Attachment 2 - Project Specifications for DNR Washington County SRA Floating Docks Installation

This attachment comprises the project specifications for the Illinois Department of Natural Resources (IDNR) floating dock installation project at Washington County State Recreation Area in Nashville, Illinois. The specifications detail two primary construction divisions: Section 02889 covering floating boat docks, walkway ramps, and bridges, and Section 03300 addressing cast-in-place concrete work including formwork, reinforcing, footings, and foundation walls. The floating dock system must be completely pre-fabricated by the manufacturer and delivered ready for field assembly and installation. Approved dock manufacturers include Atlantic-Meeco Inc., Floating Docks Manufacturing Co., JW Dock Systems, ShoreMaster Inc., Sullivan Flotation Systems, and VW Docks, though contractors may propose alternative manufacturers subject to IDNR review and approval. Shop drawings sealed by a registered professional engineer licensed in Illinois must be submitted, including layout plans, detail drawings of all dock components, walkway ramps, pipe anchors, and cleats. The general contractor is responsible for assembly, installation, and protection of all components in accordance with manufacturer instructions.

The specifications establish comprehensive design load conditions and performance requirements, including dead and live loads of 30 PSF with concentrated 400-pound impacts, 20 PSF horizontal wind loads, and freeboard requirements of 16 to 24 inches under dead load and minimum six inches under full uniform live load. All structural components must meet specific material requirements, including galvanized steel frames conforming to ASTM A-36 with 3/16-inch minimum thickness, 1.1 PCF polystyrene flotation with polyethylene shells, composite or PVC decking from approved manufacturers, concrete panels with 4,000 PSI compressive strength, galvanized tie-up cleats at 6 to 8-foot intervals, and wood rub rails constructed from ACQ-treated Southern Yellow Pine. Warranties include one year from final acceptance for general contractor work, ten years for composite or PVC decking against defects and damage, and eight years for structural frames and flotation devices. The concrete work specifications require IDOT-certified concrete plants, independent laboratory testing of compression strength and slump, compliance with ACI standards, and Class A concrete with 4,000 PSI ultimate compressive strength for all exterior flatwork exposed to weathering.

C. All structural frames and flotation devices shall have a warranty of eight (8) years from the date of final acceptance. The float and its flotation material shall be 100% warranted against sinking, becoming waterlogged, cracking, peeling, fragmenting, or losing beads.

1-06. DESIGN LOAD CONDITIONS.

A. Dead loads shall consist of the entire weight of the floating structure including all accessories and appurtenances.

B. Deck surface and structural frame live load shall be equal to 30 PSF (pounds per square foot), applied to the full surface area of the deck.

Concentrated 300 pounds plus 33% impact (total 400 pounds) applied over an area 12 inches x 12 inches.

C. Loads applied to flotation units shall include all bridge and walkway loads.

D. Horizontal Loads:

1. 20 PSF horizontal wind load on all projected surfaces.

2. Impact load, 10,000 lb. craft, with a velocity of three (3) feet per second striking the end of a finger dock at 10 degrees to the centerline of that dock.

In addition, finger docks shall not have a cross slope greater than ½ inch per 3 feet width.

2. The height difference between two (2) adjacent dock units shall not be greater than 1/8 inch.

I. In order to prevent torsion, racking, and twisting, sufficient built-in torsional resistance shall be installed such that no more than three

(3) inches variation in normal freeboard per 100 feet of length, as measured in any direction, under any possible combination of specified loads, excluding wave action loads.

J. Where bridges/gangways/ramps attach to the floating structure, there shall be floats attached either under the bridge or under the end of the structure, so that the structure remains level under dead load conditions, and that there is no excessive deflection under live load conditions.

K. Structures are to be factory assembled in the largest possible shippable units. Modular structures must be designed for quick and easy assembly and disassembly, with a minimum of bolts and connections.
