52.212-2 Evaluation -- Commercial Items (Oct 2014)

Addenda - Evaluation

Offers that do not respond to all requirements in the solicitation may be rejected without further evaluation, deliberation, or discussion. The Government reserves the right to award without discussions. Determination for award will be made on a Best Value basis in accordance with FAR 13.106, price and other factors considered (technical & past performance). The Government reserves the right to make an award to other than the lowest priced quote if another superior technical submission, or a submission indicating a reduced performance risk, warrants paying a premium. As non-price factors are evaluated closer to one another between quotes, price will become more significant. Furthermore, the Government reserves the right to award no order at all, depending on the quality of the quotes, the availability of funding and the continued existence of the requirement.

The offers must contain a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. Past Performance records shall contain enough information to evaluate the relevance and quality as it relates to the requirements in the solicitation.

Options: The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within _30_ working days, excluding Saturday, Sunday and Holidays.
