About this file

This is a Statement of Specification for USDA-ARS tractor lease procurement 1232SA26Q0248, requesting bids for agricultural equipment to support the Prairie du Sac research station in Wisconsin. The USDA-ARS seeks a one-year base lease term (03/10/2026-03/09/2027) with four optional renewal years through 03/09/2031 for three new tractors: two 2026 Case IH Magnum 405 AFS Connect tractors (or equivalents) with 340+ horsepower and one 2026 Case IH Magnum 295 AFS Connect tractor (or equivalent) with 295+ horsepower. The larger tractors will be used to pull Jamesway triaxle manure tankers for liquid manure application, while the medium-sized tractor will handle balers, planters, and sprayers. All tractors must feature 4-wheel drive with dual tires, power shift transmissions, air conditioning, CAT4 heavy duty drawbars, 1000 rpm PTO, engine block heaters, suspended front axles, high-capacity hydraulic pumps, and open APIs for ISO controller data transfer and WAAS guidance capability.

The lease agreement must include annual service with 48-hour response times for service calls, full warranty coverage, replacement with new machines at the beginning of each option year, and all operating costs except GPS accuracy subscriptions. Usage is limited to 600 hours per year per tractor, with tires included in lease costs and no additional annual technology or recurring software fees permitted. The larger tractors require six front weights and five hydraulic remotes; the medium tractor requires five front weights and five hydraulic remotes. Delivery to Prairie du Sac Agricultural Research Station (S8822 Sunset Drive, Prairie du Sac, WI) is required before March 10, 2026, or as negotiated. Quotes should include all fees, delivery charges, and credit card surcharges. Technical questions should be directed to Dennis Hancock (dennis.hancock@usda.gov, 608-574-0711), and contract questions to Tucker Davis (tucker.davis@usda.gov).

Statement of Specification 1232SA26Q0248- FY26 Tractor Lease with Four Option Years

Project: Tractor Leases

2.0 Background:

The USDA-ARS Prairie du Sac research station needs to lease two tractors with the horsepower required to haul manure tankers that inject the manure into the soil. We don’t currently have tractors with the horsepower to handle pulling the tankers. We also need to lease a tractor with the computer system capable of interfacing with the controllers on our fertilizer applicator and pesticide sprayer. We don’t currently have tractors with those capabilities. The ability to seamlessly move data to any platform and across platforms is crucial. Open Application Programming Interfaces (APIs) for data transfer and sharing info/data from ISO controllers and monitors are essential.
