About this file
This is a Justification and Approval document for other than full and open competition issued by the Defense Logistics Agency (DLA) Contracting Services Office-Philadelphia. The document authorizes renewal of a brand name specific RS Means Online (RSMO) concurrent software subscription license maintenance contract with The Gordian Group. The requiring activity is DLA Installation Support (DS) at 8725 John J. Kingman Road, Fort Belvoir, VA 22160, with the contracting activity located at 700 Robbins Avenue, Philadelphia, PA 19111.
The requirement consists of a three-year contract spanning June 1, 2026 through May 31, 2029, comprising a 12-month base period with two optional 12-month renewal periods. Each period includes a training CLIN (Courseware Line Item Number). The contract covers 50 concurrent RSMO users and 10 online self-paced RSMO training licenses. Specific pricing figures are redacted in the document. The base period (June 1, 2026 to May 31, 2027) will be fully funded with FY26 funds. The justification establishes that RS Means (dba The Gordian Group) is the sole source provider of RSMO software subscription licenses and maintenance support, as the software is proprietary construction cost estimation software approved by the DLA Chief Technology Officer as enterprise software for developing government cost estimates. No other manufacturer or firm can provide equivalent software maintenance for this brand name product. The contracting officer determined pricing will be fair and reasonable based on price analysis techniques including comparison of proposed prices, competitive published price lists, and market research.

Justification And Approval RSMeans Online Software Maintenance Renewal
• With the constant flow of new construction methods and materials, DLA engineers are challenged to find the time to evaluate all the different construction cost possibilities. RS Means continually updates labor and material costs and also provides capability to adjust costs to reflect prices in specific geographic areas.
• RSMO provides DLA engineers capability to define preference in wages, crew specifics, mark-ups, construction materials, custom cost lines, and equipment rental costs.
DLA engineers can customize for a specific estimator and automatically apply to all future estimates, if desired. Cost data can be localized to a specific project site as well.
• RSMO provides square foot models for quick conceptual estimates
• DLA engineers will be able to save projects and track historical actual costs to improve future construction estimates. RSMO allows engineers to tag and store favorites for fast access to frequently used line items and clone estimates to save time.
