About this file
This is a technical specification document for five Ground Utility Vehicles (UTVs) to be procured by the Department of Navy through a GSA-assisted acquisition via Request for Quote RFQ47QMCA26Q0063. The vehicles must be 2-door, 4-wheel drive utility vehicles with a flatbed (minimum 56 inches wide by 82 inches long) equipped with foldable sides, enclosed cab with heating, and either a half-door kit or full solid doors. Each vehicle requires a minimum 18-horsepower diesel engine compatible with JP8 fuel, continuously variable transmission, 1500-pound towing capacity with front and rear 2-inch receiver hitches, and emergency braking systems. The vehicles must meet air transportation requirements for C-130, C-17, and C-5 aircraft certification per MIL-STD-209K and be capable of sling load transport by CH-53, with proper ATTLA certification documentation required prior to delivery.
The specification mandates detailed marking and identification requirements including stenciled USN registration numbers (3-inch height), LIFT HERE and TIE DOWN markings (1-inch height) in flat black with olive drab green D-rings, tire pressure markings, and JP-8 fuel tank identification. The vehicles must be painted Olive Drab Green #34094 with a minimum 4-mil primer and urethane finish with corrosion-resistant coatings, and include accessories such as spare tire/wheel assembly, fire extinguisher, LED lighting system, and winch-mounted electrical systems. Vendors must deliver comprehensive technical manuals (operator, maintenance, parts, and service) in both paper and electronic PDF formats within 30 days of award, along with one complete set of manuals with each vehicle. A 60-month powertrain warranty beginning upon government acceptance, one sustainment parts package per vehicle, and delivery coordination through NAVFAC EXWC in Port Hueneme, California are required, with deliveries limited to Monday through Thursday between 0800 AM and 1400 PM local time.
