About this file
This Performance Work Statement and Technical Specifications document describes the government's requirement to acquire a Questron QWave 1000-Watt Microwave Digestion System for the DLA Product Test Center in Philadelphia, PA. The system is needed to prepare chemically resistant and complex sample matrices—including titanium alloys, cobalt, tungsten ores, and specialty steels—for elemental analysis, supplementing the laboratory's existing Questron Vulcan S Uno digestor. The acquisition seeks to standardize the laboratory's digestion platforms for operational interoperability. The contractor must deliver a complete turnkey system with an integrated 1000-Watt magnetron (2450 MHz frequency), 56-liter stainless steel cavity, rotating carousel accommodating 12 Enhanced Volume High-Pressure (eVHP) vessels, and dual temperature control (infrared sensor and fiber optic probe) capable of reaching 260°C maximum with ±1°C accuracy. The system must include 16 total eVHP vessels (12 operational plus 4 spares) with TFM liners, over-pressure release valves, non-contact pressure monitoring (42 bar operating / 83 bar maximum), camera display, and a separated controller with color touchscreen interface utilizing the same common software control platform as the existing Questron Vulcan S Uno.
The contractor shall deliver all hardware, software, and accessories within 90 days from award, including perpetual software licensing, on-site installation and Operational Qualification (IQ/OQ) by a factory-certified Field Service Engineer (approximately 4 hours), on-site operator training for up to five personnel, and a one-year comprehensive warranty covering all parts and labor. Deliverables also include operator and service manuals in hardcopy and electronic formats, along with NIST Traceable ANSI/NCSL Z540.1 calibration certificates. Pricing must include all shipping and delivery costs (FOB Destination) and be submitted through Wide Area Workflow (WAWF). The DoDAAC for invoicing is SL0701. Delivery shall be directed to Edward Francoeur at DLA Product Test Center, 700 Robbins Street, Building 5-D, Philadelphia, PA 19111, with advance notice required. The government will provide a suitable laboratory location with a certified fume hood and required electrical utilities (208 VAC, 50/60Hz, 15A primary or 120 VAC, 20A alternative).

Performance Work Statement (PWS) & Technical Specifications
Performance Work Statement (PWS)
Questron QWave 1000-Watt Microwave Digestion System
1.0 Background
The Product Test Center requires a high-power, high-performance microwave digestion system to prepare chemically resistant and complex sample matrices, including but not limited to, titanium alloys, cobalt, tungsten ores, and various steels for elemental analysis.
This system will supplement the laboratory's existing Questron Vulcan S Uno digestor, providing a necessary capability for samples that require the high pressures and temperatures unique to microwave technology. This acquisition seeks to standardize the laboratory's digestion platforms to ensure operational interoperability.
2.0 Scope
The contractor shall provide a complete, "turnkey" Questron QWave 1000 Watt Microwave Digestion System. This includes the core instrument, all necessary high-pressure vessels and accessories, software, delivery, on-site installation by a certified technician, system verification, comprehensive operator training, and a full warranty.
3.0 Performance Requirements
The system shall meet the following minimum performance requirements:
• 3.1 Digestion Performance: The system must be capable of achieving complete and reproducible digestion of difficult-to-digest materials, specifically including Titanium 6-4, tungsten ores, and specialty steels. The resulting solution must be clear, free of particulates, and suitable for trace metals analysis.
• 3.2 Throughput: The system shall be capable of digesting a minimum of 12 samples simultaneously using the specified high-pressure vessels.
• 3.3 Safety: The system must provide maximum operator safety through multiple layers of monitoring and control, including real-time temperature and pressure control for all vessels, automatic microwave power adjustment to prevent over-pressurization, and a robust, blast-resistant cavity door.
• 3.4 Interoperability: The system must be fully compatible with the laboratory’s existing Questron equipment ecosystem. This requires a common software control platform and the ability to use interchangeable sample racks and vials post-digestion to streamline the workflow with the existing Questron Vulcan S Uno (s/n
VN24-1005).
