About this file

This document is an Attachment 2 - Specification Response Matrix related to a federal contract opportunity for Marine Mammal Boats. The document provides detailed technical specifications that offerors must respond to, including requirements for boat dimensions, performance characteristics, weight capacity, fuel capacity, and other design parameters. Offerors must provide specific values for each specification item and indicate whether they "Comply" or "Comply w/Exceptions" with the requirements. Any exceptions must be accompanied by notes providing rationale and proposed alternative approaches.

The related federal contract opportunity is for the procurement of Marine Mammal Boats under Solicitation Number N6426725Q5007. The Naval Warfare Center Corona Division is conducting market research and seeking capability statements from potential Historically Underutilized Business Zone (HUBZone) sources. Respondents must provide company information, business size, estimated pricing and lead times, and comments on the draft Statement of Work. Responses are due by 3:00 PM PDT on 29 October 2024.

SPECIFICATION RESPONSE MATRIX

NOTES & INSTRUCTIONS:

Offerors to submit Attachment 2 with response for parameters identified in the Specification (See Section J).

1. Where specific parameters or other technical information are required in the Specification (indicated by red text in the Specification), Offerors shall fill in the specific parameters/information for their proposed design for each boat configuration (as applicable) in this attachment and include supporting data in Vol I as directed. At bottom Offerors shall respond with 'Comply' to indicate their design meets all Specification requirements; or 'Comply w/Exceptions' to indicate disagreement with any specific section of the Specification.

2. A response of 'Comply w/Exceptions' shall be accompanied by amplifying notes in the 'Offeror's Notes' section at bottom, providing rationale for any exceptions. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.

3. A response is required for each Specification section identified herein. The Government reserves the right to evaluate incomplete responses as non-compliant with the Specification and unacceptable for Factor 1 (Technical Approach).
