About this file

This Statement of Work (SOW) details the requirements for procuring two Gas Flow Proportional Counter (GFPC) Systems for the Anniston Army Depot (ANAD) in Anniston, Alabama. The GFPC Systems are specified to perform nuclear counting of low energy nuclides, primarily alpha/beta emitting radioactive materials. Key technical requirements include a 2.25 in. detector with 50-sample capability, complete frontal access, integrated touch screen interface, USB communication, coated lead shield, and specific performance metrics such as gross alpha/beta count rates, 4π efficiency, and spillover limitations.

The SOW outlines comprehensive requirements for system delivery, including installation at the ANAD Radiation Safety Laboratory, manufacturer-provided on-site training, and a minimum one-year warranty covering full calibration, preventive maintenance, and repair. Delivery is scheduled between October 1, 2024, and September 30, 2025. The contractor must provide an operator manual, comply with safety regulations, and ensure the equipment meets all specified technical and operational standards. The government will conduct acceptance testing and verification upon delivery, with final acceptance contingent on meeting all specified requirements.

DESCRIPTION/WORK STATEMENT/SPECIFICATION

GAS FLOW PROPORTIONAL COUNTER

1.0 SCOPE.

This specification establishes the requirement for two (2) new Gas Flow Proportional Counter

(GFPC) Systems to be acquired and installed at Anniston Army Depot (ANAD), Anniston, AL.

The GFPC Systems will be responsible for the nuclear counting of the radioactivity of low energy nuclide (mainly alpha/beta emitting). The Contractor shall configure the equipment to provide ANAD with all functionality, capabilities and features as described herein. The

Contractor shall provide all resources necessary to prepare, provide, deliver, install, and train personnel on the functional operation and programing of the equipment that includes travel and anything else necessary for the proper functioning and operation of the equipment system.

2.0 General Requirements.

The GFPC System shall be composed of the following elements:

➢ 2.25 in. DET Gas Flow Proportional Counter (GFPC) with 50 sample capability

➢ Complete frontal access with no need to lift lead bricks to access the detector (changer slides away from lead caste).

➢ Integrated touch screen interface.

➢ USB communication protocol.

➢ Coated and bolted lead shield.

➢ Gasless Anti-Coincidence cosmic Guard detector.

➢ Gross [alpha + beta] ≤ 1.0 costs per mille (cpm), Alpha ≤ 0.10 cpm, Beta ≤ to 0.75 cpm

➢ 4π efficiency measured with a NIST traceable standard point source 5.08 x 0.3 cm (2 in x

1/8 in) planchet in 0.3 cm (1/8 in) insert.

➢ Spillover: less than or equal to 1.0% 120Po alpha into beta channel with the system adjusted for a ≤ 0.1% spillover of 90Sr beta into the alpha channel.

➢ Sample count rate of 500000 cpm with ≤ 1.5% deadtime loss.

➢ Detector plateau:

Alpha (120Po) - ≤ 2.5% slope/100 V: ≥ 800 V plateau

Beta (90Sr) - ≤ 2.5% slope/100 V: ≥ 200 V plateau

➢ Counting Time Preset adjustable between 0.2 and 9999 minutes.

➢ GFPC equipped with a universal power supply and automatically adapts to voltage and frequency: 100 V to 240 V ac at 50/60 Hz input, 60 W 5.0 A 12.0 V output.

➢ Dual stage gas regulator

➢ Workstation class computer, Windows 10 or higher 64-bit Enterprise, network adapter, 19 in. or larger LCD monitor, printer.

3.0 Safety

The GFPC System shall conform to all applicable equipment, operator and radiation safety requirements. The GFPC System shall have all radioactive caution signage as appropriate when utilizing a radioactive source.

4.0 Installation Start-Up and Training

The manufacturer shall provide installation, start-up, and thorough on-site operational training.

5.0 Safety and Health Requirements

The Equipment shall comply with CFR, OSHA limitations and control of noise levels, radiation, electromagnetic emission, noxious vapors, heat, etc. as applicable. The Equipment shall be equipped with safety devices to adequately protect the operator from all hazards incident to its operation.

6.0 Acceptance Testing and Verification. The GFPC system and equipment shall be tested and verified after delivery to Anniston Army Depot to the Radiation Safety Lab, building 16A.

7.0 Conformance. The Equipment shall meet the requirements of this Specification and conform to the Manufacturer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to, at any time during the contract period, require proof of such conformance or to inspect the Equipment to determine compliance with the requirements of this Specification.

8.0 Final Acceptance. The Government will issue a final acceptance only after the contractor successfully completes all requirements herein. Final acceptance will be at Anniston Army

Depot. Upon acceptance of all items described above, the contractor shall submit a completed

DD Form 250 for signature by the government representative, as final acceptance of the equipment required by this specification.

9.0 Delivery, Handling, Storage and Installation

The GFPC System will be delivered to the Anniston Army Depot, 7 Frankford Avenue, Anniston

Alabama Radiation Safety Laboratory, building 16A. The Contractor shall be responsible for crating and shipping the Equipment and all associated material and components if necessary.

The Contractor shall protect the Equipment from damage and weather during handling, shipping, and storage of the Equipment. The Contractor shall provide shipping details to the Government no less than two (2) weeks prior to shipment. Delivery shall be between 1 Oct 2024 and 30 Sep

2025.

10.0 Documentation

An Operator Manual shall be furnished to include operating instructions explaining preventive maintenance procedures, methods of checking the Equipment for normal safe operation and procedures for safely starting and stopping the system manually. The Operator Manual shall include the step-by-step procedures required for Equipment startup, operation and shutdown. In addition, any other documentation normally furnished with the Equipment shall be provided. All documentation shall be furnished in the English language only.

11.0 Government Furnished Equipment (GFE).

ANAD will furnish no Government equipment to the Contractor.

12.0 Warranty.

The Equipment shall be covered by a warranty. The warranty shall be for a period of not less than 1 year (12 months) and shall begin the day following Government issuance of final acceptance of the Equipment. The warranty shall provide full calibration services and preventive maintenance/repair coverage for the GFPC system and necessary components. During the warranty period, the Contractor shall be responsible for all costs, including parts, labor, travel and lodging required to complete repairs of any defects in machine material, parts or workmanship. The warranty shall be written in the Anniston Army Depot’s name.
