About this file
This Statement of Work (SOW) details the requirements for a Liquid Petroleum Gas (LPG) contract for the United States Air Force Academy (USAFA) at three locations: USAFA, Farish Recreational Area, and Bullseye Airfield. The Service Provider (SP) must supply, install, and maintain propane storage tanks, with responsibilities including delivering and connecting tanks to government distribution piping, ensuring all tanks are new or reconditioned (manufactured within 20 years), and providing continuous equipment operation and maintenance.
Key contract specifications include 24-hour emergency delivery capabilities with a four-hour response time, monthly service reporting, quarterly maintenance logs, and compliance with OSHA and NFPA regulations. The existing infrastructure consists of 13 contractor-owned tanks ranging from 500 to 1,000 gallons across various buildings and facilities. The contract has a planned tank replacement transition period from July 21-31, 2025, with a total annual propane usage of approximately 19,669.4 gallons. The Blanket Purchase Agreement (BPA) ceiling is set at $350,000.00, covering propane delivery and tank management services for the USAF Academy's operational and training requirements.

1.0 INTRODUCTION
This Statement of Work (SOW) establishes the Level of Effort (LOE) work to be performed by the Contractor to provide Liquid Petroleum Gas (LPG), including the supply, installation, and maintenance of propane storage tanks, as well as the recurring delivery and filling of tanks to support designated locations.
1.1 Background
This requirement is initiated to procure Liquid Petroleum Gas (LPG) to support the ongoing operational and training requirements of the USAF Academy and associated facilities. It serves as a continuation of previous efforts aimed at ensuring a reliable and efficient LPG supply. This effort consolidates the procurement under a single agreement to streamline management and logistics, ensuring compliance with all relevant federal, state, and local regulations, and aligning with long-term strategic goals for facility utility management.
1.2 Scope
This SOW defines the roles and responsibilities of the Service Provider (SP) in providing propane storage tanks (SP-owned) and regular deliveries to fill these tanks. The SP will supply all management, tools, vehicles, equipment, and labor to deliver Liquid Petroleum (LP) gas services at three locations: USAF Academy (USAFA), Farish Recreational Area, and Bullseye Airfield. The responsibilities include delivering and connecting tanks to government distribution piping, providing necessary accessories, and ensuring all propane storage tanks are new or reconditioned with a date-of-manufacture not exceeding 20-years. Continuous operation and maintenance of all SP equipment are required for the agreement duration.
2.0 LPG STORAGE TANKS AND DELIVERY
The SP shall provide and maintain propane storage tanks and deliver LPG to designated locations within USAFA premises. This section outlines the necessary tasks to ensure effective and continuous propane supply.
2.1 Storage Tank Installation and Maintenance
The SP shall install, maintain, and ensure compliance of all SP-owned tanks with all pertinent regulations, including local, state, federal regulations, OSHA Standard 29 CFR 1910.110, and NFPA regulations.
2.1.1 Installation
The SP shall install propane storage tanks at the designated locations. Installation must ensure secure connection to government distribution piping and include all necessary accessories, such as level indicators, shut-off valves, pressure safety valves, and pressure regulators.
2.1.2 Maintenance
The SP shall perform regular maintenance on all tanks to ensure continuous operation.
Maintenance shall include leak testing, inspection of accessories, and any required repair work.
Tanks should be kept in an appealing appearance, consistently painted, and properly labeled.
2.1.3 Compliance
All installations and maintenance activities must adhere to applicable regulations, including local, state, and federal guidelines, along with OSHA and NFPA standards, to ensure safety and compliance.
2.2 Delivery
The SP shall provide delivery as required to ensure an uninterrupted supply of propane at all designated locations. No one other than an authorized caller or the Contracting Officer is authorized to place calls against this agreement. No calls shall exceed $25,000.00.
2.2.1 Delivery
The SP shall deliver LPG to maintain adequate propane levels without causing service interruptions. USAFA Contracting Officer Representatives (COR) and/or Authorized Callers will determine refills necessary based on weather conditions and usage patterns.
2.2.2 Emergency Services
The SP shall offer 24-hour emergency delivery capabilities. Contact information for emergency personnel shall be provided to the Academy prior to the agreement start and be updated as necessary. The emergency response time should be within four hours of notification.
2.2.3 Coordination of Tank Replacements
In cases where existing tanks need replacement due to age or other factors, the SP shall coordinate the transition, ensuring minimal service disruption. Transition must be completed between 21 July 2025 and 31 July 2025, with thorough leak testing post-installation.
2.3 New or Modified tanks
In instances where new tanks or modifications to existing tanks are required, the SP shall provide timely estimates and plans for the requested changes.
2.3.1 New Service Requests
For any new propane service requirements, the SP shall submit a detailed plan and cost estimate to the USAFA Contracting Officer and/or COR for approval.
2.3.2 Modification of Existing Equipment
When modifications to current equipment are needed, the SP shall propose a plan outlining the changes, expected impacts, and cost estimates for the duration of the agreement.
2.4 Reporting and Documentation
The SP shall maintain thorough documentation of all activities, including installation, maintenance, delivery schedules, and emergency service responses.
2.4.1 Monthly Reports
The SP shall submit monthly reports detailing propane levels, delivery schedules, maintenance activities, and any incidents or emergency responses.
2.4.2 Transition Plan Documentation
Prior to the tank replacement phase, the SP shall provide a detailed transition plan and schedule, coordinated with the current propane provider, and submit it to the USAFA Contracting Officer.
The SP shall follow these tasks and subtasks and will ensure they provide regular, reliable, and uninterrupted propane delivery. Finally, the SP will also provide tank maintenance IAW all Federal/State/Local requirements at all locations identified in the SOW, at the USAF Academy.
