About this file

This Statement of Work (SOW) details the Air Force Services Center's requirement for a cloud-based entry access control solution for Air Force Fitness Centers across CONUS and OCONUS installations. The primary objectives are to provide controlled access during unstaffed facility hours for military personnel, DoD civilians, retirees, and dependents, utilizing a Commercial-off-the-Shelf (COTS) system that integrates with the existing Smartnet Access Control Ecosystem. The solution must track facility usage, be contractor-maintained, and include software updates and security patches.

The SOW outlines specific maintenance requirements, including preventative and corrective maintenance after the first-year warranty period. Preventative maintenance includes yearly site visits, equipment updates, camera maintenance, and 24/7 Help Desk Support. Corrective maintenance involves site visits to replace parts and maintain normal operations. The contractor is responsible for providing comprehensive training on the system's capabilities, creating documentation, and supplying training manuals to Fitness Center staff. All generated documentation, data, and software will become U.S. Government property, with the contractor required to provide electrical copies upon contract termination.

Statement of Work (SOW) Entry Access for Omni Fitness Centers

1. OBJECTIVES:

The Air Force Services Center (AFSVC) is seeking a Commercial-off-the Shelf (COTS) cloud- based access control solution to implement controlled access to Air Force (AF) Fitness Centers.

The overall objective of the Fitness Access Program requirement is to provide access during unstaffed facility hours for all authorized military patrons, including DoD civilians, retirees and dependents. System shall be cloud-based, capable of integrating into the existing on premise Smartnet Access Control Ecosystem, utilize a shared cardholder database, track facility usage during staffed and unstaffed hours, and be contractor maintained and managed. The contractor shall be responsible for software updates, security and critical update patches as well as providing ATO Development Support to the Government.

2. DESCRIPTION OF SERVICES:

AFSVC/VMS and AFSVC/VCA requires cloud-based entry access control system and video equipment upgrades to the current Fitness and Child & Youth Access Program throughout the Department of the Air Force Fitness and CYP portfolios. Without these hardware and software upgrades, connectivity to a cloud-based system will not be possible. These upgrades allow Fitness and CYP to accomplish requirements outlined in DoDI 1015.10 (Military Morale, Welfare, and Recreation (MWR) Programs), and DAFI 34-114 (FITNESS, SPORTS, AND WORLD CLASS ATHLETE PROGRAM). Further, as each base-level Fitness and CYP operations utilizes the Smartnet-configured cloud-based entry access and video surveillance (hardware and software) to accomplish the relevant tasks required in DoDI

1015.10. and DAFI 34-114, utilizing the same provider to perform the upgrades ensures maximum system maintenance travel scheduling efficiencies, system connectivity and seamless access as military members, DoD civilians, retirees, and dependents travel from installation to installation. Additionally, Smartnet is required to maintain the legacy access control and video systems until upgraded/transitioned.

3. BACKGROUND:
