The contractor must remove 992 artworks (443 unframed, 544 framed, and 5 freestanding sculptures) from JBAB and store them in an environmentally controlled facility maintained at 67 degrees ± 5 degrees and 40% relative humidity ± 10%. Remediation work must follow the ANSI/IICRC S520 Standard for Professional Mold Remediation, physically removing mold contamination until surfaces are visibly free of dust and malodors. The contractor must also replace or create covered window mats on 405 unframed flat-stored pieces per Library of Congress Preservation Directorate specifications and conduct comprehensive conservation assessments on all 992 artworks following American Institute for Conservation standards. Each assessment must include accession number, title, dimensions, condition description, recommended intervention techniques, treatment timelines, and front/back photographs with proposed treatment areas. All artwork must be wrapped in chemically inert, acid-free, removable packing for transport and returned in batches of minimum 50 pieces (except final batch) to NMUSAF at Wright-Patterson Air Force Base, Ohio. The contractor must demonstrate past performance with paintings and paper conservation on relevant projects and be available for an intake meeting within 20 days of contract award.
