RFP Award Evaluation

1. Contract Award

a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government. The criteria and procedures the Government will use for evaluation of proposals and source selection are described in this solicitation.

b. The Government may award the contract on the basis of initial offers received without discussions. Therefore, each initial offer should contain the publisher’s best terms from the ability to meet the selection criteria and provide the Government the best possible service and product.

2. Selection Criteria The Government will review the proposals submitted by the vendor. An on-site visit to the contractor’s plant may be conducted in order to determine their ability to perform. Since an exchange of rights constitutes consideration in a commercial enterprise publication contract, the best obtainable product and service in exchange for those rights is the primary selection criteria. The elements that the customer will be evaluation are as follows:

a. Capability; quality of production, quality of the equipment used in production, quality and amount of services offered.

b. Ability to meet contract requirements, current workload, number of copies to be delivered and the ability to deliver on time, ability to meet or beat deadlines established in the contract.

c. Experience, past performance, experience in publishing this type of publication, evidence of quality workmanship.

d. The ability of the publisher to conduct a timely and successful advertising campaign.
