About this file

This is a Technical Specification document issued by the State of California for Inclement Weather Protective Ensembles to be procured by CAL FIRE. The specification establishes minimum requirements for jacket and pants sets designed to protect personnel from rain, snow, and wind during operational responses including floods, snow removal, traffic control, and incidents involving secondary hazards such as downed trees or power lines. The ensemble consists of a jacket with either an attached or detachable hood and pants available in either a bib-style or standard design with integrated suspenders. The document provides detailed technical requirements for fabric composition, construction standards, protective features, and dimensional specifications, with a tolerance of ±5% applied to all measurements.

The specification requires the ensemble to meet multiple industry standards and codes, including OEKO-TEX Standard 100, EN 343:2019, ASTM standards for flame and arc resistance (F1891, D6413, F1930, F1959), and ANSI/ISEA 107 for high-visibility safety apparel. Jackets must feature fluorescent yellow/lime and black two-tone coloring with silver retroreflective trim, an adjustable hood accommodating hard hats, expansion pockets, hand warmer pockets, a dedicated radio pocket on the left chest, microphone tabs, and adjustable cuffs. Pants must be black with retroreflective trim near the ankle and below the knee, side leg openings with zipper closures for boot accommodation, adjustable cuff closures, and 1.5-inch-wide suspenders. All garments require arc-rated, waterproof, and moisture-breathable fabric with an Arc Thermal Performance Value of at least 31 cal/cm² and sealed seams using bi-component ePTFE-based tape. Each garment must include a barcode and/or QR code for tracking purposes placed inside the jacket. This specification was initially released on September 9, 2025.
