MANPOWER REPORTING

SECTION I – DESCRIPTION OF SERVICES

1.1. Introduction

J85 engines are maintained on a scheduled 900-Hourly Post-flight Inspection (HPO) interval and an 1800-hour Periodic Inspection (PE) interval. It is imperative that components installed in engines during scheduled maintenance operate for 900 hours. The current maintenance philosophy for repair of engines is a two-level maintenance concept with repair centers for each of the three commands. Organizational and Intermediate work is performed at base level. Availability is measured against the Target Serviceable Requirement (TSR) in support of the J85 training mission. TSR target provides spare engine(s) used by AETC field training teams or detachments to support peacetime operations.

1.2. Background

The General Electric (GE) J85 engine is a compact high thrust, lightweight, afterburning turbojet engine comprising an 8-stage axial flow compressor coupled directly to a 2-stage axial turbine. It incorporates a thru-flow annular type combustion system, controlled compressor inter stage bleed, variable inlet guide vanes, and an afterburner with a variable area exit nozzle. The J85 is used primarily to power the Air Force’s primary trainer, the T- 38 aircraft. The lead command for the J85 is the Air Education and Training Command (AETC) at Randolph AFB, San Antonio, Texas. In addition, two other commands fly J85:

Air Combat Command (ACC) and Air Force Material Command (AFMC). J85 engines are inspected and repaired at various United States Air Force (USAF) Jet Engine Intermediate Maintenance (JEIM) facilities. Individual components on the J85 engine are also replaced at any one of several T-38 operating bases. Since the introduction of the J85 into the DoD inventory in the 1960’s, the J85 Management of Items Subject to Repair (MISTR) components has been repaired through depot-level contract support.

1.3. Workload Scope

This PWS provides the minimum technical, logistics management, and repair requirement for the return of unserviceable J85 components to a serviceable condition. The workload includes repair of USAF managed J85 components used by USAF, United States Navy (USN), Foreign Military Sales (FMS), and National Aeronautical & Space Administration (NASA). The following chart indicates the engine models and users:

Continued production by the Contractor prior to receipt of formal notification of IPE results will be at the Contractor’s risk. The notice of approval or conditional approval shall state any further action required of the Contractor. A notice of disapproval shall cite the reasons therefore.

D. If the IPE is disapproved by the Government, the Government may require the

Contractor to repeat any part of or all of the IPE. After each notification by the Government of the requirement for an additional IPE, the Contractor shall at no additional cost to the Government make any necessary changes, modifications, or repairs to the items overhauled/repaired. Therefore, the Contractor shall perform the required additional IPE under the terms and conditions and within the time specified by the Government. The Government reserves the right to require an equitable reduction of contract price for any extension of delivery or any additional costs to the Government related to an additional IPE.

Page 9 PR# FD20302001876

E. If the Contractor fails to perform the tasks required for the IPE within the times or time specified, or if the PCO informs the Contractor of disapproval of the IPE, the Contractor shall be deemed to have failed to make progress within the meaning of the “Default” clause of the contract, and this contract shall be subject to termination for default: provided, that failure of the Government in such an event to terminate this Contractor default shall not relieve the Contractor of his responsibility to meet the specific work and quality requirements and delivery schedule for production quantities.

F. If the item used in the IPE is not consumed or destroyed in testing, and unless otherwise provided in this contract, it may be delivered as part of the contract quantity if it meets all terms and conditions of acceptance.

G. In the event that Government engineering does not approve, conditionally approve or disapprove the IPE within the time specified in (c) above, the PCO will, upon timely written request from the Contractor, make a determination of the delay incurred by the Contractor thereby, and shall equitably adjust delivery or performance data or the contract price, or both, and any other contractual provision affected by such delay, in accordance with the procedures provided in the “Changes” clause. Failure to agree to any adjustments shall be a dispute concerning a question of “fact” within the meaning of the clause of this contract entitled “Disputes”.

1.10.9. Validation/Verification (Val/Ver)

As directed by the PCO, the Contractor shall test a publication/technical manual, system, software and/or development process for technical accuracy and adequacy to determine whether it satisfies specified requirements. A Val/Ver will be accomplished upon the request of the CEA through the PCO if a quality issue has resulted from inadequate repairs, a new CLIN item is added to the contract, or if a current CLIN item process has changed or been altered. This is accomplished with step-by-step progression through disassembly, cleaning, inspection, repair, assembly, testing, and functional testing. The CEA will then confirm that the system element meets design-to or build-to specifications. The Contractor shall propose sufficient numbers of personnel to support work on this effort to completion. The Contractor shall provide engineering support personnel for this effort that are familiar with the overhaul and testing processes. The Contractor shall work closely with the PCO and CEA to coordinate the most effective scheduling of activities prior to arrival of Government team.
