Configuration/Layout: The SOW specifies a standing-height workstation (39"), a seated workstation (32" AFF), and a full-height storage unit within the 17.5-18 ft straight front section but does not indicate the intended left-to-right sequence or arrangement of these elements. Can the Government provide a preferred layout, or confirm that the arrangement is at the offeror's discretion?
The layout includes a corner section on the far right-hand side (from the staff side of the desk) featuring a lockable two-door cabinet with adjustable shelving. Immediately to the left of the corner section should be the seated workstation. To the left of the seated workstation, there should be a storage section with open shelving and lockable drawers at the top. The standing-height workstation should be located to the left of this storage section, near the center of the desk. The sections to the left of the standing-height workstation should provide a combination of open shelving and drawers. See the attached pictures of the existing desk. The new desk should have the same basic design, except that the section currently having a book drop would be replaced by open shelving.
Overall Desk Depth: The SOW specifies a 30" depth for patron-facing worksurfaces but does not provide an overall footprint depth for the desk, including back-of-house storage and staff knee space. Can the Government provide this dimension?
The overall depth of the desk shall be 30 inches. Standard knee clearance of approximately 24 – 30 inches shall be provided at both the seated and standing workstations. The design should maximize storage capacity, with shelf depths ranging from 22 to 28 inches and drawer depths ranging from 18 to 23 inches.

Technical
Seated Workstation Depth: Item 7 of the Deliverables excludes the seated workstation from the standard 30" depth requirement but does not specify an alternate depth. Can the Government provide the required depth for this workstation?
The seated workstation shall have the same 30-inch depth as the other workstations. However, the work surface shall be set at a standard seated work height rather than the 39-inch standing height used for the remainder of the circulation desk.
none
Technical
Drawer/Storage Quantities: The SOW calls for "lockable drawers" and "open adjustable storage compartments" but does not specify quantities or bank sizing. Can the Government provide the number of drawers and storage compartments required?
There should be four locking drawers in the circulation desk. The far-right section (staff side) should include a two-door lockable cabinet with adjustable interior shelving. The storage section between the seated and standing workstations should have two lockable drawers at the top and open shelving below. The storage section to the left (from the staff side) of the standing workstation should also include two lockable drawers at the top, with adjustable open shelving beneath. All remaining sections should feature adjustable open shelving. See the attached pictures of the existing desk. The new desk should have the same basic design, except that the section currently having a book drop would be replaced by open shelving.
Electrical/Data Requirements: Given that integrated cable and wire management is a stated deliverable, can the Government specify the number and location of electrical outlets and data drops needed at each workstation?
There are two electrical outlets at the standing workstation, one electrical outlet at the seated workstation, and one electrical outlet on the right-hand side of the desk. The desk needs to support data drops at both the standing workstation and the seated workstation. The wire management system shall accommodate cabling for a computer, monitor, keyboard, barcode scanner, and receipt printer at the standing workstation. At the seated workstation, the wire management system shall accommodate all of the same equipment except the receipt printer. Additionally, the desk shall accommodate two charging stations for handheld sensitizers.
ADA Compliance: As this is a public-facing service point, can the Government confirm whether an ADA-compliant transaction point (typically 36" or lower) is required, and if so, its location within the desk run?
ADA-compliance is not required.
none
Technical
Patron-Side Detail: Can the Government confirm whether a transaction shelf, kick space, or modesty panel is required on the public-facing side of the desk?
A kick space should be provided on the bottom of the front (i.e. patron side) of the desk. A separate transaction shelf is not required. The front of the circulation desk shall be closed and shall not include space for patron seating. Since the front of the desk should be closed, as in the pictures of the existing desk, an additional modesty panel is not required.
none

Period of Performance: Section C of the solicitation (Attachment 3) states work must be completed within 14 calendar days after award, while the Statement of Work (Attachment 2) states 15 calendar days. Can the Government confirm which timeframe governs?
The period of performance specified in the SOW is revised to 60 days from the date of award.
Change to the SOW

Period of performance. The SOW calls for completion within 15 calendar days of award. Solid hardwood has to be delivered, acclimated in the shop, built, finished, and allowed to cure before delivery. For a desk this size, with lockable drawers, a full-height storage unit, and a finish matched to Kensington Maple, that is a 45-day process. Would the Academy consider a period of performance of 45 calendar days after award? We can remove the existing desk and install on whatever schedule the library prefers within that window.
Please see the response to Question 8.

Technical
Alternatively, are there project requirements that would require us to use only New York-based labor, local union personnel, or other jurisdiction-specific workforce requirements?
Please see Attachment 4 of the solicitation. Rates shall be based on Service Contract Act Wage Determination (WD) No. 2015-4157.

Items brought in through the loading dock would need to fit into the library’s passenger elevator or be carried up the stairs. We do not have a freight elevator.
