Statement of Work For WPAFB Website and Maps
Title: Wright-Patterson AFB Website and Maps
1. Scope: Provide Wright-Patterson AFB information to newly-assigned, newly hired military and civilian personnel, and visitors, in the form of a publicly-accessible website, and printed and electronic format two-sided flat maps featuring Area A on one side and Area B on the other side.
2. Requirements/Salient Characteristics: The contractor shall deliver a publicly-accessible website and printed, two-sided flat maps featuring information relevant to newcomers and visitors to Wright-Patterson AFB. The supplier will update map and website information at least annually or more frequently as requested by the Contracting Officer. Electronic files will be delivered via email to: 88abw.pa.workflow@us.af.mil, and printed files will be shipped to the 88th Air Base Wing Public Affairs office at 5135 Pearson Rd, Area A Bldg 10, Room 252, WPAFB, OH 45433.
3. Publication Content:
a. The publisher agrees to use the terminology "Wright-Patterson AFB Area A" on one side of the flat map, and "Wright-Patterson AFB Area B" on the other side of the flat map.
b. Publisher further agrees not to contest ownership by the government of the foregoing terminology or make any use directly or indirectly of the names confusingly similar to names or any publication the publisher may independently produce.
c. Every flat map shall carry the following disclaimer in type not smaller than (6) point:
i."Published by _______ (name of publisher), a private firm in no way connected with the U.S. Air Force, under exclusive written contract with WrightPatterson Air Force Base. This commercial enterprise installation and area map is an authorized publication for members of the military services. Contents of the installation and area map are not necessarily the official views of, or endorsed by, the U.S. Government, the Department of Defense, or Department of the Air Force."
ii. “Everything advertised in this installation and area map shall be made available for purchase, use, or patronage without regard to race, color, religion, sex, sexual orientation, national origin, age, marital status, physical handicap, political affiliation, of any other non-merit factor of the purchaser, user, or patron.” See paragraph 6 hereof.
iii. “Content is edited, prepared, and provided by the 88th Air Base Wing Public Affairs Office, Wright-Patterson Air Force Base. Editorial copy, photographs, and approved information for inclusion in the map is property of the 88th Air Base Wing Public Affairs Office, Wright-Patterson Air Force Base, and will not be used in other publications without prior approval by the Contracting Officer or Representative.”
4. Public Affairs Requirements. The 88 ABW Public Affairs Office shall:
a. Furnish or approve all editorial copy, USAF photographs, contractor provided photographs, and line art in the map. The Public Affairs Chief or designated representative assumes responsibility for the security and accuracy of content provided.
b. Guarantee first publication and distribution rights of the editorial content.
c. Specify design and layout of content and may specify advertising layout to enhance communication effectiveness for the map.
d. Review advertisements prior to publication to ensure compliance with DOD or Air Force directives.
e. Be responsible for final proofing, accuracy and security of all content.
f. The Public Affairs representative agrees to furnish USAF photographs, in addition to contractor provided photography, editorial copy and maps at the time mutually agreed upon by the two parties. Final proofs will be reviewed and approved by the Public Affairs Chief or designated Public Affairs representative.
5. Contractor (Publisher) Requirements. The publisher shall:
a. Comply with provisions of DOD Instruction 5120.4, which may be accessed via the following link: https://www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/512004p.pdf?ver=2019-04-04-075547-667.
b. Comply with provisions of DOD eCFR32 Part 247 Newspapers, which may be accessed via the following link:

c. Include, as a minimum, a publicly-accessible website, and two-sided flat maps featuring the major areas of the base including individual base housing areas.
d. The single-sheet flat map will be approximately 15 ¾” x 11” and consist of the installation’s two major areas- Area A and Area B- as well as individual base housing areas. No advertisements shall appear on the flat map.
e. Use spot color to indicate different base areas and other significant topographical items. At least four colors shall be used.
f. Contain a disclaimer as provided in paragraph 3.c.
6. Advertising
a. Neither the publisher nor his or her representative shall solicit advertising in the name of Wright-Patterson Air Force Base or the Department of the Air Force. Active duty military and civilian personnel are prohibited from soliciting, endorsing, or accepting payment for advertisements.
b. The publisher agrees not to include in the publication any paid political advertisements for a candidate, party, or which advocate a particular position on a political issue, including advertisements advocating a position on any proposed DoD policy or policy under review, or which advocate lobbying elected officials on a specific issue.
c. The publisher shall not accept for publication advertisements that are worded or phrased to give the reader the impression the Department of the Air Force in any way endorses, guarantees, or sponsors the product or service. Advertising that discriminates or implies discrimination against any person because of race, color, religion, sex, sexual orientation, national origin, age, marital status, physical handicap, political affiliation, or any other non-merit factor of the purchaser, user, patron, shall not be carried. If a violation or rejection of this equal opportunity policy by an advertiser is confirmed, the publisher shall refuse to print advertising from that source until violation is corrected.
