About this file
This is a Statement of Work (SOW) for the Lone Cone Chinking Project issued by the US Department of Agriculture (USDA) for maintenance work on a log cabin located on the Grand Mesa, Uncompahgre, and Gunnison National Forest on the Norwood Ranger District near Norwood, Colorado.
The contractor is required to perform exterior maintenance chinking and repair work on the Lone Cone Cabin, a late-1940s log structure that serves as a rental facility in summer months and an outfitter cabin in winter months. Specific technical requirements include: preparing exterior log surfaces for optimal adhesion by washing or light sanding to remove dust, dirt, loose wood fibers, and oils; chinking all horizontal and vertical logs on the exterior to ensure full contact and eliminate air pockets; repairing woodpecker holes and rodent damage using appropriate wood filler materials that repel moisture and rodents; and applying clear coat or stain as necessary. The project is estimated to take 2-4 weeks for completion. The contractor will have access to the cabin site approximately 25 miles southeast of Norwood, with water (non-potable) and electricity available on site. Optional lodging at the cabin may be permitted pending approval from the Rec Staff Officer, Krystina Smith. Key deliverables include a Proposed Project Plan due within five business days of contract award and weekly status reports due every Friday by 3:00 PM EDT documenting tasks, issues, and problem resolutions. The Contracting Officer's Representative (COR) is John Hidy, with primary contacts being James (Todd) Axtell (COR) and Krystina Smith (POC). No security requirements, data rights, Section 508 compliance, travel costs, or attachments are specified.

Project Lone Cone Chinking Project
General Information
1.0 Scope of Work
The Lone Cone Cabin is a rental facility in the summer months and an outfitter cabin in the winter months located on the Grand Mesa, Uncompahgre, and Gunnison National Forest on the Norwood Ranger District. This is a log cabin built in the late 1940s. There are large gaps between the logs and holes from woodpeckers throughout the exterior of the cabin.
This has allowed rodents and other bugs to infest the cabin’s interior. The cabin needs maintenance, specifically chinking and filling in holes in the exterior logs to prevent further damage.
2.0 Background
It is unknown when the last time any chinking maintenance was done on this cabin. However, it is apparent that the Lone Cone Cabin is in dire need of this service and this should be scheduled on 15–20-year basis or when needed.
Contractor Requirements
3.0 Technical Requirements / Tasks
Contractor is required to prepare exterior log surface to ensure optimal adhesion. The joints between lots must be clean and free of all contaminants, including dust, dirt, loose wood fibers, and uncured oils, which requires washing or light sanding. Chink all horizontal and vertical logs on the exterior structure of the cabin. Ensure chinking material makes full contact with logs for proper adhesion and to eliminate any air pockets.
Contactor is to repair any holes in the logs (i.e. woodpeckers, mice, etc.) with appropriate wood filler/material that can repel moisture and rodents. Apply clear coat/stain where necessary or appropriate for finishing the chinking work.
Contractors will be observed by COR (John Hidy) on a regular basis during the project to ensure specifications are being met to the standard agreed to.
4.0 Government Furnished
Contractor will need access to the Lone Cone Cabin, which is located about 25 miles southeast of Norwood, CO off County Road 49G. There is water (not potable) and electricity on site. Use of the cabin could be permitted to the contractor during this service depending on timeframe of chinking/maintenance work on the cabin. Permission to stay in the cabin will need to be granted by the Rec Staff Officer on the district, Krystina Smith.
5.0 Deliverables / Schedule
• Contractor is required to provide a Proposed Project Plan before any work is implemented, and written progress reports on a weekly basis for the extent of the project (estimating 2-4 weeks for completion). The progress report shall identify any problems that arose and a statement explaining how the problem was resolved. The contractor is to check in with the COR (John Hidy) if there are any questions that come up during work on the cabin, especially if there is a unique circumstance or problem applying chinking material/maintenance to the cabin.
