QUOTE PREPARATION AND EVALUATION INFORMATION
Solid State Amplifier
11 August 2021
1. Quote Preparation Instructions:
1.1 Offerors are required to meet all Request for Quote (RFQ) requirements, including terms and conditions, representations and certifications, technical, past performance, and pricing requirements.
The Government will incorporate portions of the Offerors quote submitted in response to this solicitation as revised and supplemented through the final quote revision, if applicable, into the resulting contract. The Government shall determine a quote incomplete due to exceptions taken and/or failure to comply with all specific instructions, including formatting instructions and will eliminate quote from further consideration for award. Quotes shall include all of the information requested in the specific instructions below for each quote part.
1.2 Organization: Quotes shall consist of two (2) volumes: Volume I - Technical (Factor 2), Volume II – Price, (Factor 3). Each Volume must be labeled as a separate file.
1.2.1. Past Performance: No submission required. The Supplier Performance Risk System (SPSR) application will be utilized to evaluate the Offeror’s past performance. The quality and delivery classifications identified for a supplier in SPRS will be used by the contracting officer to evaluate a supplier’s past performance under the past performance evaluation factor. SPRS classifications are generated monthly for each contractor and can be reviewed by following the access instructions in the SPRS User’s Manual found at https://www.sprs.csd.disa.mil/reference.htm. Contractors are granted access to SPRS for their own classifications only. Suppliers are encouraged to review their own classifications, the SPRS reporting procedures and classification methodology detailed in the SPRS User’s Manual, and SPRS Evaluation Criteria available from the references at https://www.sprs.csd.disa.mil/pdf/SPRS_DataEvaluationCriteria.pdf. The method to challenge a rating generated by SPRS is provided in the User’s Manual.
1.2.2. Technical Approach: The Government intends to deliver the Low Cost Emitter Demonstrator to the Contractor’s location by 30 September 2021. The Contractor will have to sign a Proprietary Non-Disclosure Agreement upon delivery (see attachment 4). The offeror's technical approach must demonstrate an understanding of all elements of work and materials required by this project. The technical approach shall include a Contractor Statement of Work (CSOW). The CSOW shall include the following:
A. Product specifications demonstrating that the quoted amplifier meets the requirements listed in the Government’s Statement of Objectives (SOO).
B. A summary of how the amplifier integration process will be accomplished. The CSOW shall address the Contractor’s approach for testing the device to ensure the transmitted signal remains the same with the increased power (500W min). The Contractor shall explain how they will provide proof to the Government that the device is fully-operational with integrated amplifier producing the same signal with a power output of ≥ 500W from the transmitter.
C. A description of measures taken to safeguard Government Furnished Property (GFP) while it’s in the offeror’s possession in accordance with FAR 45.201(c)(4).
D. A proposed completion date based on Government delivery of the Low Cost Emitter Demonstrator to the Contractor’s location by 30 September 2021.
1.2.3. Price: Complete the Standard Form (SF) 1449, Blocks 17a, 30a, 30b, and 30c. In doing so, the offeror accedes to the contract terms and conditions as written in the RFQ. Insert quoted price for CLIN 0001 using the table provided in the “Supplies or Services and Prices/Cost” section of the SF-1449.
2. Evaluation Factors for Award: Quotes will be evaluated using Trade–off Procedures. This analysis may result in award to an offeror who may not have offered the lowest price. In making this comparison, the Government is more concerned with obtaining superior Past Performance (Factor I), rather than awarding to the lowest priced. Inherent in a best value evaluation is the fact the Contracting Officer, while always mindful of price, encourages strengths through a reduction of supplier risk based on the ratings assigned in the paragraph below. However, offerors are advised that the Government may award to a higher rated offeror only if the strength(s) represent a real value or benefit to the Government. The following evaluation factors will be used in awarding a purchase order:
2.1. Factor 1 – Past Performance - SPRS Risk Rating: The Government will obtain the Offeror’s supplier risk score from SPSRS and assign a classification as defined in Table 1 below. In the case of a supplier without a supplier risk score, the supplier may not be evaluated favorable or unfavorable for its past performance history. An offeror with a strong record of past performance may be considered more advantageous to the Government than an offeror with no supplier risk score.

2.2. Factor 2 – Technical Approach: Technical Approach will be evaluated on an acceptable/unacceptable basis.
TECHNICAL ACCEPTABILITY RATING DESCRIPTION-TABLE 2
Rating Description
ACCEPTABLE Contractor Statement of Work (CSOW) meets all of the following requirements:
1. Includes product specifications demonstrating that the quoted amplifier meets the requirements listed in the Government’s Statement of Objectives (SOO).
2. Includes a summary of how the amplifier integration process will be accomplished.
The CSOW addressed the Contractor’s approach for testing the device to ensure the transmitted signal remains the same with the increased power (500W min). The
Contractor explained how they will provide proof to the Government that the device is fully-operational with integrated amplifier producing the same signal with a power output of ≥ 500W from the transmitter.
3. A description of measures taken to safeguard GFP while it’s in the offeror’s possession.
4. A proposed completion date based on Government delivery of the Low Cost Emitter
Demonstrator to the Contractor’s location by 30 September 2021.
UNACCEPTABLE Quote does not meet one or more of the CSOW requirements.
2.3. Factor 3 – Price: The total evaluated price will be the total price of all labor, materials, direct and indirect costs necessary to perform this effort as identified in the Price/ Contract Line Item CLIN Structure - Table 3 below. The total evaluated price will be evaluated to determine if the price is fair and reasonable. A price is reasonable if,. in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Offerors whose total evaluated price is unreasonable, or unrealistically high or low may not be considered for award.

3. QUOTE EVALUATION STEPS
This is a competitive best value acquisition in which Technical and Past Performance are of equal importance and when combined are significantly more important than cost or price. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, and representations and certifications, in addition to those identified as evaluation factors. The evaluation process shall proceed as follows:
Step 1: All offerors’ Past Performance Information will be extracted from the SPRS system, and each offeror will be assigned a SPRS rating classification in accordance with Table 1.
Step 2: Offerors will be assigned to groups based on SPRS rating and ranked by price with the lowest total evaluated priced offeror ranked first in each group.
Step 3: All offerors will be evaluated for technical acceptability.
Step 4: The technically acceptable quote with the highest SPRS rating and lowest total evaluated price will be the apparent successful offeror after the total evaluated price is found fair and reasonable. If the price is not fair and reasonable, price evaluation will proceed to the next offeror in the highest SPRS rating group until an apparent successful offeror is identified.
