About this file
This is a Justification and Approval (J&A) document for a sole source acquisition authorized under FAR 6.302-1(b)(1) for unique supplies and services. The 628 Contracting Squadron at Joint Base Charleston, South Carolina is acquiring two (2) new Puma Ground DART Kits and refurbishing 19 existing Puma DART Kits to replace warped and obsolete equipment for the 437 Operations Group to support SOL-II mission requirements. Sierra Nevada Corporation (SNC) is identified as the sole manufacturer and distributor of the DART kit equipment required.
The contracting officer determined the acquisition meets the "only one responsible source" criterion based on comprehensive market research that revealed no other companies capable of providing the specified items. SNC was contacted and confirmed its sole distributor status; subject matter experts concurred no alternatives exist. The anticipated cost is deemed fair and reasonable based on comparison to previous similar purchases and the Independent Government Estimate. The acquisition was approved on 02 March 2023 by SSgt Christopher Weaver (628 CONS/PKA). Consistent with FAR 5.203(a) requirements, a public notice of intent to award will be posted for 15 days prior to award. Future requirements will continue market research efforts to identify additional authorized distributors of SNC-manufactured items.
