Section B: Description of the Supplies/Services Required
Acquisition of computer monitors and additional IT hardware is required to monitor the existing closed-circuit television cameras (CCTVs). This requirement extends beyond merely providing the hardware to observe the CCTV feeds; it also includes the necessary cabling and integration into the existing system. Please note that all the existing cameras are from BOSCH and operate on a BOSCH exclusive closed-circuit connectivity platform.
Section C: Justification for Soliciting from a Single Source or Brand Name
The existing Base Defense Operations Center is currently monitoring the closed-circuit television (CCTV) cameras installed throughout the base. All of these cameras are BOSCH equipment, requiring BOSCH software adaptation to integrate with a monitoring system. Each individual BOSCH asset is covered by a warranty from its supporting vendor. To maintain this warranty, BOSCH assets must be connected to similarly warrantied monitoring systems. Any product accessing or connected to the feed must fall under the same original warranty. Non-compliance would result in a breach of warranty terms.
Section D: Efforts to Obtain Competition
Each CCTV camera is operable only with devices that are BOSCH-compatible and run the same software type. Given that all warranties for the assets interacting with the new monitoring system must be transferred to the new vendor's warranty, there could be significant costs associated with selecting a new vendor. However, even considering these potential costs, there can still be robust competition among vendors, provided that BOSCH products are utilized.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
To augment the existing CCTV ecosystem, all new additions must be BOSCH products to ensure the software connection remains intact. Nevertheless, we have conducted thorough checks to confirm that competition among vendors can still be sustained, provided that the products supplied are from BOSCH.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
