About this file

This is a Generator Refueling Plan for Emergency Outages at Rock Island Arsenal (RIA) in Rock Island, Illinois, effective July 2026. The plan serves as an addendum to the primary scope of work for fuel delivery and addresses the requirement to refuel real property generators during electrical outages until service is restored. The Directorate of Public Works (DPW) will determine the estimated duration of power outages and affected facilities, excluding facilities requiring portable generators. The fuel station located on RIA is the vital source for acquiring fuel needed to refill additional generators.

The plan implements tiered response protocols based on outage duration. For outages estimated at less than four hours, DPW will monitor circumstances and coordinate with the Bulk Petroleum Officer (BPO) and Fuel Delivery contractor for post-restoration refueling. For outages lasting more than four but less than eight hours, DPW notifies both the Fuel Delivery contractor and BPO to prepare refueling personnel for same-day operations, with the Base Operations Support (BOSS) contractor tasked to monitor generator fuel levels and report requirements. For outages exceeding eight hours, DPW assigns BOSS contractor responsibility for overseeing fuel levels across all critical facility generators and coordinating refueling needs with DPW, the Fuel Delivery Contractor, and BPO. Extended outages may experience fuel availability constraints due to limited fuel trucks, mobile tanker refueling time (approximately one hour per refill), or requirements to refuel the diesel fuel storage tank, requiring DPW to implement curtailment measures as needed.

Generator Refueling Plan for Emergency Outages

Rock Island Arsenal, Rock Island, IL

July 2026

1. Purpose and Scope:

The Generator Refueling Plan for Emergency Outages addresses the requirement to refuel real property generators at Rock Island Arsenal (RIA) as needed until the emergency outage is resolved. This plan is an addendum to the primary scope of work for fuel delivery and will only be enacted in emergent situations. A copy of the RIA Mission Critical Generator Refueling Plan will be provided to the successful offeror upon award.

The purpose of this plan is to identify necessary actions, efforts, and resources required to refuel generator systems in the event of an electrical outage.

A list of generators can be found in Attachment 1, Generator List - Rock Island.

2. Generator Refueling Plan:

2.1. Execution:

This plan shall be implemented when a zoned or base wide power outage occurs.

2.2. Initial Assessment:

The Directorate of Public Works (DPW) shall determine the estimated duration of the power outage and facilities affected. Facilities requiring portable generators will not be included in this plan. The fuel station, which is vital for acquiring the fuel needed to refill additional generators, is located on the RIA.

2.3. Post Assessment Actions:

Power outage is estimated to be less than four hours:

a. DPW will actively monitor the circumstances and ensure ongoing communication with Bulk Petroleum Officer (BPO), who operates the fuel station. Following the restoration of power, DPW through the Base Operations Support (BOSS) contractor, will contact the Fuel Delivery contractor and provide an estimate of the fuel necessary for topping off each generator. The Fuel Delivery contractor will provide a date and time for refueling. If the outage duration estimate changes, DPW will implement the segment of this plan that fits with the updated duration.

Power outage is estimated to be more than four but less than eight hours:

a. DPW will notify the Fuel Delivery contractor and the BPO that an outage is projected to last more than four hours but less than eight hours so that they can task the refueling personnel to be prepared for same day refueling operations.

b. DPW will task the BOSS contractor to monitor generator fuel levels and report refueling requirements to DPW, Fuel Delivery contractor, and BPO for action.

c. If the outage duration changes, DPW will implement the segment of this plan that fits with the updated duration.

2.4. Refueling Plan:

Power outage is estimated to be greater than eight hours:

a. DPW will notify the Fuel Delivery contractor and BPO that an outage is projected to last more than eight hours so they can task the refueling personnel to be prepared for same day, multi-trip, and potentially multi-day refueling operations.

b. The DPW will assign the BOSS contractor the responsibility of overseeing fuel levels in all critical facility generators. The contractor will communicate any refueling needs to both DPW, the Fuel Delivery Contractor, and the BPO for necessary refueling actions.

c. In the event of a base wide power outage lasting greater than eight hours, fuel availability may become limited due to the number of fuel trucks available to complete the generator refueling mission, route running logistics (i.e. mobile tanker refueling time is one hour to refill) or requirements for refueling the diesel fuel storage tank. The timeframe is variable according to consumption rate. DPW will notify the BOSS, Fuel Delivery contractor, and BPO if a curtailment is required.
