About this file
This Performance Work Statement (PWS) details the requirements for replacing roof-mounted air conditioner units for four vehicles at Barksdale Air Force Base. The replacement units must meet specific technical specifications, including voltage limits of 24V, maximum length of 22.5", minimum air flow of 1500 CFM, cooling capability of 71.76 sq ft, and capacity not exceeding 24,000 BTU/Hr. The units are critical for protecting personnel from extreme temperatures during aircraft launches and maintenance, with ambient temperatures potentially reaching 100 degrees.
The PWS outlines comprehensive requirements for the new A/C units, including a minimum of 8 hours continuous runtime, an OEM service employee within 50 miles of the base, factory direct service capabilities, and a 24-month or 1,500-hour warranty. The contractor must be HVAC certified, provide all labor and materials for removal and installation of new units, and coordinate with the 20 BGS Vehicle NCO for scheduling. The procurement is set aside for small disadvantaged businesses registered in Louisiana, with a size standard of 1,250 employees, and is part of a solicitation (FA460825QS025) issued by the Department of the Air Force Global Strike Command.

09B02593 / 03B02225 / 08B03957 / 08B03964
Introduction:
This Performance Work Statement (PWS) outlines the requirements for the replacement of the current roof-mounted air conditioners unit installed on the four vehicles listed above that are currently non-operational. They are utilized to eliminate personnel’s prolonged exposure (eight+ hours) to extreme temperatures during aircraft launches and other mission critical maintenance actions. These temperatures normally average around 90 degrees with the potential to exceed 100 degrees. This could lead to dehydration, heat exhaustion, heat stroke, or even death of personnel.
Requirements:
The AC units must meet the following specifications:
o Voltage not to exceed 24V o Length not to exceed 22.5" o Air Flow at least: 1500 CFM o Must have 71.76 Sq ft of cooling capability o Capacity: not to exceed 24,000 BTU/Hr (6,048 kcal/h) o Current Draw not to exceed: 12 amps @ 13.6 VDC (includes 4 amps for A/C clutch) 6 amps @ 27.2 VDC (includes 2 amps for A/C clutch) o Condenser Coil: The coil is aluminum fin and copper tube construction, this material selection, which includes a tube of .022" (6 cm) wall thickness, results in an effective, lightweight rugged coil.
o Motor: must be sealed and weather resistant o Mount Type: Roof Mount o Refrigerant Type: R12/R134a