d. The publisher shall not accept publication or advertisements that are contrary to the law, DOD/Military regulations of poses a danger or determent to DoD Personnel or their families, of that interfere with command or installment missions.
e. The publisher shall not enter into exclusive advertising agreements with any firm, broker, or individual.
f. No commercial enterprise comic, or feature supplements shall be distributed with this publication.
g. No advertisements for bingo games or lotteries conducted by a commercial organization whose primary business is conducting lotteries.
h. The publisher shall adhere to all other restrictions established by Command. Additionally the contract will contain provisions that:
i. Specify the annual average advertising-to-editorial ratio for newspaper and magazines
ii. State that the commander’s representative will have the authority to specify advertising layout when required to enhance communication effectiveness of the publication
iii. Require the contractor to notify advertisers of all the above mentioned requirements.
i. The contractor agrees not to enter into any exclusive advertising agreement with any firm, broker, or individual for the purpose of selling advertising associated with this contract.
j. Use, where economically feasible, recycled paper for internal products.
7. Cost:
a. All proceeds from the sale of advertisements belong to the publisher, who agrees to look exclusively to such advertising sales for all publishing costs and profits, if any.
b. The publisher agrees to bear all costs and expenses for publishing the flat map and delivering to the 88th Air Base Wing Public Affairs office or designated location. It is expressly agreed that neither the United States, the commander, or his or her representatives or successors, nor Wright-Patterson Air Force Base shall be liable for any expenses or obligations incurred in publishing and/or shipping and delivering the flat map.
c. No appropriated funds of the United States shall become due or be paid to the publisher by reason of this contract.
d. The publisher shall not be required to pay money to Wright-Patterson Air Force Base, or to provide goods, services, or considerations not directly related to publishing the flat map.
8. Publication and Distribution:
a. The flat map shall be published and delivered within 6 months of contract award. The publisher shall furnish the 88th Air Base Wing Public Affairs Office a total of 8,000 copies of the flat maps. The Contracting Officer may change the number of copies furnished when necessitated by significant increases or decreases of military and civilian personnel at Wright-Patterson Air Force Base.
b. The published copies of the flat map become property of the Department of the Air Force.
c. The publisher shall not make distribution outside of the intended audience of Wright-Patterson Air Force Base.
9. Contract Terms:
a. Status of FAR Clause. “The Wright-Patterson AFB/AFLCMC/PZIOA is an element of the United States Government. This agreement is a United States Government contract authorized under the provisions Department of Defense Instructions 5120.4 as an exception to the Government Printing and Binding Regulations published by the Congressional Joint Committee on Printing. Although this contract is not subject to the Federal Acquisition Regulation (FAR) or the Defense FAR Supplement (DFARS), FAR clauses useful in protecting the interests of the Government and implementing those provisions required by law included in this contract.”
b. Option Clause.
i. “The Government may extend the term of this contract by written notice to the contractor within 15 days; provided that the Government shall give the contractor a preliminary written notice of its intent to exercise the option at least 60 days before the contract expires. The preliminary notice does not commit the government to exercise the option.” In the case of base closure or realignment, the publisher has the right to request a renegotiation of the contract.
ii. “If the Government exercises this option, the extended contract shall be considered to include this option provision.”
iii. “The total duration of this contract, including the exercise of any options under this clause, shall not exceed 6 years.”
c. Default Clause.
i. “The Government may, by written notice of default to the contractor, terminate this contract in whole or part if the contractor fails to:
| (1) Deliver the gatefold map and flat map in the quantities required or perform the services within the tie specified in this contract or any extension; |
| (2) Make progress, so as to endanger performance of this contract; |
| (3) Perform any of the other provisions of this contract.” |
ii. “if the Government terminates this contract in whole or in part, it may acquire, under the terms and in the manner the contracting officer considers appropriate, supplies or services similar to those terminated. However, the contractor shall continue the work not terminated.”
iii. “The rights and remedies of the Government in this clause are in addition to any other rights and remedies provided by law or under this contract.”
d. Termination for Convenience of the Government.
“The Contracting Officer, by written notice, may terminate this contract, in whole or in part if the services contracted for are no longer required by the government, or when it is in the Government’s interest, such as with installation closures. Any such termination shall be at no cost to the Government.” The government will use its best efforts to mitigate financial hardship on the publisher.
e. Term of Contract.
CE contracts may be entered into for an initial period up to 2 years, and may contain options to extend the contract for one or more additional periods of 1 or 2 years duration. The total period of the contract, including options, shall not exceed 6 years, after which the contract must be re-competed.
f. Exercise of Options.
Under normal circumstances, when the contractor is performing satisfactorily, options for additional periods of performance should be exercised. However, the exercise of the option is the exclusive right of the Government.
g. Modification of the Contract.
Any changes to the SOW or other terms and conditions of the contract shall be made by written contract modification and signed by both parties.
