About this file
This document is a Request for Technical Literature for Gas Flow Proportional Counters (GFPC) issued on 3/11/2024. The request requires bidders to submit descriptive marketing literature demonstrating how their Gas Flow Proportional Counters meet specific specification requirements, including paragraphs on general requirements, safety and health requirements, installation/start-up/training, delivery/handling/storage, manuals, and warranty. Bidders must provide comprehensive technical documentation that explicitly shows conformity with the solicitation specifications; failure to do so will result in bid rejection. The document emphasizes that any literature with vague conditions or pricing subject to change will not be considered for award, as the government requires firm assurance of product specifications compliance.

Request for Technical Literature
A. The bidder shall provide, with its bid, descriptive literature that has previously been used to market the
Gas Flow Proportional Counters. The literature will be used to technically evaluate the bid and shall describe how the Gas
Flow Proportional Counters meet requirements of the specification, specifically the paragraphs:
Ref. Paragraph Information Furnished
2.0 General Requirements
3.0, 5.0 Safety & Health Requirements
4.0 Installation, Start-up and Training
9.0 Delivery, Handling, Storage, Installation
10.0 Manuals
12.0 Warranty
b. The features, which must be addressed in the descriptive literature, are necessary to consider the bid responsive.
If the bidder’s preprinted literature does not show all these features, the bidder must attach a letter of supplemental information to the literature describing in detail those required features.
c. The failure of descriptive literature to show that the product offered conforms to the requirements of this solicitation will require rejection of the bid.
Conditions’, or ‘prices are subject to change without notice’ shall not be considered for an award. The government has no assurance the products offered will conform to the specification; therefore, the bid is not considered a firm bid and will not be considered for an award.
