1. GENERAL:

1.1. Kodiak BLDG 6, Joint Base Elmendorf Richardson is seeking a replacement sound system capable of providing facility wide public address and music/voice instruction in ten (10) individual zones. The contractor shall furnish all equipment to install/replace existing audio equipment for the Kodiak BLDG 6 Chilkoot AVE, JBER, AK 99505. The contractor shall configure and install the audio and video equipment in accordance with the manufacturer’s instructions and in this performance work statement and its attachments; and all work shall be inclusive of: a) transportation/delivery, b) receiving/staging, and c) site cleanup instructions contained herein.

1.2. The successful Contractor shall provide all necessary supervision, labor, travel, materials, tools, equipment, accessories and other items necessary to safely complete the installation of all components. This includes any ladders, lifts, hoists, power tools, safety gear or other equipment/tools, supplies necessary to complete installation and provide necessary testing of all installed components. A State licensed General Contractor will make or directly supervise all electrical connections. The Contractor personnel or company shall be licensed in the state he/she is performing the installation. Installation will be to Department of Defense, Air Force and Industry standards to include those set forth in: TIA/EIA-570, Residential Telecommunications Cabling Standards, TIA/EIA-607, Commercial Building Grounding and bonding Requirements for Telecommunications, NFPA 70 National Electric Code (NEC), NFPA 101, Life Safety Code, and NFPA 780, Standard for the installation of Lightning Protection Systems.

2. SCOPE:

2.1. The contractor shall furnish all equipment in accordance with the specific requirements and the general conditions cited in this Performance Work Statement (PWS) as well as manufacturer specifications. The contractor shall provide any necessary patching or painting to restore the facility to pre-installation condition. All documentation including design plans, manufacturer manuals, as-built drawings, and training materials shall be included as deliverables at the conclusion of this project. Only the Contracting Officer can approve changes to this requirement.

2.2. This requirement is essential to replace aging public address and audio system infrastructure in the Kodiak Child Development Center. Currently, the system in inoperable and headend equipment is located in front of the building. This capability is critical to locate individuals for mission related purposes or in the event of an emergency. Additionally, the ten (10) zones require the ability to be muted.

3. Timeline:

3.1. Installation Timeline: The contractor shall coordinate with the facility manager for a suitable timeline for installation and provide a projected milestone schedule. The facility manger shall have final approval for the timeline of installation. Delivery shall begin within 30 days of approval of the final submittal and completed within 130 days of beginning installation. All milestones shall be provided to both Contracting and the facility manager.

3.2. Kodiak Child Center will not be closed during the installation period, however partial closures of different areas may be coordinated with the facility manager.

3.3. Installation may occur during all operational hours which are 0700-16:00; after hours work needs to be coordinated in advance so a facility manager can be present for the installation or a key may be issued to the contractor.

3.4. The contractor shall provide all necessary supervision, labor, travel, materials, tools, equipment, training, accessories and other items necessary to safely complete the installation of all entry access and surveillance equipment and components. This shall also include any ladders, lifts, hoists, power tools, safety gear or other equipment/tools, supplies necessary to complete installation. The contractor shall provide necessary testing of all installed components including maintenance and technical support after installation.

3.5. Contractor shall perform all appropriate quality assurance and technical testing to include a Contractor Verification Test (CVT) immediately upon completion of the facility installation to ensure the delivered solution performs to the requirements specified within this PWS. Both the Contractor and Kodiak Child Development Center facility manager and others as required will witness this test and document the results of the CVT. New or existing equipment/solutions found to be inoperative during the installation period or during the CVT will be brought to the attention of the facility manager on-site and corrected.

4. General Technical Requirements:

4.1. The contractor shall include the following items as part of the bid to be considered: List and quantities of all proposed products, specifications documentation for those products, project design drawings depicting product locations, wiring diagrams, one-line diagrams and an operational synopsis of how the system would operate.

4.2. Contractor shall provide documentation of at least two (2) years of experience in installation of stereo, audio and visual equipment.

4.3. The new system shall be capable of supporting ten (10) zones.

4.3.1. Each zone shall have the ability to play music or instructions that are different than other zones including announcer capability for each location.

4.3.2. All zones shall be able to be overridden by the facility wide public address system located at the front operations desk.

4.3.3. All necessary mounting and connectivity infrastructure shall be installed as part of this proposal.

4.3.4. The contractor shall provide all additional cabling, extenders, plates, couplers, ceiling mounts, Panduit, etc. to complete operational installation. Any new externally mounted Panduit or cable runs must be painted to match the facility wall colors.

4.3.5. The system shall provide audio capability for voice and music in all locations of Kodiak Child Development center.

4.4. There shall be a primary central control point at the Kodiak CDC front counter.

4.4.1. This control point shall be capable of controlling the input and volume of all zones.

4.4.2. The control point shall be capable of making targeted announcements in specific zones or facility wide announcements.

