STATEMENT OF WORK
SCHUYLER OTIS BLAND LIBRARY
Library Circulation Desk
U.S. MERCHANT MARINE ACADEMY
KINGS POINT, NEW YORK
August 10, 2026 Prepared by Jan M. Edmiston
U.S. DEPARTMENT OF TRANSPORTATION
MARITIME ADMINISTRATION
U.S. MERCHANT MARINE ACADEMY
BACKGROUND
The United States Merchant Martine Academy (USMMA) is an agency of the Maritime Administration (MARAD) managed by the United States Department of Transportation.
The USMMA is listed on the National Register of Historic Places. Therefore, all work shall be consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties (36 CFR part 68) http://www.nps.gov/tps/standards/four-treatments/treatment-guidelines.pdf.
All work shall meet or exceed the standards provided in the Secretary of the Interior’s Standards for Rehabilitation and guidelines for applying the standards published by the National Park Service, U.S. Department of the Interior 36 CFR 67.7 - Standards for rehabilitation.
The Schuyler Bland Memorial Library is located on the campus of the USMMA in building
17. The Library circulation desk, all component parts, and supplies will be delivered to the library, and installation will be carried out in the library.
The Library Circulation Desk is the first thing that patrons see when they walk into the library, and so it should have a good appearance and match the existing furnishings. The library recently had a refresh in which the furniture on the main floor was replaced having a Kensington maple style and color wood finish. A new circulation front desk of a very strong and durable quality and having a Kensington maple color finish to match the existing décor is needed.
A critical need for the library is that the circulation desk needs to be constructed of solid wood to withstand the heavy use and materials placed on the desk surface. At the end of each trimester, thousands of library books are returned within a two-three day period. Books are stacked high on the circulation desk for sorting and check-in by library staff members. Desk-tops and surfaces need to be strong enough to support the possibility of people sitting on the top of the work stations, or leaning up against the desk. A minimum weight capacity of 300 pounds is essential.
Additionally, the top of the circulation desk must be strong enough to hold up to daily pushing books and other materials across the top of the desk. Laminate materials will not hold up to this heavy use. A stained, solid wood or quarried stone material is needed to withstand this level of daily use. Plastic or laminate surfaces are not sufficient for this level of use.
The desk needs to accommodate all of the standard functional needs of the library which the current, worn-out and falling apart desk provides. Specifically, a standing height work station to support a computer, barcode scanner, and receipt printer with a desk height of 39” is needed. A second computer workstation capable of supporting a computer and barcode scanner with a desktop measuring a standard 32” from the floor is needed.
SCOPE
The vendor shall deliver all components of the new library circulation desk to the Schuyler Bland Memorial Library at the United States Merchant Marine Academy (USMMA). The vendor shall disassemble and remove the existing circulation desk and dispose of it at an off-campus location in accordance with all applicable federal, New York State, and local laws and regulations. The vendor shall assemble and install the new circulation desk in the library circulation area at the location designated by the Library Contracting Officer's Representative
(COR).
