About this file

This document contains a price model template and hypothetical pricing examples for a managed online research support contract opportunity with the Consumer Financial Protection Bureau. The price model template requests offerors to provide unit pricing and total estimated costs for three hypothetical studies varying in sample size, targeted characteristics, and data collection needs. Hypothetical Study A involves a convenience sample of 4,000 participants. Study B requires meeting demographic quotas across gender, race, age, and income for its 4,000 participants. Study C targets 4,000 participants with experience using buy now, pay later products and may involve matching study data with administrative records. Offerors are to complete the yellow cells in the template and confirm auto-calculated totals. The solicitation number, agency, and general description of the managed online research support services are also provided for context.

Offeror’s Price Model

Hypothetical Studies for Price Evaluation of Managed Online Research Support Contract
Instructions: Offerors fill in only the empty yellow cells. Confirm that the auto-calculated Total Price cells are correct.
How price will be evaluated: The CFPB estimates we will run up to four studies a year under the managed online research contract. Half of the studies will likely require more invovled targeting (Example Study C), whereas the other two studies will likely consist of convenience samples (Example Study A) or census-based and/or diverse samples requiring quotas (Example Study B). Given this, the total evaluated price for a year is: Study A + Study B + (2 * Study C).
Example Study A
Convenience Sample - Please provide pricing estimates for a 20 minute study with 4,000 participants. This example study would use a convenience sample. The participants must be 18+ and located in the United States. Assume the CFPB will submit a Study Request.

If applicable: Please list any additional costs that would be required to conduct this study but are not included in the Participant Payment + Overhead table above. Please list the unit and pricing that influences these cost elements. If you do not charge for these elements, put $0 in the "Price per unit". If a cost in your pricing model is not reflected here, incorporate the cost into "Project Overhead".

Targeted Sample - Provide the Participant Overhead cost and Participant Incentive for a 20 minute study with 4,000 participants. The sample must be 18+, located in the United States, and have experience with Buy Now, Pay Later (BNPL) products. Assume the CFPB will submit a Study Request and will request available matched de-identified demographic and/or matched participant data for the study participants' race/ethnicity, gender, age, and household income. Also assume the CFPB can pay for Study Feasibility work to be done to determine incidences, if needed.