4.4.3. If another zone is playing music when an announcement is made from the primary control center the announcement shall override the music so all users can hear the message.

4.4.4. The control desk should be able to play music throughout all zones or in select zones.

4.5. The main rack for the facility stereo system shall be located in the maintenance office in wall mounted locking stereo racks.

4.6. All wires and cables shall be routed through existing conduit, cable trays and hidden from view to the greatest extent possible. Wires and cables shall not present any tripping hazards and shall be routed and managed to prevent accidental disconnection. Existing cabling may be reused but it must still be in good condition, meet current code and be rated for the equipment that is being installed.

4.7. Based on research and the safety standards established by OSHA the following volume guidelines shall be used to control the upper threshold of system volume and zone volume.

4.7.1. Music intensity shall not exceed 85 decibels (dB) and may be limited by software or hardware.

4.7.2. Public address from the front control desk only should cut off all music and should not exceed 95 dB and may be limited by software or hardware.

4.7.3. Voice needs to be about 10 dB louder than the music in order to be heard, the instructor’s voice should not exceed 95 dB and may be limited by software or hardware.

4.8. Equipment Requirements.

4.8.1. General facility speakers shall have specs that are equal or better to the following:

4.8.1.1. Low-frequency cone driver with wide dispersion cone tweeters

4.8.1.2. 8 watts

4.8.1.3. 70 Volt TAP

4.8.1.4. Frequency response 85Hz – 18 kHz

4.8.1.5. Dual magnet construction

4.8.1.6. 8 inches to fit into existing ceiling tile locations

4.8.2. Loudspeakers shall have specs that are equal or better to the following:

4.8.2.1.Column array loudspeaker

4.8.2.2. 70V/100V

4.8.2.3. 325 Watt continuous @ 8 ohms

4.8.2.4. Brackets to hang the speakers in the classrooms

4.8.2.5. Continuous max output of at least 121dB (127 dB peak output)

4.8.2.6. Frequency response 100 Hz - 22kHz

4.8.2.7. Designed for use in noisy environments classroom

4.8.2.8. At least 12 high-power low frequency drivers and four high frequency tweeters.

4.8.2.9. If being used for the natatorium must be rated for high humidity environments.

4.8.3. The output amplifier shall have specs that are equal or better to the following:

4.8.3.1. 4x1500W @2Ohms/4 Ohms

4.8.3.2. 70V/100V output

4.8.3.3. 4 channel output with programmable output on each change for Hi-Z or

Lo-Z

4.8.3.4. Sleep-mode for power saving efficiency when not in use.

4.8.3.5. Front panel power switch and level controls that can be disabled to prevent tampering.

4.8.3.6. Front panel LEDs for temperature, current, signal, clip, mute, protect, sleep, and disable

4.8.3.7. Rear panel DIP switches per channel for selection of filters and Hi-Z & Lo-Z.

4.8.3.8. Rated to handle all of the output speakers that are connected to that amplifier.

4.8.4. The power amplifiers shall have specs that are equal or better to the following characteristics:

4.8.4.1. At least 2 channels

4.8.4.2. Balanced inputs via 3-pin Euroblock and combo XLR ¼” TRS

4.8.4.3. Switch mode power supply

4.8.4.4. Forced air cooled

4.8.4.5. Removable dust filters

4.8.4.6. Front panel displays of output level, power, clip/protect.

4.8.4.7. Rated power output per channel (2 ohms: 20Hz-20kHz: 1600W)

4.8.5. The matrix processor shall have specs that are equal or better to the following characteristics:

4.8.5.1. DSP Audio processor

4.8.5.2. Expandable matrix processor that uses expansion cards

4.8.5.3. Capable of providing up to multiple channels of audio matrixing and processing to support the operational need.

4.8.5.4. Input/output gain range -50dB to +12dB

4.8.5.5. 10/100 ethernet and RS-232 computer interfaces

4.8.5.6. Shall be third-party control friendly

4.8.5.7. Shall provide input and output metering in dBu

4.8.6. Wall mounted programmable controller shall have specs that are equal or better to the following characteristics:

4.8.6.1. Wall mountable

4.8.6.2. Compatible with Audio Matrix Processor and multi-media player

4.8.6.3. At least six programmable function buttons.

4.8.6.4. Up/down buttons that displays the programmed parameter.

4.8.6.5. Can be wired with additional controllers to provide more wall mounted controls.

4.8.7. The sectional wall rack shall have specs that are equal or better to the following characteristics.

4.8.7.1.At least 16 rack mounting spaces 4.8.7.2.Supports equipment up to 22” deep

4.8.8. The power sequencer shall have specs that are equal or better to the following characteristics.

4.8.8.1. 9 total outlets, 6 rear panel outlets (three sequenced stages), 2 front panel, 1 rear un-switched

4.8.8.2. Radio Frequency and Electromagnetic Interference Filters

4.8.8.3. Dual clamping spike and surge suppression, DCS circuitry

4.8.8.4. Extreme voltage shutdown

4.8.8.5. Circuit breaker protection

4.8.9. High fidelity speaker shall have specs that are equal or better to the following characteristics.

4.8.9.1.Must have high intelligibility.

