must be packaged in commercially acceptable containers ranging from 4 to 30 pounds per unit package, with shipping containers not exceeding 50 pounds net weight. All products must maintain a minimum shelf life of 120 calendar days post-delivery, with the period commencing upon facility acceptance. The document does not specify response dates, bidder conferences, site visits, award dates, or contract term information, as it focuses exclusively on product specifications and acceptance criteria.

Products must comply with all applicable Federal and State regulations, including 21 CFR 110 Current Good Manufacturing Practices and FDA guidelines limiting trans-fat to less than 0.5 grams per serving. All pasta products must be manufactured using semolina or a blend of semolina and durum flour as the predominant ingredient, with small elbows, rotini, and spaghetti requiring at least 51 percent whole wheat flour enriched with natural wheat nutrients. Egg noodles must contain a minimum of 5.5 percent egg solids and be enriched per 21 CFR 139.155 standards. Analytical requirements specify maximum moisture and ash content of 13 percent and 2.0 percent respectively, with minimum protein content of 12.0 percent for enriched pasta and 13 percent for egg noodles. All egg-derived ingredients must be certified salmonella-free and processed in accordance with applicable USDA and FDA regulations. Suppliers are responsible for bearing laboratory testing costs if products fail inspection or testing at delivery.

3.2 Required Product Characteristics.

The acceptable dimensions represent average target production values. Actual values for a production lot may vary in accordance with industry standards due to manufacturing equipment, product ingredients, and particular standard deviations applied by manufacturers, i.e., tolerances indicated by the products literature shall not be considered in the technical evaluation.

3.2.1 Small Elbow, Rotini, and Spaghetti pasta shall be manufactured using flour with at least 51% whole wheat, enriched with the natural nutrients (niacin, iron, thiamine, riboflavin, etc.) present in whole wheat at the same proportion.

3.2.1.1 Macaroni, Elbow Form, Small.

The unit of small elbow macaroni shall be elbow-shaped with the dimensions indicated in Table 1.