4.8.9.2.Wall bracket with 0-20 degree tilt capability 4.8.9.3.Shall have an operating frequency of at least 200 Hz – 14.7kHz @ 3dB 4.8.9.4.Max output of at least 100 dB

4.8.10. Speaker Cable shall have specs that are equal or better to the following characteristics.

4.8.10.1. 12 gauge

4.8.10.2. UL rated

4.8.11. Audio matrix shall have specs that are equal or better to the following characteristics.

4.8.11.1. DSP Audio processor

4.8.11.2. 4 inputs

4.8.11.3. 8 outputs

4.8.12. Wall Control shall have specs that are equal or better to the following characteristics.

4.8.12.1. Mountable

4.8.12.2. Programmable

4.8.12.3. Zone source select

4.8.12.4. Channel mute

4.8.13. Shall provide all cable, connectors, and hardware as required to support connection, rack build and control integration.

5. Specific Requirements

5.1. General Facility Speakers. The general facility system shall be capable of providing public address announcements from the front desk and the ability to play music. Government estimates that it will take 29 speakers to replace the existing PA system and ensure full coverage of the facility. These general facility speakers will be broken up into at least ten (10) zones. The rack that powers these speakers shall be located in the room #11 - maintenance room. A programmable controller and microphone shall be located at the front desk #4-Reception. The front desk personnel at the controller shall be able to determine which zones are playing music or PA system.

6. Installation.

6.1. All new cabling will be concealed above a drop ceiling in existing cable trays or wire straps or installed in conduit unless otherwise specified or required by code. Any cable unable to be concealed above a drop ceiling will be installed in EMT conduit or Panduit® unless otherwise specified or required by code.

6.2. All network cables, jacks, plugs, etc., will be clearly marked “Sound System” with machine generated adhesive labels and identification numbers.

6.3. Contractor will be responsible for installing all power connections between a breaker panel in each location identified by the Government and their installed equipment, if the equipment does not plug straight into a wall outlet. All electrical work is subject to inspection by a base electrician prior to being energized. All installed breakers and associated electrical connections shall be labeled “Sound System”.

6.4. Existing equipment shall be inventoried and turned over to the government.

6.5. Contractor will provide all necessary communications jumpers to connect one piece of equipment to another required to make the system functional.

6.6. All work and installed equipment shall be warranted for a period of 1-year starting on the day following the CVT and acceptance of the system by the government in writing.

7. GOVERNMENT FURNISHED EQUIPMENT (GFE) and SUPPORT:

7.1. Arrange access for installation into all applicable facilities in conformance with the installation schedule.

7.2. Provide storage space/staging area for materials and an operating space with telephone capability for the installation team.

7.3. Allow for recapitalization of existing speaker wiring, conduit, mounting racks, and storage cabinets as long as the system passes operational tests and existing assets meet current code.

General facility speakers may be reused but a documented test must be performed on them verifying functionality. Any reused equipment must be included in the 1-year warranty period.

8. SPECIAL REQUIREMENTS:

8.1. The Contractor will assign employees who possess certification to handle all required material handling, transportation, loading, unloading and product installation tasks to meet OSHA, base safety requirements and certification standards. The Contractor will ensure product meets required safety standards at the time the project is finished and accepted by the customer.

Contractor shall provide the standard commercial product warranty certificate specifying warranty period for the system.

9. SECURITY REQUIREMENTS:

9.1. Ten duty days prior to arrival the Contractor shall mail or fax a visit authorization letter to the installation site POC (Gov’t POC) listing the name, Driver’s license number and state of issue, date of birth and place of birth of the individuals who will be working on the base.

Contractor will be responsible for obtaining written permission/signature from each person’s name submitted for a background check to be completed. If a background check cannot be completed, entry onto the installation cannot be granted. Contact the installation site POC for further guidance.

9.2. Retrieving Identification Media. The Contractor shall be responsible for retrieving all identification media including vehicle passes from employees who depart for any reason before the contract expires e.g., terminate for cause, retirement, etc.

9.3. Contractor and employees shall comply with base traffic regulations.

9.4. Weapons, Firearms, Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor or privately owned vehicles while on base.

9.5. The Contractor shall be responsible for safeguarding all government property, and controlled forms provided for contractor use. At the end of each work period, Contractor shall secure all Government facilities, equipment, and materials.

10. SAFETY:

10.1. The Contractor shall have a safety plan for their employees. The Contractor shall instruct each employee in the recognition and avoidance of unsafe conditions and regulations to his or her work environment to control or eliminate any hazards or other exposure to illness or injury.
